    Notes: We have tested two methods of compensating environmental disturbances applicable to high-temperature superconducting quantum interference device (SQUID) systems operating in magnetically unshielded environments. For testing, we used first- and second-order axial electronic gradiometer setups with rf SQUID magnetometers operating at 77 K and base lines between 7 and 8 cm. The magnetometers were single-layer washer rf SQUIDs with bulk or thin-film magnetic flux concentrators in flip-chip geometry. The tested methods resulted in disturbance compensation levels comparable to those attained using electronically formed gradiometers. The white noise of the compensated magnetometers resulted in 13.5 fT/cm (square root of)Hz for first-order and 22 fT/cm2 (square root of)Hz for second-order compensation down to a few Hz. Common mode rejection was balanced to better than 10 000 for homogeneous fields and better than 200 for gradient fields with second-order compensation. © 1997 American Institute of Physics.

    Notes: This article will discuss improved electronically formed gradiometers based on high-temperature radio frequency (rf) superconducting quantum interference device (SQUID) magnetometers. For gradiometer balancing, a system of adjustable superconducting plates was developed. This technique was used to build first- and second-order, axial gradiometers with adjustable baselines, which operate at 77 K. Each magnetometer combines a washer rf-SQUID with bulk or a thin-film flux concentrator in flip chip geometry. In an unshielded environment, the magnetic field sensitivity in the white noise region is about 80 fT/(square root of)Hz for first-order and 150 fT/(square root of)Hz for second-order gradiometer. Common mode rejection could be balanced to better than 104 for uniform background fields and better than 200 for gradient fields. © 1997 American Institute of Physics.

    Notes: Wound healing is a complex process resulting from an interplay of processes including coagulation, inflammation, angiogenesis, and epithelialization. The chemokine family has been shown to contain members that are potent regulators of many of these pathways. Because we have previously shown that chemokines “pool” in biologic wound dressings, we studied the levels of CXC and CC chemokines, along with key inflammatory mediators, serially from a group of patients undergoing therapy for chronic venous leg ulcers. After 8 weeks, all patients had marked clinical healing of their ulcers (median 63.3% reduction in size) with two of 10 completely healed. Wound fluids extracted from dressings showed high levels of platelet factor-4 and interferon-γ-inducible protein, with a trend toward increases in the ratio of the sums of the angiogenic versus angiostatic CXC chemokines (p = 0.082) in the tissues collected from the center of the ulcers during wound closure. Neutrophil-activating peptide-2 and interleukin-8 accounted for the most changes in wound fluid angiogenic chemokines, with significant differences both as compared with baseline levels and with patients' plasma level noted at various time points between weeks 0 and 8.     Notes: This paper examines the integration of market and nonmarket strategies in a setting involving market competition and international trade policy where governments serve as bargaining agents for firms. In the case modeled, the Eastman Kodak Company (Kodak) filed a Section 301 petition under US trade law against practices of Fuji Photo Film Company (Fujifilm) in the Japanese distribution system that Kodak alleges constitute trade barriers. The model has four components. The market model characterizes the competition between Fujifilm and Kodak, incorporating characteristics descriptive of the demand and market structure in Japan. Enforcement of an international trade agreement focusing on practices in a distribution system are problematic, so the second model characterizes the sustainability of concessions obtained through a trade agreement using a repeated game extension of the market model. The third model characterizes the bargaining between the US and Japanese governments using the preferences induced by the market model and the limits on sustainable concessions characterized in the second model. Using a common-agency framework, the fourth model represents the nonmarket competition between the two firms as they work to influence the bargaining positions of the governments. The result is a model in which market and nonmarket strategies are integrated in a formal theory of the resolution of trade disputes and the subsequent effects on market competition. The equilibrium characterized allows a comparative statics analysis of the synergies between market and nonmarket strategies.

    Notes: The role of crystallographic texture in electromigration resistance of interconnect lines is well documented. The presence of a strong (111) fiber texture results in a more reliable interconnect structure. It is also generally accepted that grain-boundary diffusion is the primary mechanism by which electromigration failures occur. It has been difficult to this point, however, to obtain statistically reliable information of grain-boundary structure in these materials as transmission electron microscopy investigations are limited by tedious specimen preparation and small, nonrepresentative, imaging regions. The present work focuses upon characterization of texture and grain-boundary structure of interconnect lines using orientation imaging microscopy, and particularly, upon the linewidth dependence of these measures. Conventionally processed Al–1%Cu lines were investigated to determine the affects of a postpatterning anneal on boundary structure as a function of linewidth. It was observed that texture tended to strengthen slightly with decreasing linewidth subsequent to the anneal procedure. Grain morphology changed substantially as the narrow lines became near bamboo in character and the crystallographic character of the boundary plane changed as a function of linewidth. These results are contrasted with those obtained from Al–1%Cu lines, which were fabricated using the damascene process. The damascene lines show a marked weakening in texture as the linewidth decreases, accompanied by a more random misorientation distribution.     Notes: Fourier analysis of laser emission spectra just above threshold is used to evaluate the impact of structural defects on the emission from optically pumped InGaN lasers. By dry etching a 300-nm-deep groove into the surface of a laser bar, we have modified the emission spectrum of such a device in a controlled manner. The occurrence of sharp features in the Fourier transformed spectrum allowed the identification of the mode spacing corresponding to the full cavity length, as well as to fractions of the full cavity length due to the etched groove. This enables us to identify additional features in the transform spectrum as being due to scattering centers within the waveguide. Identification of the density and strength of such centers is an important capability for the fabrication of blue diode lasers in the gallium–nitride material system. © 1997 American Institute of Physics.

    Notes: We report a comparison between measured and calculated far field data for an optically pumped In0.15Ga0.85N/In0.05Ga0.95N multiquantum well laser structure with AlGaN cladding layers. Optical pumping of the semiconductor device was performed with a pulsed 337 nm N2 laser, whose beam was focused to a narrow stripe. A thin upper cladding layer allowed efficient pumping of the In0.15Ga0.85N/In0.05Ga0.95N laser structure. Despite high distributed cavity losses of at least 30 cm−1, and although gain occurred in the small active region only, the seventh order transverse mode was supported in a waveguide formed by the entire 5-μm-thick epitaxial layer structure. Excellent agreement is demonstrated between measured and calculated far field patterns of the lasing mode. © 1997 American Institute of Physics.

    Notes: During the 1980s the Thatcher Government implemented numerous changes to the British employment system. Most of these changes had the effect of linking the receipt of welfare benefits to an individual's willingness to participate actively within a government sponsored employment or training scheme. These changes culminated in the Social Security Act (1989) which linked the receipt of welfare payments to an individual's active job search and willingness to accept any officially offered job after a maximum grace period of 13 weeks. While these changes are important in their own right, more interestingly, most trace their origins back to the American welfare-to-work system initiated by the Reagan administration during the early 1980s. This article will demonstrate why the Thatcher government turned to the United States in the development of their employment policy. Once an explanation for this has been provided the article will highlight the key policies transferred by the Thatcher Government in the development of the British welfare-to-work system. This entire analysis will be placed within a policy transfer framework in order to illustrate its usefulness in the analysis of policy development.
