Notes: Abstract. Since the new grand coalition government took office in 1986, deregulation has become an official goal of government policy in Austria. The article describes debates, measures and countervailing tendencies in three areas of deregulation: delegislation, privatization and the promotion of competition. Because deregulation initiatives have not been very effective the conclusion discusses political constraints and opportunities for such policies in the future.

Notes: Abstract. This article analyzes the Austrian cabinet along the representation-efficiency and the leadership-collective decision-making dimensions. After outlining the respective traditions of the Austrian cabinet some information about the personal styles of Austrian chancellors and their respective ability for leadership is provided. Some aspects of pre-ministerial careers are analyzed in terms of the representation-efficiency dimension, while a discussion of cabinet life tries to detect indicators for the systematic analysis of the leadership-collective decision-making dimension. The final section links the two dimensions: in the Austrian case high leadership efficiency on the one hand and collective decision-making representation on the other appear to be positively correlated.

Notes: Abstract. After defining legislation as an extended process which includes initiation, preparation, legislation proper as well as implementation, an empirically derived threefold typology of laws differentiating them according to the groups most active in the initiation phase is proposed. Taking into consideration the official and unofficial policy theories of these groups, predictions can be made about the degree of effectiveness of laws. Some empirical evidence supports these assumptions. In this way a better understanding of the extended lawmaking process and the conditions for the successful implementation of laws may be achieved.

Notes: While recent developments in Western Europe provide numerous examples of the instability and decay of corporatist arrangements in the face of economic crisis, Austrian social partnership still exhibits remarkable stability. The article tries to explain this stability of corporatist politics in Austria. The Austrian case is also used to demonstrate some limitations of the academic literature on the breakdown of corporatism. However, stability in the Austrian case does not mean that nothing has changed. Changes have occurred within the existing institutional framework. Two main factors in the transformation of Austrian social partnership are pointed out, namely socio-cultural and political changes. Finally, some future perspectives of Austrian corporatism are outlined.

Notes: Abstract. Legislation has traditionally been studied from different but usually limited perspectives. To analyse the process of law-making as an extended process including the causes as well as the consequences of legislation, the initiation as well as the implemention of legislative decisions, may contribute to a better understanding of the effects and limits of contemporary politics, to the meaning of different policy styles, and to the role of interest groups both before and after formal decision making has taken place. It may also sharpen our awareness of the basic assumptions from which participants in the political process proceed and direct our attention to changes in the prevailing patterns in political decision making and their possible consequences.
