    Notes: Good social relations have more or less an aspect of gift-giving which, by nature, can be neither bought nor imposed. Interaction in this respect will lead purely selfish people to an irremediably inferior state, while pure altruism and unconditional morality are very demanding on the ground of motivation. However, a satisfactory solution solely requires that an actor reciprocates the others' attitude, a much less demanding behaviour. Such reciprocity also fosters standard economic efficiency, and can be elicited by a number of widespread psychological features.

The principle that ‘no individual prefers another's allocation to his own’is central in the analysis of Economic Justice mainly because of its identity with the basic case of equality of liberty, rather than for its indirect relation with the sentiment of envy. The various reproaches which have been addressed to this principle, gathered by Arnsperger, either are misconceived, or have been answered by rational (justified) extensions or specifications of the principle.

    Notes: A standard opinion is that the international reserve role of the dollar gives a 100 per cent seignorage profit to the United States: they can take over foreign firms by printing notes which other countries as a whole will forever keep in portfolio. An emerging opinion is that this is no seignorage since these dollar reserves yield interest: in fact, the U. S. pay with perpetuities. However, each year the interest paid is matched by the increase in reserves (exactly in case of balanced growth where interest and growth rates are equal), so that they cancel each other: on the average, there is no real interest paid, just a yearly mark-up of the reserves by the amount of the interest. But, if the operation is neutral in real terms in the current year, there remains a 100 per cent seignorage on the initial accumulation of dollars. And the present value of this seignorage is its amount increased at compound interest, that is the value of present reserves. Therefore the first mentioned opinion arrives at the right conclusion, although through faulty reasoning. In addition, the initial Western European dollar accumulation roughly coincide in amount and time with Marshall Plan gifts. It is as if the dollars received have just been kept in cash. The U. S. seignorage profit cancels out the grant. There has been no Marshall aid.This paper also analyses the international seignorage implications of the following phenomena: payment of short term interest rate on de facto long term reserves, which represent liquidity services; term and volatility differences between private and official reserves; U. S. inflation; U. S. federal bank required reserves which yield no interest; international politics influences; gold; U. S. monetary policies.

    Notes: L'explosion d'intérêt pour les questions d'environnement et de pollution a suscité diverses propositions de politiques: règlementations, taxations, ventes de droits à polluer; et bien d'autres peuvent être imaginées. Une analyse sérieuse du probléme fait vice apparaître qu'aucune d'elles n'est la meilleure dans tous les cas mais que chacune d'elles est la meilleure dans certains cas. Le choix entre tines, et pour chacune d'elle celui des paramètres optimaux, font intervenir plusieurs critères. L'un d'eux est la question de connaissance, incertitude ou ignorance sur les coots sociaux de pollution et sur la valeur de la possibilité de polluer pour les pollueurs. Le sujet de cet article est l'influence de ce problème sur ce choix. On remarque d'abord que si le coût social est connu, une taxation à ce coût résoud le problème, et que si la valeur de la possibilité de polluer cst connue, toutes les politiques sont équivalentes. Le problème est ensuite posé sous sa forme la plus générale. Les éléments incertains sont les fonctions de coût social et d'utilité de la possibilité de polluer, en fonction du niveau de pollution. On suppose que cette incertitude est probabilisable et le critère retenu est la minimisation de l'espérance mathématique de la perte de surplus. Tous les cas qui donnent des résultats remarquables sont alors exposés. Dans certains, it y a une contrainte a priori sur les politiques (niveau de pollution à choisir, taxe à taux constant, etc.), et dans d'autres pas. Dans certains, les coûts, ou valeurs monétaires, marginales sont linéaires à pente connue (ce qui contient les cas où ils sont constants, bien qu'à niveau inconnu). Dans certains, les deux fonctions aléatoires sont indépendantes, et dans d'autres cette hypothèse n'est pas nécessaire. Il semble que les divers théorèmes obtenus épuisent tout ce que l'on peut dire à ce sujet.

    Notes: Abstract Public Choice should now integrate systematically considerations of ethics and justice for two kinds of reasons. First, moral principles can be implemented by self-centered individual who, however, care for others' judgments, and these others can thus have these principles implemented at no cost to themselves. Furthermore, direct moral motivations may be less negligible than it was assumed, and at any rate it may be time to focus on them. Second, the theory of justice has reached an integrated, rational maturity which makes it suitable for this purpose (whereas the “Social Choice” approach is plagued by serious problems of meaning).
