    Notes: : A pilot study, which was conducted in the Southern Blue Ridge geographical province of the Southeastern U.S., demonstrated the feasibility of a probability-based regional synoptic design for the National Stream Survey, which is a project aimed at estimating the number and percentage of streams in various regions of the U.S. that are acidic or at risk from acid deposition. Estimated population distributions for key chemical variables were not appreciably affected by week-to-week variability in stream chemistry during the spring index period chosen for the study. Differences were observed in estimated acid neutralizing capacity (ANC), nitrate, and pH frequency distributions between spring and summer. Observations made at the downstream node did not represent the chemistry of the entire reach for some variables (ANC and nitrate) as indicated by differences in chemical concentrations between upstream and downstream sampling locations. Coefficients of variation in chemical species were low enough to provide a reasonably stable classification of streams based on ANC. Although median ANC, sulfate, and nitrate concentrations were quite low in the region, the probability of finding streams with ph 〈 6.3 is less than 1.3 percent at the α= 0.05 confidence level.

    Notes: Abstract Despite hundreds of millions of dollars spent annually in the United States on environmental monitoring, policy and decision makers seldom have ready access to monitoring data to aid in prioritizing reasearch and assessment efforts or to assess the extent to which current policies are meeting the desired objectives. EPA is currently conducting research to evaluate options for establishing an integrated, cooperative monitoring program, with participation by federal, state, and private entities, that could result in annual statistical reports and interpretive summaries on the status and trends in indicators of adverse disturbance and corresponding ‘health’ of the nation's ecosystem on the regional and national scale.

    Notes: Abstract Comprehensive environmental monitoring programmes must be designed to accommodate multiple objectives and public use of the data. Typically these programmes will involve both descriptive and analytic objectives, but surveys optimally designed with description as the principal objective may be inadequate for analytic objectives as well as secondary descriptive objectives. Survey design should adequately accommodate all identified objectives and intended data uses, not just the primary ones. Additionally, choice of design is influenced by intended users of the data. Complex survey designs often require complex computational formulae or statistical protocols, and data openly available to the public are subject to misuse if the design is such that generally used common data analyses are not appropriate. For those users under the authority of the agency responsible for the survey, it may be possible to prescribe exact analytic protocols and prohibit certain improper data uses; public data use cannot be so regulated. These problems may be minimized by employing an equal probability sampling design with limited stratification, and by eliminating design features that impose strong patterns, such as clusters.

    Notes: Abstract Long-term environmental monitoring places a set of demands on a sampling strategy not present in a survey designed for a single time period. The inevitability that a sample will become out of date must be a dominant consideration in planning a long-term monitoring programme. The sampling strategy must be able to accommodate periodic frame update and sample restructuring in order to address changes in the composition of the universe and changes in the perception of issues leading to new questions and concerns. The sampling strategy must be capable of adapting to such changes while maintaining its identification as a probability sample and its capacity to detect trends that span the update occasions. These issues are examined with respect to sub-population estimation, post-stratification via conditioning, and sample enlargement and reduction. Design features that involve complex sample structure create potentially serious difficulties, whereas an equal probability design permits greater adaptability and flexibility. Structure should be employed sparingly and in awareness of its undesirable effects.
