    Notes: The reformers of the UK higher education system hoped that radical reform would simultaneously result in: improvements in the quality of education provided, increases in cost efficiency and a significant expansion in student numbers. This paper takes a close look at the reforms by undertaking both a time-series and a cross-section econometric analysis of the data to examine the relationships between quality, quantity and efficiency. Claims that the evidence shows that there have been genuine efficiency improvements and that these can be explained by the mechanics of the principal-agent relationship which exists between the taxpayer and the higher education sector. However, it is also found that educational quality is costly, for example it is likely to cost the taxpayer £1,200 per academic per year to gain one percentage point in the production of first-class graduates.

    Notes: A large number of correlation analysis studies of UK data have suggested that there is a weak relationship between student input quality (for example, "A" level performance) and degree performance. This paper re-examines this relationship using a different statistical method, namely, a multinomial logit analysis. Unlike the earlier studies, we find strong explanatory variables for degree performance. For example, it is found that an increase of one in average "A" points, other things being equal, increases the probability of a first or upper second-class grade (a "good degree") by 5.8 per cent, while student dissatisfaction with a course will reduce this probability by 15 per cent. Potential students should also note that taking subjects like geography and history, other things being equal, increases the probability of a "good degree", while taking, for example, law, reduces it.

    Notes: Introduces the relationship marketing paradigm as a means of analysing the purchaser-provider relationship within the NHS internal market. This focus is justified in the context of the limitations of orthodox economic analysis. The research evidence is based upon a national survey of all NHS trust hospitals in England. The survey consisted of key questions relating to the process of relationship building strategies employed by NHS hospital trusts. In particular, emphasis was given to non-price competitive behaviour, i.e. the extent to which health care contracts were augmented or customised by providers. An empirical analysis is presented, identifying those factors driving such non-price competitive behaviour, based upon a LOGIT model. The results suggest the hypotheses tested are consistent with the evidence from our survey. Finally, the model is used to make some tentative predictions regarding the future of the purchaser-provider relationship within the reformed NHS.

    Notes: The selection of competent contractors is a critical function in all business organizations. In contrast to other types of vendors (e.g., distributors, manufacturers, etc.), contractors are typically accredited before any business transaction takes place. In such situations, there is often a considerable amount of uncertainty associated with the accreditation process. This research presents a probabilistic model for accrediting contractors. We discuss a methodology in which probability measures are used to capture the uncertainty inherent in the decision process. These probabilities are estimated from data on (i) past applicants and (ii) their eventual performance, if accredited. Furthermore, these probabilities are used to determine when additional information about an applicant should be collected, as well as what kind of information would be most relevant for the vendor under consideration.

    Notes: Abstract Due to the growing popularity of distributed computing systems and the increased level of modelling activity in most organizations, significant benefits can be realized through the implementation of distributed model management systems (DMMS). These systems can be defined as a collection of logically related modelling resources distributed over a computer network. In several ways, functions of DMMS are isomorphic to those of distributed database systems. In general, this paper examines issues viewed as central to the development of distributed model bases (DMB). Several criteria relevant to the overall DMB design problem are discussed. Specifically, this paper focuses on the problem of distributing decision models and tools (solvers), henceforth referred to as theModel Allocation Problem (MAP), to individual computing sites in a geographically dispersed organization. In this research, a 0/1 integer programming model is formulated for the MAP, and an efficient dual ascent heuristic is proposed. Our extensive computational study shows in most instances heuristic-generated solutions which are guaranteed to be within 1.5–7% of optimality. Further, even problems with 420 integer and 160,000 continuous variables took no more than 60 seconds on an IBM 3090-600E computer.

    Notes: Abstract Organizations are seeking ways to redesign their business processes to streamline and simplify operations and remain competitive in a changing environment. In order to evaluate various business process redesign options that will accomplish this objective, one needs to assess the potential performance of each of these options on various performance measures such as cycle time and resource utilization. This research proposes the use of a structured approach to model a business system using Petri networks, and then uses this network model to simulate the performance of various options prior to implementing any such option. A case study is used to illustrate this approach and discuss its implications.

    Notes: Abstract Over the past few decades, telecommunication networks have been designed and implemented to support a wide variety of services, including the integration of a customer's voice, data and video communication requirements. Rapid advances in VLSI technology, coupled with declining costs of fiber-based transmission systems, have resulted in high speed, broadband digital networks capable of transporting hundreds of megabits per second. At the same time, a growing number of business customers have expressed the need for controlling and re-configuring their private networks themselves, to better match their business needs. In digital networks, a key component in allowing this flexibility is the establishment of intelligent Digital Cross-Connect Systems (DCS). With DCS, network re-configuration, including bandwidth allocation and topology changes, can be made on a near real time basis, or be scheduled on a reservation basis to take place once (or multiple times) in the future. In this paper, we study the application of digital cross-connect systems in packet switched networks. These systems allow the designer to configure express pipes or direct links between source—destination pairs that have high communication traffic requirements. Since express pipes are configured by borrowing channels from the underlying, leased, backbone network, establishing a direct link reduces the number of “free” channels available for regular switched traffic, and consequently have the potential of increasing queueing delays. We formulate the problem of judiciously selecting express pipes as a 0/1 nonlinear integer programming problem, that seeks to minimize overall network delay. An efficient Lagrangian relaxation based solution procedure is proposed. Results of computational experiments with the proposed solution technique are also reported.
