    Notes: Manipulative mixed messages from candidates to voters affect what governments are entitled to do in office. A party that wins an election gains a 'mandate to rule'. But there is a second type of mandate: a 'policy mandate' to enact specific policy proposals central to the winning party's campaign. Mixed-message politics in general can undermine policy mandates, and the use of 'dog whistle politics' - telling one group of voters one thing, while allowing or encouraging another group to believe another - makes the inferring of policy mandates especially problematic. Referendums provide only a partial remedy to dog whistle politics. Winning a clear policy mandate means forgoing dog whistle politics, despite the short term electoral advantage they may deliver.

    Notes: Political deliberation involves both internal reflection and public discussion. The former might be far more important than implied by deliberative democrats’ heavy emphasis on the discursive component. Analysis of the deliberations of a citizen's jury on an Australian environmental issue shows jurors’ attitudes changing more in response to the ‘information’ phase of the jury proceedings, involving a large degree of ‘deliberation within’, than during the formal ‘discussion’ phase. Various ways can be imagined for evoking internal reflection of that sort, even in mass-political settings.

    Notes: Abstract Republican political theory has undergone a recent revival, first and most strongly among historians, subsequently in a more limited way among lawyers, philosophers, and political scientists. Surveying the many contexts in which republican principles are invoked, I find that appeals to republicanism are often redundant (there being other, probably better, ways of arguing for the same practices and outcomes) and sometimes unfortunate (setting off, among "street-level republicans," resonances with darker features of the older republican tradition that contemporary academic theorists of republicanism would prefer to forget). Even the more attractive features of the republican ideal-deliberative engagement in pursuit of the common good-can invite communitarian excesses, and even the "liberal republican" versions that strive to avoid that outcome are largely bereft of mechanisms for realizing their vision.

    Notes: This paper proposes a model of ‘institutional gaming,’ in which intentional agents pursue their projects through games of a looser and deeper sort. Over many interactions, they develop formal institutions and informal norms concerning appropriate ways of maneuvering within them and expanding upon them. Agents shift among several different institutions governed by different norms addressing each of their many different concerns. No one agent is decisive, either negatively or positively, for long. Such a model of intentional goal-seeking agents, operating through and on history, and developing shared norms as an aid to doing so, makes tolerably good sense of much that modern institutionalists want to tell us.
