    Notes: AbstractThe paper reviews the work done and conclusions reached on resource allocation to R&D in the public sector in the last twenty years, and examines what changes have been made in the field of R&D assessment. The paper is based mainly on the author's experience with the UK government's Programmes Analysis Unit (PAU) which was set up in the early 1960s.The Unit's main remit was to examine and disseminate techniques by the use of which the benefit to the nation from possible R&D strategies, programmes and projects might be calculated. It was also called in to help review policy and carry out long-range forecasting. In the course of its existence — it was wound up in 1977 — it analysed many new techniques of analysis which have now passed into common use and took part in studies to support decisions at all levels from the macro-economic sector down to the individual project.The author lists the benefits derivable from such analyses — helping to identify objectives, assemble total programmes, evaluate efficiency of technological transfer, carry out technology assessment and so on. But he warns of their limitations.As for the present day, the author is unhappy about the importance given by the UK Government to the market as a test of value in decision-making about R&D, in so far as it leads to neglect of long-term issues and relies on uncertain causal relationships among critical inputs. Cost-benefit is adequate for dealing with short-term, small-scale projects. For larger projects with controversial long-term implications he advocates broader-based techniques such as multi-attribute analysis, which bring the interests of many parties into the judgment and take into account considerations such as the environment, finite resources and social

    Notes: The etching of silicon in CF3Br/O2 plasmas has been examined. In situ x-ray photoelectron spectroscopy shows that silicon surfaces etched in CF3Br/O2 plasmas with a proportion of 30% O2 or less are covered with a reaction layer that is mainly due to bromine bonded to silicon. As the proportion of oxygen is increased above 30% the reaction layer becomes thicker and contains mainly fluorine and oxygen, and the silicon etch rate decreases simultaneously.

    Notes: A micrographic investigation of the effect of mercury exposure on silicon substrates was conducted. Mercury was found to leave a residue on the silicon surface. A further study was conducted to determine the extent of electrical degradation of Si Schottky contacts due to the presence of a contaminant mercury residue between the metal and the semiconductor. It was concluded that such a layer caused uncertainties in subsequent resistivity measurements, higher capacitance-voltage (C-V) barrier heights, and observable leakage currents in current-voltage (I-V) plots taken from mercury-contaminated Si Schottky diodes.

    Notes: The physical removal of plaque from dentures by brushing is important in the maintenance of oral health. However, there is a danger that brushing will abrade acrylic resin. A machine using a rotary brushing action was therefore utilized for laboratory tests of possible cleaning pastes, employing a toothbrush with good access and adaptability to denture surfaces. Crest toothpaste produced the most abrasion on acrylic resin, Dentu-Creme the least. An experimental paste produced an appreciably lower abrasion rate. Self-cured specimens wore more than heat-cured ones. The rate of abrasion decreased as the temperature was raised. Brushing with water alone, or with a 10% solution of soap, did not produce detectable wear.The wear produced by proprietary cleaners when hand brushing the lingual flanges of dentures and flat blanks of heat-cured acrylic was also measured. Boots denture cleaning paste produced the greatest abrasion, Dentu-Creme the least. The wear measured by reference to a glass plane was at least twice that recorded by the decrease in depth of a groove. The machine did not quantitatively produce the same abrasion as hand brushing, nor did it qualitatively rank the pastes in the same order of abrasiveness.The clinical relevance of these results is discussed.

    Notes: The RNA components of two isolates of BaYMV from Streatley and Wiltshire were analysed by agarose gel electrophoresis. Northern blots of extracts of both isolates analysed with random-primed cDNA probes to RNA1 and 2 of the Streatley isolate showed little or no sequence homologies between the two isolates, confirming other evidence that they should be considered as different viruses.

    Notes: The interrelationship between reduced cell separation rate, reduced imbibition value and reduced pectin solubility was investigated with reference to reduced cooking rate in Phaseolus vulgaris also termed the hardbean phenomenon. It was found that reduced imbibition value and reduced pectin solubility can both cause a reduction in the rate of cell separation during cooking of beans and hence an increase in their cooking time and that these two factors act synergistically. Accompanying symptoms are solute leakage during soaking due to membrane breakdown, phytin catabolism and pectin demethylation, all of which are key factors in the development of hardbean.

    Notes: In a study of male rat fertility male Wistar albino rats were exposed to 0.5% nitrous oxide/air mixtures (v/v) for 30 days and control rats were exposed to oil-free air for the same time period. Thereafter each male was mated with three nulliparous female rats and mated again with three more nulliparous rats after a 6-month recovery period. The offspring were weighed and measured for 8 weeks postnatally. There was a significant reduction in mean litter size of the female rats mated with the male rats directly after the nitrous oxide exposure period. The offspring from the female rats mated with the males directly after the exposure period were significantly smaller in size than the control group. These results show a reversible reduction in male Wistar rat fertility, after exposure to 0.5% nitrous oxide in air (v/v), as well as a postnatal growth depression.
