    Notes: Motivated by a desire to control the turbulent boundary layer via feedback, the effect on a naturally occuring streamwise vortex pair of a perturbing pair produced by an actuator is examined. It is shown how the resulting velocity field modifies coefficients in the low-dimensional models of Aubry et al. [J. Fluid Mech. 192, 115 (1988)], and a control strategy is sketched that reduces the bursting rate and hence the turbulent drag in the model problem.

    Notes: In the following, the present authors comment on a paper by Zhou and Sirovich (ZS) [Phys. Fluids A 4, 2855 (1992)] which contained a critical appraisal of the models developed by Aubry et al. (AHLS) [J. Fluid Mech. 192, 115 (1988)]. It is found that ZS's suggestion to use "a full channel interpretation of wall eigenfunctions,'' thereby avoiding boundary terms, while attractive mathematically, is questionable in fluid mechanical terms. A major point of AHLS's study was precisely to isolate the wall region and use the boundary terms to investigate the interaction with the outer flow. Also, it is demonstrated that certain instances of "irregular'' bursting, as reported by ZS, are probably numerical effects.

    Notes: High-pretilt angles (of about 20°), as required for highly multiplexable liquid-crystal displays based on the "supertwisted birefringence effect,'' can be obtained by rubbing polyphenylene layers. The aligning properties of such layers depend somewhat on the type of the precursor polymer from which the polyphenylene is made and on the substrate on which it is formed. A 120×240 matrix display prototype with 270° twist and rubbed polyphenylene orientation layers showed a uniform and stable surface alignment over the whole display area.

    Notes: STandARDS FOR water quality at bathing beaches are intended to protect the health of swimmers. Until recently no reliable data were available on the relationship between pollution levels as measured by indicator bacteria and the actual level of risk to swimmers. The standard used in Hong Kong uses running median levels of E. coli but is relatively lax, reflecting the lack of alternatives to what are, in some cases, moderately polluted beaches. A prospective epidemiological study has been undertaken to determine what the risks are to swimmers in such circumstances and hence to determine the required level of pollution control. It has been established that there are higher rates of minor ailments among swimmers than among non-swimming control groups, and that the excess illness rates are pollution-related for most symptom categories, except eye symptoms. The best indicators were found to be E. coli, and staphylococci. The existing limit of acceptability applied in Hong Kong corresponds to a risk of 15 skin and gastrointestinal cases per thousand swimmers, a reasonably low rate but still a significant public health problem when multiplied by the very large number of swimmers using the beaches in Hong Kong every year.

    Notes: Traditionally, bacteriological monitoring of drinking-water supplies has focused on the detection of Escherichia coli and related coliform bacteria. However, attention has recently been given to the occurrence of biofilms and associated organisms which occur in distribution systems. One group of bacteria which have been isolated from water supply systems are the Aeromonads. This group is gaining increased recognition as they have been implicated as causal agents of gastro-enteritis in humans and are indicators of regrowth potential. In order to obtain a better insight into these organisms and their relationship with other parameters, a number of laboratory and field-based studies were undertaken. These included (a) comparison of isolation media, (b) examination of biofilms, (c) temperature growth studies, (d) toxicity testing, and (e) sampling and analysis at treatment works and in distribution systems.

    Notes: Water pollution has existed for many years in Hong Kong, but the Government's strategy for pollution control is now beginning to take effect. The strategy includes planning, legislation, and the provision of sewage-disposal systems. In the past, the main thrust has been against traditional pollutants measured by BOD, suspended solids and various nutrients, but as these are brought under control, attention will be given to the need to control toxic pollutants. The existing policy and legislation does not deal with toxic pollutants well, and past work on toxic substances in Hong Kong has concentrated on individual chemicals. The Environmental Protection Department is now seeking to (a) develop ecotoxicological expertise to identify toxicant pathways in the environment, (b) introduce water-quality objectives for toxic substances which it can monitor effectively, and (c) improve standards for effluent control.

    Notes: A Strict application of recommendations contained in Report 711 generates the need for the examination of large numbers of samples with daily analysis being required at certain treatment works. Manpower resources were not available to achieve this, and an alternative procedure for bacteriological monitoring was necessary.The paper describes a technique for ‘on-site’ monitoring of the bacteriological quality of a water supply on a daily basis. Based on the multiple tube method, the test provides a qualitative yedno indication of the quality of the water being produced. Experiences in the use of this technique are outlined.

    Notes: Henry VII called a number of Great Councils, as his predecessors had for at least two centuries before. Evidence has survived for five such Councils, held in 1487, 1488, 1491, 1496 and 1502. They advised the king on important matters of foreign policy and internal security, with the result that diplomatic and military action was taken and taxes were levied. They each lasted for perhaps two or three weeks, and were attended by lords spiritual and temporal, royal officials, and – on two occasions – by the elected representatives of boroughs. In three cases they coincided with meetings of the clergy in Convocation. Henry VII also held major sessions of his ‘ordinary’ council, lasting for several days at a time, sometimes for over two weeks, and attended by between twenty and sixty people; such large assemblies had been named ‘Great Councils’ in previous reigns, although under Henry VII this does not seem to have been the case. By the end of the Tudor period, by 1603, there is little question that both types of political assembly had disappeared; both the quasi-parliamentary Great Councils and the conciliar ‘Great Councils’. The purpose of this paper is to attempt to determine when this disappearance occurred and to offer some tentative suggestions as to how it happened and with what political consequences.
