    Notes: How are government policy commitments converted into legislation and what happens in the conversion? The role of civil servants in preparing legislation is far more important than is generally assumed. By looking at the work of four recent bill  teams in Britain – teams of civil servants given the task of developing Acts of Parliament – their crucial roles in initiating policies, placing them on the political agenda (even helping secure their place in a party manifesto), developing them, making sure they pass through parliament and enacting them once they have reached the statute books are assessed. The article explores the composition and working methods of bill teams. These teams work with considerable autonomy in developing legislation, but it cannot be assumed that they operate outside ministerial control. Teams see themselves as reflecting the priorities of the government in general and their ministers in particular. Yet ministers typically know relatively little about the law they are bringing in until they receive the submissions and briefings from their officials. Perhaps the biggest danger for democracy is not a civil service putting forward proposals which a minister feels forced to accept, but rather that ministers do not notice or fully appreciate what is being proposed in their name despite having the political authority to change it and a civil service which bends over backwards to consult and accommodate them.

    Notes: The internationalization of political science makes it especially difficult to identify a distinctive British approach to comparative politics. While there is certainly evidence of a distaste for cross-national comparison in Britain, this is no more marked than in other countries. In fact, on the evidence of a survey of major journals, Britons make relatively heavy use of the comparative method. British comparative research is less likely to use statistical indicators and methods than that found in other countries. Apart from this, the distinctions between comparative politics here and elsewhere are more matters of style and less matters of substance.

    Notes: The work of Otto Hintze offers a rare combination of long-term historical perspective, detailed description of institutional arrangements, exploration of broad developmental trends as well as understanding of the factors producing divergent patterns of political development. One of the dominant themes of his comparative writing is hisconception of Europe as comprising a heartland, which developed military-bureaucratic government institutions, and a set of peripheral states in which institutions of self-government were more likely to develop. While Hintze's analysis largely only goes as far as the nineteenth century, it offers a number of insights into understanding the development of the modern state in Europe.

    Notes: The ideological differences between the Labour and Conservative parties in the 1980s are greater than at any time in the postwar era. Consequently one would expect party control at the local level to have an increasing effect on local government decisions. Using an approach to cross-time analysis that avoids some of the major shortcomings of other studies, the relationship between party control and local fiscal decisions in English cities between 1974 and 1988 can be traced. The method allows not only an exploration of the direct effect of party control, but also its indirect effects, mediated through grant penalties and rate-capping. Under Mrs Thatcher's administration the impact of party on local fiscal decisions has increased quite substantially.
