    Notes: Simulation techniques are widely used for analyzing the policy decisions of managers. This paper presents a “higher-level” use of simulation to analyze the modeling decisions of analysts, which models are, in turn, useful for policy analysis. Methodological systems simulation (MSS) is described in terms of a systems performance prediction problem. The MSS program is outlined and the two major uses of MSS-evaluation of alternative models and simulation of the analyst–are described in terms of the results of simulation runs using the systems performance prediction context.

    Notes: Strategic applications of information systems (IS) are considered by IS researchers to be determined by contextual factors such as environmental uncertainty, and influenced by attributes of the processes preceding them, such as planning and top management support. For better management of the process leading to these applications, it is essential to understand the relationship between process attributes and contextual factors. Utilizing a contingency approach, this article takes a step toward such an understanding. Based on successful strategic IS applications from 81 large companies, it examines the relationship between the context of these applications and the decision-making process leading to them. The results indicate that the external environment is related to whether a rational or political decision-making process is used. The IS function seems to influence the use of the decision process implied by IS researchers, one in which the top management champions the strategic application, while the IS managers contribute by conducting in-depth analysis. However, the organization structure was not related to any decision process attribute. The implications of these findings for future research and practice are also discussed.

    Notes: Various studies have argued and concluded that the most effective method of promotingend-user computing (EUC) in an organization consists of providing extensive end-user support. This paper describes the development of an instrument to measure EUC support A search of the EUC literature was conducted to identify items to include in the instrument. Theinstrument was validated by administering it in the form of a questionnaire to end-users in more man a hundred information centers across the United States. A factor analysis conducted on the data obtained from this survey yielded 12 factors of EUC support. Three factors were subsequently dropped from the instrument. The remaining factors were successfully tested for internal consistency. The instrument was tested for, and found to possess, convergent and discriminant validity. The instrument exhibited nomological validity. The resulting instrument, consisting of 42 items and 9 factors, is presented as a reliable, valid, and useful device for assessing the level of EUC support.

    Notes: This study seeks to highlight construct measurement issues in information systems (IS) research. It describes the normative process of construct measurement and identifies the difficult problems involved in measurement and some ways in which these difficulties may be overcome. An illustrative construct-operationalization study in the area of strategic systems outlines how the normative guidelines may be applied to IS. Some specific recommendations for IS include developing a preliminary model of the construct even if there is little previous measurement research, devoting greater attention to predictive validity because a lack of theories in IS precludes the examination of nomological validity, verifying the assumptions underlying the computation of an overall index, and examining the measurement properties of the index.

    Notes: With the rapid growth in end-user computing, there has been an increasing demand on business schools to train managers in the use of computers for effective decision support. While computer-aided instruction (CAI) has been in vogue for over a decade, there are very few studies that evaluate the impact of computers on decision-making skills in a business education context. The study makes use of a controlled experiment to evaluate the impact of computers on the accuracy and quality of decision making in a business decision support context. It also addresses the relationships between decision performance and various student characteristics such as aptitude, attitude, domain experience, domain expertise, gender, and system experience. The study revealed that computer support positively influenced both dimensions of decision performance.

    Notes: Linear models of information system value that are a function of information attributes are empirically studied by having managers in two firms make assessments of the importance of attributes, the level of satisfaction produced by various levels of each attribute, and the overall value of total systems. The results verify that such models may be quite useful in information system design. It is also shown that ordinally ranked attributes work as well as the interval-scaled attributes in the linear model. Since ordinal measures are easier to obtain, this suggests that “linear ordinal” models may be the most practical method of quantifying information systems value.

    Notes: This paper investigates conceptual and empirical issues in the study of police organizational innovation. In particular, previous studies of police innovation have rarely created measures of innovation that are in accord with established methods and theory employed in innovation studies of other organization types. To mitigate this oversight, this paper first describes four relevant issues in organizational innovation, and applies these issues to create a fivefold measure of police innovation with data on the 431 largest municipal US police departments. Second, the components of this fivefold typology of police innovation are factor analyzed, to assess their unidimensionality. The results of these analyses indicate that three of the five innovation types are, in themselves, multi-dimensional. Overall, police innovations do not adhere to the five innovation types suggested by theories of organizational innovation. Instead, the multi-dimensionality of police organizational innovation is demonstrated here.
