Résumé Le phénomène de l'incapacité de prendre une décision, que l'on rencontre en proportion relativement haute chez les cas d'assistance sociale quittant les homes d'éducation, a causé des inquiétudes pour leurs avenirs dans le domaine du travail pratique du Département Social Tessinois. Maint auteurs ont observé le mÊme phénomène. Il a été décrit comme un syndrome donnant l'impression d'une anesthésie psychique. Il porte la caractère d'une dépression masquée. Malgré l'absence de chiffres précis, on peut düjà constater que hors la disposition d'esprit déplorable de ces cas, le part productif de la société sera chargé en long terme et en progression par leur assistance financière. Une prévention efficace demanderait une structure des services sociaux équivalente aux homes éducateurs et correspondante aux phases naturelles du développement qui assouvirait les besoins indispensables de celles-ci dans une communauté naturelle de différents âges.
Abstract:
Summary The phenomenon of the incapability to take initiative and decisions which is apparent in comparatively high proportions amongst welfare cases leaving educational institutions has led to concern in the practical activities of the Department of Social Welfare of the Canton of Tessin regarding the future of these cases. Various authors have observed the same phenomenon. It has been described as a syndrome which conveys the impression of a psychic anaesthesia. It has the characteristics of a masked depression. In spite of the absence of exact figures it is already obvious that apart from the deplorable state of mind of these cases, they are likely to in the long run become an increasing financial burden to the social welfare services of the productive part of the community. Effective prevention would require a structure of social services as well as educational institutions which correspond to the natural phases of development, and where the necessary satisfaction of psychic needs typical of each phase of development is achieved in a natural community including children of various ages.

Zusammenfassung Das Phänomen der Entscheidungsunfähigkeit, das sich in relativ hoher Proportion bei den aus einer Heimerziehung entlassenen Fürsorgefällen zeigt, hat im praktischen Arbeitsbereich des Tessiner Sozialdepartements zum Ausdruck der Besorgnis um den Lebensweg eben jener Probanden geführt. Etliche Autoren haben dasselbe Phänomen beobachtet. Es ist als ein Syndrom beschrieben worden, das den Eindruck derpsychischen Anästhesie vermittelt. Es hat die Kennzeichen einer larvierten Depression. Obwohl genaue Zahlen fehlen, zeichnet sich bereits ab, dass abgesehen vom beklagenswerten Dauergemütszustand der Probanden, auch die produktive soziale Umwelt durch ihre Fürsorgepflicht materiell mit diesen Fällen längerfristig in ansteigender Kurve belastet werden dürfte. Zur echten Prävention wäre eine Struktur der Sozialdienste wie der Heimerziehung angebracht, die den natürlichen Entwicklungsphasen entspräche, welche die notwendig phasengemässe Bedürfnisstillung in einer jahrgangsschichtigen, naturgemässen Gemeinschaft ermöglicht.
