    Notes: Abstract In this research we obtain an upper bound for the relative variation of the singular values of two bidiagonal matrices. This bound is used to determine a splitting criterion and to estimate the shift for the dqds algorithm. The numerical tests point out a more efficient implementation than that proposed in [6].
