Conclusions The experience in the design, construction, and first years of operation of the Zeya hydrostation under exceptionally harsh climatic conditions indicates the possibility of stagewise start-up of the units with a minimum amount of winterization of the hollows between the sections of the dam. This is possible owing to the purposeful regulation of the state of stress of the dam by establishing a definite order of grouting the joints at low negative temperatures of the concrete of the columns.
