    Notes: The design and performance of an instrument to measure cosmic microwave background (CMB) anisotropy on angular scales from 10' to 30' is reported. The instrument utilizes a single-mode waveguide bolometer cooled by an adiabatic demagnetization refrigerator. This is the first time a 100 mK bolometer has been used in a CMB experiment. Observations of the CMB were made using this radiometer from the South Pole during the 1991–1992 season and, with minor modifications, during the 1992–1993 season. The radiometer is used with a fully steerable altitude-azimuth Cassegrain telescope built for this observation, also described here.

    Notes: A system for grabbing integrated video frames produced by a remote camera is described. As part of the pointed platform in a balloon-borne experiment, we use a video charge-coupled-device camera to obtain wide field star images. To obtain images with a sufficient signal-to-noise ratio, integration times of up to 1 s are required. In applications where the frame grabber and camera are physically close to each other, timing the frame grabber trigger is straightforward; however, there are several advantages to locating the frame grabber not on the balloon payload. As a result commands issued simultaneously to the frame grabber on the ground and the camera on the balloon can be delayed relative to each other, resulting in failure to acquire an image. We have developed a system where, at the end of an integration, a tone is injected into the video field preceding the transmission of the integrated frame; the tone is used on the ground by a decoder circuit to control the frame grabber acquisition of the integrated frame. The system has operated successfully in the flight of a stratospheric balloon-borne telescope. © 1996 American Institute of Physics.

    Notes: This study examined the English proficiency of 22 Arabic-speaking students enrolled in a low intermediate intensive English course at the American University of Beirut. Written and oral samples were taken at the beginning and end of the term. Errors were analysed in terms of performance mistakes, mother-tongue interference or false intralanguage analogy. The data provided a rank ordering of the subjects' areas of difficulty and enabled us to describe tentatively some aspects of their transitional grammar. The results should provide useful information to teachers of Arabic speakers studying English and to researchers investigating the phenomenon of second-language acquisition in general.

    Notes: This article reports on the third year of an ongoing research project to document and evaluate an innovative foreign language in elementary schools (FLES) program in Japanese for Grades K–5 (N=195). We report 2 strands of research. First, concerned with school and community ambiance, we attempted to describe systematically the attitudes and perceptions of various constituents of this curricular innovation. Second, we investigated the language achievement of children in Grades K–5 for oral proficiency, vocabulary development, and social uses of language. During a 3-year period, the children, regardless of age, made considerable progress in foreign language proficiency and developed positive attitudes toward language learning. Innovative language programs in the elementary school can move beyond their often marginalized status to become regularized features of the overall school curriculum.

    Notes: The constellation of personality and language exposure factors associated with learning French as a second language was examined among students enrolled in different second language programs–Early Immersion, Late Immersion or FSL. It was found that use of English with acquaintances was negatively associated with performance on the oral production measure and the Test de Rendement en Français, and shyness was similarly negatively associated with reading skills in French. There were significant interactions between language program and the following predictor variables–use of French with strangers, use of English with acquaintances, conformity and control. There was a significant positive relationship between the personality traits of conformity and control and language proficiency in an FSL program, but not in Immersion programs. An interpretation of these interactions is presented in terms of the language learning demands of the Immersion and FSL programs.

    Notes: This study was designed to investigate the acquisition of a set of complex English structures by adult learners of English at two different levels of proficiency. The results indicated a developmental pattern similar to that reported by Chomsky for child native speakers. Interesting language learning strategies were revealed. In interpreting ambiguous sentences, beginners tended to rely on semantic rather than on syntactic information. All subjects appeared to deal directly with the linguistic data of the target language. No evidence was found that they attempted to translate or to map native language structures onto those of the target language. In no instance did we find evidence of language learning strategies different from those reported in the literature for child native speakers.

    Notes: The study was an initial attempt to tap the French language competence of two groups of English-speaking pupils who are being educated via French. Third and fifth grade English-speaking pupils were compared with French-speaking children of the same age using a sentence repetition task constructed to test control of selected French linguistic features. It was hypothesized that the English speakers would have a different internalized grammar of French than would French speakers; furthermore, that the different internal grammars would be reflected by differences in task performance. The results of the study can best be explained with reference to two factors: an “internalized grammar” factor as was hypothesized; and a memory factor attributable to familiarity with, and exposure to, French.

    Notes: This is the seventh annual report of a longitudinal study of the progress of two different groups of children following an educational program designed to develop proficiency in a second language by using that language as the sole medium of instruction in the early elementary years and as the major medium of instruction in the later elementary years. The two groups were in grades seven and six respectively at the time of the present testing. In May 1973, they were tested for achievement in English-language skills, mathematical abilities, French-language skills, and cognitive development. When possible their progress was compared with that of appropriate French or English control groups; otherwise, their progress was measured using norms from standardized tests. On all measures, the children in bilingual classes showed that this form of education has had no detrimental effects upon their academic, linguistic, or cognitive development. Furthermore, we saw that the pupils could communicate effectively, using their second language, with French Canadian agemates on a new task of communication skills.

    Notes: The purpose of this investigation was to examine the relationship between measured English-language proficiency, years of English-language study and the use of English as a medium of instruction for samples of Arabic-speaking Egyptian and Lebanese university students. The results of multivariate regression analyses indicated no systematic relationship between years of EFL study and English proficiency. A better overall predictor of proficiency was whether the students had received any instruction via a foreign language. We emphasize the need to begin a more systematic search for factors related to increases in English-language proficiency at various stages of study under diverse circumstances.
