Notizen: This paper examines the economics, politics and political economy of Chile's trade and regional integration (RI) policies, and reaches the following conclusions. First, Chile is likely to obtain static and dynamic benefits from a free trade agreement (FTA) with the US, though the benefits depend crucially on the extent to which its market access to the US improves and on the costs of implementing the intellectual property rights agreement and of enforcing the rules of origin. Second, potential benefits are more doubtful with respect to FTAs with MERCOSUR and the Andean Pact and Central American countries.Third, Chile should complement its ongoing negotiations with the EU by negotiating FTAs with key Asian countries.Fourth, Chile should bind all its tariffs at the WTO at the applied MFN uniform tariff rate. Fifth, the uniform MFN tariff should be reduced below six percent after 2003.

Notizen: This paper draws on Hinkle and Schiff (2003). It analyses the planned Economic Partnership Agreements (EPAs) between the EU and Sub-Saharan Africa (SSA) from a development perspective. It does not take a position on whether SSA should enter into EPAs with the EU. Rather, it starts from the notion that the process of forming EPAs is unlikely to be reversed and examines the conditions that will maximise SSA's benefits from the EPAs. If this notion is correct, then the analysis presented in the paper applies. On the other hand, Pascal Lamy, the EU Trade Commissioner, made a proposal at the May 2004 G-90 summit in Dakar that might lead to a change in the EPA process. He proposed that the G-90, a group consisting of ACP and non-ACP LDC countries, should not have to make concessions at the WTO Doha Round of multilateral trade negotiations, i.e., he proposed a ‘free round’ for the G-90. This proposal opens the door to the possibility that the same might apply to the ACP countries in the EU-ACP negotiations and that the EPA process might be reversed. The paper considers the key issues raised by the planned EPAs, their relationship to the WTO's Doha Round and the EU's Everything-but-Arms Initiative, the changes needed to make the EPAs internally consistent, the domestic reforms in SSA that would need to accompany trade liberalisation in both goods and services, and the potential effects of the EPAs on regional integration in SSA. The EPAs will pose a number of policy challenges for SSA countries, including: restructuring of indirect tax systems, reduction of MFN tariffs, liberalisation of service imports on an MFN basis and related regulatory reforms in the services sector, and liberalisation of trade in both goods and services within the regional trading blocs in SSA. The paper also finds that the EPAs provide an opportunity to accelerate regional and global trade integration in SSA. To realise the potential development benefits of the planned EPAs, two steps are essential. First, the EU must, as it has stated, truly treat the EPAs as instruments of development, subordinating its commercial interests in the agreements to the development needs of SSA. Second, the SSA countries need to implement a number of EPA-related trade policy reforms. However, the latter is far from certain, given the lack of reform momentum in SSA.

Notizen: Labor market integration raises welfare in the absence of distortions. This paper examines labor and goods market integration in a general-equilibrium model with social capital. The findings are: (i) labor market integration has an ambiguous impact on welfare, and raises it if the goods and labor skills are sufficiently different; (ii) compared to Pareto optimum, labor mobility (social capital) is excessively large (depleted); (iii) trade is superior to labor market integration if trading costs are no higher than private migration costs, otherwise the outcome is ambiguous; and (iv) the creation of new institutions in response to labor market integration has an ambiguous impact on welfare.

Notizen: The current study will examine behavioral difficulties among a sample of African American urban youth who were exposed to violence. Possible gender differences in disruptive behavioral difficulties, as well as possible associations between parental practices, family relationships, and youth disruptive behavioral difficulties are examined. A secondary data analysis from baseline data for 125 African American urban mothers and their children collected as part of a large-scale, urban, family-based, HIV prevention research study was analyzed. Findings reveal that externalizing behavioral problems in youth are associated with exposure to violence. Girls displayed significantly higher levels of externalizing behavioral difficulties than boys. Mothers' parenting practices and family relationships were associated with youths' externalizing behavior problems. Implications for interventions to reduce youths' exposure to violence and to develop gender sensitive interventions for youth and supportive interventions for their parents are discussed.

Notizen: Ergosterol was isolated from the non-saponifiable lipids of Euglena. For this, after saponification of the cells, the petroleum-ether extract was chromatographed on deactivated alumina. Development was achieved by pet. ether and 10% (v/v) benzene in pet. ether, and the sterol fraction was subsequently eluted with 10% (v/v) ethyl acetate in pet. ether. This sterol was identified as ergosterol by a) precipitation with digitonin, b) The Liebermann-Burchard reaction, c) co-chromatography with known ergosterol, d) ultraviolet absorption spectrum, e) conversion to the acetate with determination of the melting and mixed melting points and !” infra-red absorption spectrum of the acetate derivative. By these techniques, ergosterol content was measured in the-following strains of Euglena gracilis under various conditions of nutrition and illumination: bacillaris and Z strains, and several albino and pigment mutants derived from them. A. functional chloroplast seems unnecessary for ergosterol synthesis; the ergosterol content of cells (dry weight basis) was constant regardless of strain and growth conditions.

Notizen: Objective  To evaluate the sex ratio among pregnancies complicated by first trimester hyperemesis gravidarum and extend previous findings to include a measure of severity.Design  Population-based case control study.Setting  All non-federal hospitals in Washington State.Population  Two thousand and one hundred and ten pregnant women hospitalised for hyperemesis gravidarum and 9783 pregnant women without hyperemesis gravidarum. Methods  The infant sex ratio for pregnant women admitted to the hospital for hyperemesis gravidarum was evaluated using the Washington State hospital discharge database linked to the birth certificate database for years 1987–1996. Cases were pregnant women hospitalised for hyperemesis gravidarum (International Classification for Diseases—9th edition [ICD-9] diagnosis code 643) in the first trimester. Controls were women who experienced a singleton live birth and were not hospitalised for hyperemesis in Washington State during the same time period. Regression analysis with general estimating equations was used to calculate an odds ratio (OR) and 95% confidence interval (CI) to assess the association of hyperemesis gravidarum with infant sex ratio.Main outcome measure  Infant sex ratio. Results  Pregnant women hospitalised for hyperemesis gravidarum in the first trimester had a 50% increased odds of having a female infant compared with controls (OR 1.5, 95% CI 1.4, 1.7). Women hospitalised for three or more days had the greatest odds of having a female infant compared with control women (OR 1.8, 95% CI 1.5, 2.0).Conclusion  Hyperemesis gravidarum is associated with an increase in female live births and may be a marker for high oestrogen levels in utero.

Notizen: Electron and fluorescence microscopy reveal a proplastid about 1 μ in diameter in dark-grown Euglena gracilis quite like those in higher plants. After the cells are placed in the light these structures lengthen, probably in part by coalescence of several proplastids. Full size is reached in some cells after about one day in light. Lamellae, growing as blebs off the inner proplastid membrane, develop in a roughly linear fashion with time, art average of one new lamella appearing after each 6 hours in the light. The maturation of the proplastid thus appears to differ appreciably from that in higher plants since the latter presumably create several lamellae simultaneously, and these appear able to replicate themselves in a geometrically parallel fashion. The question is raised whether the apparent differences in development may not be due to lesser discrimination in observing the sequence in the higher plants, for there are no observations necessarily inconsistent with the sequence found in Euglena.
