Conclusions 1. Strengthening grouting in rocks with intense decompression fractures consolidates the rock so that it will support a high (215 m) dam. 2. Drilling of grouting holes in the reinforced concrete of the surcharging layer of the dam requires special drilling equipment. 3. Under conditions similar to the Toktogul'sk station, a separate method of preparing the master grout in the GPU and working grout in the GIU with volume proportioning in the latter and pneumatic transport from the GIU is economically rational and technologically feasible.
