Notes: Even more regulations - for the sake of the environment. The flood of environmental regulations will continue to swell. Man's rape of nature will not be stopped by a hunt for pollutant nanograms. A gentle ecological tax reform holds more promise. It could trigger the structural change leading to a welfare model which could benefit the whole of mankind without destroying the earth. Nature-conserving industries and technologies would attract investors. They would move over to the „sunrise side“ of the economy. The change of structure would be characterized by an „efficiency“ revolution in dealing with natural resources. Environmental protection will be transformed from a cost factor to a benefit factor. A broad social concensus comes into view.
