Abstract BT has delivered a comprehensive eGovernment capability in Northern Ireland. This enables people to purchase road tax electronically. The development, known as the Community of Interest Network Services (COINS), connects independent organisations, whose systems have traditionally been completely isolated. There were a number of technical and cultural challenges in integrating a number of legacy systems which hold disparate data such as licence details and insurance data with government organisations such as the Inland Revenue, the Vehicle Licensing department and the police. Key challenges included the need to provide tight security, managed access rights and a full audit capability — but over-arching this was the need to build confidence and credibility, and to secure agreement between all parties.
