    Notizen: We derive criteria for ranking income distributions where households differ in equity-relevant non-income characteristics (‘needs’). using methods which do not require cardinal specifications of equivalence scales. We consider comparisons for situations where the distributions of needs differ (eg. Cross nationally or intertemporally), building on the results of Atkinson and Bourguignon (1987) and Atkinson (1992). The modifications required when the individual rather than the household is the income-receiving unit are also discussed. We illustrate the methods with an analysis of changes in social welfare and poverty in the U.K. between 1981 and 1986.

    Notizen: The “norm income” approach to inequality measurement is based on a comparison of the observed income distribution with a reference distribution consistent with the socially desired minimum degree of inequality (and not the equal shares distribution). Garvy and Paglin suggested such an approach, and we show that their methods, suitably modified, are closely related to the multivariate methods recently proposed by Atkinson and Bourguignon. The advantage and disadvantages of a norm income approach are analyzed in detail.

    Notizen: This paper provides new estimates of the distribution of extended income amongst non-elderly, one-family households in the U.K. by combining household money income data and valuations of household production time. Extended income is substantially more equal than money income and extending the income definition changes income relativities significantly between families with and without earners and between married couple families and singles.

    Notizen: This paper analyses low income dynamics in Britain using the first four waves of the British Household Panel Survey. There is much low income turnover: although there is a small group of people who are persistently poor, more striking is the relatively large number of low income escapers and entrants from one year to the next. Simulations using estimated low income exit and re-entry rates demonstrate the importance of repeated low income spells for explaining a person's experience of low income over a given period. We also document the characteristics of low income stayers, escapers and entrants.

    Notizen: The literatures on the assessment of income distributions and on differences in needs are not well integrated. The theoretical literature providing results about evaluations and comparisons of income distributions does not, in the main, consider the implications of non-income differences between income-receiving units, while the equivalence scale literature providing results about the relationship between living standards, incomes and household composition does not consider distributional implications. The aim of this survey is to go some way towards integrating these separate literatures; to consider how to evaluate and compare income distributions while at the same time taking explicit account of differences in household composition.

    Notizen: Abstract. Analysts debating the consequences of a policy change for the wealth distribution may come to different conclusions because of different views about how the distribution should be defined and measured, or about the processes determining the distribution. The aim of this survey is to provide an analytical framework within which such conflicts may be assessed. The first part of the paper discusses conceptual issues in the definition of ‘wealth’, and compares methods of deriving estimates of wealth distribution. The second, and larger, part of the paper surveys lifecycle and intergenerational models of the distribution of wealth, including a discussion of the role played by inheritance. The presentation is largely theoretical. Indeed, one of the paper's conclusions is that empirical modelling of the wealth distribution is under-developed, at least for the purposes of addressing many topical policy issues.

    Notizen: Mainsteam poverty analysis is deficient because it ignores important within-household aspects. This point has been made by many, and stressed by feminists especially, yet mainstream poverty measurement practice remains unchanged. Why is this? What should we be doing? This paper examines anew the case for taking within-household factors into account in poverty measurement. The analysis reveals a number of unresolved issues including some problems with recent feminist arguments, but concludes that there is a good case for changing current practice. To demonstrate that this is feasible, four research projects are described. These are my agenda for action.
