    Notes: Wages in Eastern Germany have risen in excess of productivity growth. The usual argument is that this has been one of the main reasons for the unprecedented level of mass unemployment which has emerged in this decade. This paper argues, however, that the growth of wages, in combination with investment subsidies, has resulted in a period of "creative destruction" which has enabled the economy to embark on a high-technology convergence path and to benefit from dynamic forces which the usual static analysis is forced to overlook. Such a unique approach to the restructuring necessary in transition was facilitated by the unification of the former GDR with developed social market economy with the ability to shoulder many of the associated costs, at least for a time. The need now is for the recognition of profit as a motivator of indigenous investment in Eastern Germany and this calls for a prolonged period of wage restraint, during which time progress towards lower levels of unemployment can be achieved.

    Notes: This paper summarises the institutional arrangements and prerequisites for a new social partnership, necessary for the successful completion of labour market reform in western Germany. It does this by drawing on key policies and proposals highlighted and explored in the papers of this special issue. The paper elaborates further on these issues by outlining the importance of the labour market and its institutions in the German social market economy before turning to the case for reform. The paper addresses both micro and macroeconomic themes, including international experiences of labour market reform, employment and social policies, insider-outsider and institutionally determined unemployment, the German system of collective bargaining and the importance of tripartite corporatist agreements. The paper concludes that reform in the German labour market should proceed through rather than against the existing institutions of social partnership, possibly with a new role for government in strengthening incentives for both unions and employers to act in a socially responsible way.

    Notes: Over the last decade, training has gained in popularity as Europeanunemployment remains stubbornly high. Critical voices accuse theBritish education and training system of not being sufficiently preparedto measure up against other European training systems, notably that ofGermany. Training provision in Germany is widely assumed to be superiorto that in this country, and is frequently held up as the model for animproved system of training for Britain. Offers an alternative view ofthe German system, concentrating on its rarely mentioned disadvantageswith respect to both the provision of initial training and furthereducation and training for the unemployed, especially the long-termunemployed. Though attractive and appealing in many ways, argues thatthe German model has been over-praised by British commentators. If thereis a "training crisis" in Britain, the German approach is not thesolution.

    Notes: Reviews and elaborates on some of the major skills development barriers for small and medium-sized enterprises (SMEs). The analysis reveals the influence of the prevalent SME culture to be significant. Other barriers that are identified refer to awareness, finance, access and provision of training and other skills development opportunities. By highlighting the difficulties that SMEs face in deciding to advance the skills of their workforce more formally, some government strategies are also discussed. The paper does this by reference to a number of recent qualitative and quantitative studies undertaken to investigate the attitude of Scottish SMEs towards learning and skills. The paper concludes by arguing that the continuous creation of new skills strategies, new initiatives, new (and at times misleading) names and labels in recent years has added to an apparent state of confusion among small and medium-sized companies and their employees.
