    Notizen: This essay adds a new dimension to the debate concerning taxes and business location decisions by raising a simple, but perhaps underappreciated point concerning political implications of state and local fiscal structure for state economic development policy. Low taxes may well be attractive to business owners and their employees; however, a fiscal structure that is not incentive-compatible with economic expansion may end up frustrating public policies of all types aimed at promoting growth. Economic growth may be seen as increasing types aimed at promoting growth. Economic growth may be seen as increasing demands for public services, thereby placing upward pressure on tax rates faced by the original taxpayers. In Wyoming, this problem is compounded because the tax base is narrow and highly income inelastic and the incidence of taxes levied falls significantly on out-of-state residents who do not benefit from public services provided. Additionally, prospects for reducing the mismatch between taxpayers and public service beneficiaries appear to be limited because, quite understandably, state residents do not wish to pay more for public services for which they have historically paid cents on the dollar.

    Notizen: In this paper we address two aspects of regulatory federalism in U.S. environmental policy. First, we suggest that environmental quality in U.S. states responds positively to increases in income. Second, we provide evidence that environmental quality did not decline when President Reagan's policy of new federalism returned responsibility for many environmental regulations to the states. Thus, state environmental quality appears to reflect more than just the dictates of federal policy. Additionally, we find that a “race to the bottom” in environmental quality did not materialize in the 1980s.

    Notizen: Abstract How do firms in nonrenewable resource industries respond to changes in state taxes? This paper presents simulations of changes in state production (severance) tax policy on the timing of exploration and output in Wyoming. The framework developed allows for interactions between taxes levied by different levels of government. Results suggest that oil production is highly inelastic with respect to changes in production taxes. Policy implications suggest that increases in production taxes on oil risk little loss in future production. The extent to which these results may generalize to other oil producing states is considered. JEL Codes: H71, Q32

    Notizen: This paper evaluates possible reasons why interregional wage differences might persist over long periods of time, such as a century or more. A general equilibrium model of interacting regions is developed which can consider explanations including interregional differences in production costs, changes in relocation (migration) costs, and differences in interregional transfer payments. Implications from the model are tested using panel microdata from the Canadian Labour Market Activity Surveys of 1989 and 1990. Key findings are that younger, better educated, native English-speaking workers, who presumably have better information and lower mobility costs, appear to have the smallest interregional wage differences. Thus, because the extent of spatial wage dispersion varies across workers with different characteristics, changes in the pattern of spatial wage disparities over time may be in part a demographic phenomenon.

    Notizen: The estimate of food consumption by the bluegill sunfish (Lepomis macrochirus) population of Wyland Lake, Indiana, was examined with reference to recent research on the length of the growing season and the effect of body weight, ration and activity on growth efficiency. Growth efficiency was measured in the laboratory in terms of protein, comparing nitrogen assimilated with nitrogen accumulated over a period of about 30 days.The revised consumption of protein was 134.9kg (or 1407kg live weight of aquatic organisms, 444 kg/ha) during a growing season of 111 days compared with the original estimate of 127.3 kg calculated for an assumed growing season of 150 days, a difference of only 6%. The correspondence between the two estimates was coincidental. The original estimate was made at a time when the growing season had not been measured and the effect of ration and body size on growth efficiency was not precisely known. Corrections for these factors plus that for activity compensated for one another, closely approaching, by chance, the original value.

    Notizen: This paper empirically analyzes two competing explanations for observed interregional wage differentials among full-time U.S. workers: (1) differences in the average levels of market valued labor characteristics, and (2) differences in rates of return to the characteristics. Hedonic wage equations are estimated for broad U.S. regions using detailed measures of human capital, work environment, and personal attributes collected by a national random sample mail survey. Statistical tests reveal little tendency for interregional structural shifts in the wage equations estimated, an outcome which rests on the inclusion of important, but seldom measured, wage determining variables.

    Notizen: Abstract This article estimates the marginal value of safety based on contingent values obtained in a labor-market-oriented national random-sample mail survey. Thus, worker preferences for safety are assessed directly, in contrast to the hedonic price method that has been used almost exclusively in related studies. Key aspects of this article are that (1) contingent values are obtained for small changes in risks of job-related fatal accidentsperceived by respondents, and (2) relationships are analyzed between respondents' marginal safety values and their income, socioeconomic/demographic characteristics, union membership status, and initial levels of risk faced.
