    Notes: Abstract Lifetimes of the first 2+, 4+ and 6+ levels in170W have been measured by the recoil-distance method based on the Doppler effect, using the155Gd (20Ne, 5n)170W reaction. The following conclusions can be drawn from the results: if there are any deviations from the predictions of the rotational model for the lifetimes of the 4+ and 6+ states, they are smaller than 8.5 %; if this model accurately describes the nucleus170W, the intrinsic quadrupole moment of this nucleus is: Q0=5.93±0.06 barns, and its deformation is: β=0.240±0.003. The value of Q0 is compared with the predictions of various calculations for the tungsten isotopes.

    Notes: Abstract The ground-state band of159Tb has been Coulomb excited up to spin 23/2 by 151-MeV40Ar ions. The lifetimes of the 9/2 to 23/2 levels have been determined by combining results obtained with the RD and DSA methods, theE2/M1 mixing ratios for ΔI=1 transitions have been measured using angular correlation techniques and the branching ratios for the levels up to spin 17/2 have been determined. The energies of the levels and the reducedM1 andE2 transition probabilities for their decay have been compared with the predictions of the rotational model, without and with ΔK=1 admixtures. No satisfactory agreement could be achieved for all available experimental data simultaneously.

    Description / Table of Contents: Summary In the view of system analysis many legal regulations represent a highly complex and dynamic system. This is especially true for the Austrian pension law which can be formalized as a nonlinear difference-equation-system of high order. As the legislator is mostly concerned with short-term-effects dynamic properties may set in which are neither intended nor desired. For the analysis of such properties as well as for the construction of alternative regulations simulation can be used as an operational and powerful tool. The most important question for the simulation model under consideration are those of analytical solution vs simulation, degree of aggregation, stochastic vs deterministic simulation and the development of exogenous variables. The size and complexity of the analysed system increases the importance devoted to problems of simulation experiments as the size of sample, factor-space, experimental design, etc.
    Notes: Zusammenfassung Viele gesetzliche Regelungen stellen in systemtheoretischer Formulierung hochgradig komplexe, dynamische Systeme dar. Dies gilt insbesonders für die sozialrechtlichen Regelungen der Pensionsversicherung der Unselbständigen in Österreich, welche als nicht-lineares Differenzengleichungssystem hoher Ordnung formalisiert werden können. Da der Gesetzgeber zumeist nur die kurzfristigen Effekte erfaßt, können Systemtendenzen auftreten, welche unbeabsichtigt oder sogar unerwünscht sind. Zur Analyse der Eigenschaften bestehender Regelungen und zur Konstruktion alternativer Regelungen bietet sich die Simulation als operationales Instrument an. Wesentliche Fragen bei der Konzeption eines Simulationsmodells, welche auch in der vorliegenden Untersuchung im Vordergrund stehen, sind die der analytischen Lösung vs Simulation, des zu wählenden Aggregationsgrades, der stochastischen vs deterministischen Simulation und der Generierung der exogenen Variablen. Der Umfang und die Komplexität des analysierten Systems erhöht die Bedeutung, welche den Problemen der Simulationsexperimente wie Stichprobenumfang, Startwerten oder Versuchsplan beigemessen wird. Die Angemessenheit der Simulation zur Analyse sozialrechtlicher Regelungen ergibt sich daraus, daß es aufgrund der festgestellten Systemtendenzen nicht nur möglich ist, Begründungen für die aktuelle (finanzielle) Situation der Pensionsversicherung zu geben, sondern daß es über Variation der Systemrelationen auch möglich ist, optimale gesetzliche Regelungen zu entwerfen. Die erfolgreiche Transformation eines Erklärungsmodells in ein Entscheidungsmodell kann somit auch für sozialrechtliche Systeme gezeigt werden.
