    THE IMPACT OF MECHANICAL RELIABILITY ON THE FINANCIAL RETURN OF A WATER-RECYCLING PLANT (2004)

    Notes: This paper presents results from the assessment of the financial viability of a water-recycling plant based on an estimate of ‘net present value’, including the impact of mechanical reliability. The ‘net present value’of the former 0.6 Ml/d greywater recovery and re-use plant at the Millennium Dome, London was calculated over an expected lifetime of 20 years and a capital cost of £2.2 million. A detailed analysis of the mechanical faults and shutdowns at the plant showed an improvement in reliability from 73.8% to 91.2%, attainable by investing in a dedicated critical-spares facility. Defining the break-even price of water as the price for which ‘net present value’is zero, the model showed the break-even price to decrease from £1.61/m3 to £1.40/m3 by increasing reliability over the above range of values. The paper discusses the implications of this research for water-recycling applications in general.

    Notes: Professional conflict between nurse anaesthetists and anaesthesiologists in the United States of America is well known in the UK but has not been explored and documented in detail. We present an account, based on critical analysis of published literature and other documentary evidence, of the historical, professional and financial factors which have led to this. In the USA, anaesthesia developed as a nursing specialty until physicians began to take on this work after the Second World War. Payment arrangements between the 1960s and the 1990s made anaesthesiology a lucrative career choice for medical graduates and this led both to considerable growth in the number of anaesthesiologists and to a strengthening of the resolve of nurse anaesthetists to retain their scope of work and preserve their professional status. Changes in payment regulations in the 1980s and 1990s threatened anaesthesiologists' income and led to re-appraisal of evidence over relative cost-effectiveness and safety of different provider models. More recently, the terms of engagement have shifted from disputes over evidence to political lobbying to promote the professional capabilities and status of each of the anaesthesia providers. Factors of relevance to possible changes in the provision of anaesthesia in the United Kingdom are highlighted.

    Notes: The softening kinetics of a 0.19 wt% C 1.5 wt% Mn steel deformed at two intercritical temperatures have been characterised using the stress relaxation technique. Recrystallisation of intercritical austenite has been modelled using a single grain model (Chen et al., 2002 [1]), whilst recovery of both intercritical austenite and ferrite has been modelled using a model in the literature [Verdier etal., 1999 [2]). The models are combined to predict the overall softening kinetics with a rule of mixtures formulation. Comparison of the model with experiment shows significant deviations. The reasons are discussed with reference to the mixture rule and to the local stress-strain distribution which exists in the deformed samples. A simple modification to the model is proposed which takes into account the effect of a local stress distribution in deformed austenite
