    Notes: : Water and energy are inextricably bound. Energy is consumed and sometimes produced by every form of water resources system. Opportunities for future development and production of energy resources abound as well as those for significant reductions in energy consumption through wise water development and management. Technological, political, social, economic and environmental factors interrelate in the energy-water mix. The role of the water resources planner will have to be expanded to include assessment of water-energy impacts in addition to traditional planning considerations. An energy conservation account may well have to be added to the dimensions of national economic development and environmental quality in water resources planning. Ways must be found to reduce amounts and rates of water used and energy consumed through new manufacturing processes, improved irrigation practices, better management, new or altered social-political-economic arrangements and other procedures. To do this will require setting priorities and making difficult management decisions. The water fraternity can play a major role in alleviating the energy crisis we now face.

    Notes: : The cries of pending water crises are usually cast in terms of water availability and/or water quality. Unfortunately, the real factors underlying a perceived crisis are often overlooked and the solutions prescribed are fax from optimal when measured in either economic or social terms. Today's technology outstrips its implementation, yesterday's solutions are imposed on a new breed of problems, and a static game is being played in a dynamic world. There is a need for the application of innovative and revolutionary tactics, for modernizing institutions, and for educating technologists and decision makers alike in the art of communicating their views and skills. This is the challenge. If it is met, some predicted crises will not materialize, and many others will be diminished in scale. An exciting opportunity exists to extend the boundaries of a new era in water management.

    Notes: : A user-oriented research plan is presented herein. Its principal components are: (1) a mechanism for identifying social goals and translating them into research objectives; (2) procedures for setting priorities; (3) a program planning technique for designing projects to impact on important research objectives; (4) a mechanism for coordinating research activities of important research producers; (5) a structure for encouraging and establishing interdisciplinary team efforts when they are required; (6) a well-coordinated technology transfer plan; and (7) an effective method for promoting and sustaining user-researcher cooperation. Both basic and applied research designs are examined and criteria presented. The implementation of research plans is also discussed and various factors which play a role in implementation are outlined including: coordination, goal interpretation and priority setting, project Planning, Project review, interdisciplinary considerations and the user-researcher interface.

    Notes: In recent years, important changes have occurred in water resources research. There have been major shifts in attitudes of Congress, state legislatures and the general public toward water and related resource issues. Future water research and development will have to be environmentally oriented. Emphasis is shifting to research productivity. To justify research expenditures, hard facts must be produced which demonstrate payoff. Technology transfer (getting research results into the hands of users in an understandable and usable form) is gaining prominence. Research projects must be designed for total problem solution and technology transfer must be incorporated as a part of project objectives. Research must be planned and conducted to meet users' needs. Guidelines for modern research design and technology transfer are presented.

    Notes: : Techniques of optimization and simulation are merged to select the most efficient arrangement of components for regional water resources development and management. Application is made to the Elkhorn River Basin in Nebraska. The Basin extends over 7,000 square miles and includes 184 proposed reservoirs. Structure sizes, locations and operating policies are selected for optimal plans based on economic efficiency and regional development. Results indicate that substantial savings in time and costs over conventional planning techniques are effected. Agreement between model output and agency design values was noted.

Reforms were proposed relative to cost sharing, planning procedures, project evaluation, and environmental protection. Omitted from the policy were recommendations on water pollution control, planning coordination, and water resources research.
