    Notizen: In river basins where aquifers are closely interrelated with a stream, large-scale ground-water development can lower water tables near the stream and diminish stream flows. Junior surface right holders are adversely affected. A digital computer simulation of the hydrologic-economic system on the lower South Platte River in Colorado is employed to study economic impacts of two water management policies. Open access management is found to yield high income benefits but imposes substantial costs on surface-water users when water supplies are limited. Incorporation of ground water into the appropriation system can help avoid the losses to surface-water users, but greatly reduces the income of ground-water users.

    Notizen: Abstract A numerical model of fine-grained sediment dispersion in the New York Bight of the North American continental shelf is presented. Large amounts of waste material have been dumped in this region and the dispersal patterns of this material are of great interest to environmental managers. The model assumes that fine sediment resuspension is determined by surface wave activity and that transport is determined by tidal currents. Considering surface wave activity to be a random process reduces sediment motion to a random walk which is governed by a diffusion equation. The diffusion equation is solved numerically by an implicit time difference, finite element algorithm for a number of initial conditions. Initial conditions corresponding to ocean dumping sites show patterns of dispersal controlled by the geometry of the study region and the anisotropy of the tides. Material dumped at currently used dump sites reaches sensitive coastal areas before it leaves the continental shelf. Examination of the diffusion coefficients suggests an alternative dump site for fine-grained material. This dump site is relatively near sources of dumped material but produces minimal impact on coastal areas. This site should be considered as a possible alternative to expensive direct disposal at deep ocean sites.

    Notizen: Abstract In the absence of oppression, citizens of a sub-unit who contemplate secession carefully weigh the benefits and costs of different outcomes. Here these costs are shown to be highly variable: they depend on the strategic behavior of each state and on whether cooperative relations would be re-established after secession. Using Quebec as a case, it is shown that threats of non-cooperation by the predecessor state may be discounted as not credible. Elementary game theory, however, shows that, with repeat play, retaliatory non-cooperation could be a rational strategy. Moreover, it is shown that reaching a compromise solution requires a credible threat on the part of the potential secessor to accept a sovereignty where there would be no economic cooperation. In modern welfare states, these risks are severe enough to make secession rare, and incremental constitutional change the norm.

    Notizen: The formation and destruction of excited rare-gas dimers have been studied using resonance optical excitation of high-pressure gas mixtures containing Kr. From an analysis of the resulting emission, 19 reaction rate coefficients have been inferred. It is concluded that atom-atom interchange processes play a major role in rare-gas eximer formation, and that stepwise relaxation down the eximer vibrational ladder is less important than multistep relaxation due to atom-atom exchange in the excited eximer.
