    Notes: Abstract: The purpose of this paper is to study the resonances for the transmission problem for a strictly convex obstacle in R n n≥ 2. If the speed of propagation in the interior of the body is strictly less than that in the exterior, we obtain an infinite sequence of resonances tending rapidly to the real axis. These resonances are associated with a quasimode for the transmission problem. The main ingredient of the paper is the construction of a quasimode the frequency support of which coincides with the corresponding gliding manifold . To do this we first find a global symplectic normal form for pairs of glancing hypersurfaces in a neighborhood of and then we separate the variables microlocally near the whole glancing manifold .

    Notes: Large, long-lived vortices, surviving during many turnaround times and far longer than the dispersive linear Rossby wave packets, are abundant in planetary atmospheres and oceans. Nonlinear effects which prevent dispersive decay of intense cyclones and anticyclones and provide their self-propelling propagation are revised here using shallow water equations and their balanced approximations. The main physical mechanism allowing vortical structures to be long-lived in planetary fluid is the quick fluid rotation inside their cores which prevents growth in the amplitude of asymmetric circulation arising due to the beta-effect. Intense vortices of both signs survive essentially longer than the linear Rossby wave packet if their azimuthal velocity is much larger than the Rossby wave speed. However, in the long-time evolution, cyclonic and anticyclonic vortices behave essentially differently that is illustrated by the conservative intermediate geostrophic model. Asymmetric circulation governing vortex propagation is described by the azimuthal mode m=1 for the initial value problem as well as for steadily propagating solutions. Cyclonic vortices move west-poleward decaying gradually due to Rossby wave radiation while anticyclonic ones adjust to non-radiating solitary vortices. Slow weakening of an intense cyclone with decreasing of its size and shrinking of the core is described assuming zero azimuthal velocity outside the core while drifting poleward. The poleward tendency of the cyclone motion relative to the stirring flow corresponds to characteristic trajectories of tropical cyclones in the Earth's atmosphere. The asymmetry in dispersion-nonlinear properties of cyclones and anticyclones is thought to be one of the essential reasons for the observed predominance of anticyclones among long-lived vortices in the atmospheres of the giant planets and also among intrathermoclinic eddies in the ocean.

    Notes: A new method for studying the linear electro-optic effect of isotropic crystals is described. Alternating voltage of low frequency is applied to the crystal, placed between a polarizer and analyzer. The direct and the alternating signals are measured at different positions of the analyzer. A Stokes–Mueller analysis of the method is given.

    Notes: Abstract. After the radical political changes of 1989, new possibilities for the development of political science appeared in Bulgaria. The discipline went through its own transitional periods. The first was the legitimisation of political science and its institutionalisation in the major academic institutions. The second, which remains at an early stage, is the establishment of a community of scholars and university staff with the necessary theoretical knowledge and resources for assuring its development. Of the major challenges which political science is facing today, one is the need to ensure the expansion of the community of scholars who are sufficiently familiar with recent developments in the discipline. Another is the need to overcome the politicisation of the discipline which was typical of many social scientists (and especially political scientists) at the beginning of the period of change. To an increasing extent, political science is not merely a product of democracy but also one of the major scientific resources for achieving its consolidation.

    Notes: Abstract: The glutamate transporters in the plasma membranes of neural cells secure termination of the glutamatergic synaptic transmission and keep the glutamate levels below toxic concentrations. Astrocytes express two types of glutamate transporters, GLAST (EAAT1) and GLT1 (EAAT2). GLT1 predominates quantitatively and is responsible for most of the glutamate uptake activity in the juvenile and adult brain. However, GLT1 is severely down-regulated in amyotrophic lateral sclerosis, a progressive neurodegenerative disease. Furthermore, selective loss of this transporter occurs in cultured astroglia. Expression of GLAST, but not of GLT1, seems to be regulated via the glutamate receptor signalling. The present study was undertaken to examine whether neuronal factors, other than glutamate, influence the expression of astroglial glutamate transporters. The expression of GLT1 and GLAST was examined in primary cultures of cerebellar granule neurons, cortical neurons, and astrocytes under different experimental conditions, including those that mimic neuron-astrocyte interactions. Pure astroglial cultures expressed only GLAST, whereas astrocytes grown in the presence of neurons expressed both GLAST (at increased levels) and GLT1. The induction of GLT1 protein and its mRNA was reproduced in pure cortical astroglial cultures supplemented with conditioned media from cortical neuronal cultures or from mixed neuron-glia cultures. This treatment did not change the levels of GLAST. These results suggest that soluble neuronal factors differentially regulate the expression of GLT1 and GLAST in cultured astroglia. Further elucidation of the molecular nature of the secreted neuronal factors and corresponding signalling pathways regulating the expression of the astroglial glutamate transporters in vitro may reveal mechanisms important for the understanding and treatment of neurological diseases.
