    Notes: This paper suggests a number of benefits in identifying urban and regional planners as a public in public participation programs of water resources planning studies. A perspective on public participation is presented. Recent trends and developing concepts are identified: emphasis on the need to coordinate urban and regional planning activities with water resources planning, increasing system complexity, the goals and objectives orientation of planning, planning for multi-objectives, the evaluation of a broader range of alternatives, and the consideration of water alternatives as only one set of measures to further society's aspirations. One way to assist in capitalizing on these trends is to seek out participation of those in other planning efforts who are involved in planning but on a different level. Because of their intimate knowledge of an areas history, growth and development, political climate, local perceptions of needs and desires, and major problems and issues they are able to contribute a great deal of insight in making the water resources planning effort more responsive at the local level. The paper describes one of the first major efforts at working-level public-planner contact which was carried out as part of the Susquehanna River Basin Study. A regional survey team comprised of an engineer and an economist from a federal agency and a state water resources planner met informally with planners, city managers, and local planning commissions to discuss issues related to water resources and the growth and development of local areas. This effort while only part of the overall public participation program yielded a number of benefits and if expanded and refined would be a very useful experience in other studies.

    Notes: : Traditionally, ESL programs in the United States have not distinguished between students coming from countries where English has been institutionalized, such as Nigeria, and those from countries where it has not been, such as Japan. However, the legitimacy of these institutionalized or nativized varieties has become more and more accepted. In spite of this acceptance, scant attention has been focused on how ESL programs might adapt to the growing consensus. This paper outlines an application of theoretical understandings of nativized varieties to the very practical concerns of ESL programs; namely, testing, placement and pedagogy. First, through analysis of placement essays written by Nigerian and Sri Lankan students at an American university, we demonstrate that the non-recognition of the legitimacy of nativized varieties can have the very real effect of lowering a student's placement. We then suggest a two-tiered evaluation which discriminates between those students competent in English but significantly unfamiliar with the American variety and those whose competence in English is deficient. Finally, we advance a pedagogical approach and techniques which we believe appropriate for speakers who are competent in a non-native variety, but are unfamiliar with the American idiom and culture.

    Notes: The endocardial surfaces were studied by means of the scanning electron microscope. The subendocardial muscle bundles in the heart were separated by deep and spacious grooves. The division of muscle fibres frequently occurs in an X-figure. The central portion of the figure is always elevated, although its length may vary in different fibres. The striae on the muscular fibres have also been described. Functional significance of the above findings was discussed.
