Abstract
A unified description of the nuclear states in Sr, Zr, Nb and Tc odd mass isotopes in terms of a system of nucleon cluster coupled to a low frequency quadrupole field is proposed. It will be shown that within this coupling scheme both the negative and positive parity spectra are reproduced. For a quantitative test of the cluster vibration coupling model (CVCM) the electromagnetic properties are calculated and compared to the experimental findings.
