Zusammenfassung
In der vorliegenden Untersuchung wurde die Einrichtung eines LNA-Systems in Rheinland-Pfalz mit Stichtag 31.12.97 in Bezug auf Qualität und Quantität analysiert. In 24 Landkreisen/kreisfreien Städten wurde ein tatsächliches LNA-System installiert. In 7 Gebieten wurde noch kein LNA-System installiert, in 4 Fällen waren Ersatzsysteme eingerichtet, die nicht durch den Träger legitimiert worden sind. Die Analyse der 24 existierenden LNA-Systeme zeigte, daß nur in 7 Systemen eine geregelte Einsatzbereitschaft vorhanden war, eine schriftliche Dienstordnung wurde nur in 11 Gebieten vertraglich festgehalten. Die essentiellen Hilfsmittel wie persönliche Schutzausrüstung, drahtlose Kommunikationsmöglichkeiten, Dienstausweis und administratives Material waren nur in 3 Systemen komplett vorhanden. In 11 Systemen mußten die Leitenden Notärzte mit ihrem Privatfahrzeug ohne Sonderrechte zum Einsatzort fahren.
Die vorliegende Untersuchung zeigt, daß in Rheinland-Pfalz vereinzelt effektiv arbeitende LNA-Systeme geschaffen wurden, aber noch sehr viel Handlungsbedarf bezüglich der flächendeckenden organisatorischen Umsetzung besteht.
Summary
Duties, function and position of the Chief Emergency Physician (CEP) as found in the literature are well defined by law. The present study analyses quality and quantity of the realization of this law at the end of december 1997. The study shows 7 areas without a CEP-system and 4 areas with a system, not legitimated by the authorities. Only in 7 out of 24 CEP-systems a regulated schedule for the CEP on duty was found, only 11 systems worked with written official regulations. Essential equipment like safety-clothing, communication-systems (radio, cellular phone), legitimation-papers and administrative-material was seen complete in just 3 systems. In 11 systems the CEP had to use his private car to reach the scene of emergency, without the possibility of using siren and lights. The worst equipment was found in systems where physicians had to use their own car.
The results of the present study show the installation of effective CEP-systems in some areas of Rhineland-Palatinate but some deficit in the organization and equipment of systems in other areas.
