    Notes: Hechter's model of internal colonialism provides a new and refreshing insight into the development of the United Kingdom. It is to be hoped that Hechter's analysis will prompt further studies of the nature of regional inequalities not only in the British Isles but also in other developed polities. There are, however, certain criticisms which must be met before the model can be accepted as giving an adequate account of regional differences within the United Kingdom and as providing a basis for comparative research. These criticisms are related to the ability of internal colonialism as a theoretical construct to relate diverse forms of regional differences to an underlying pattern of inequality; internal colonialism as a contrast to prevailing explanations of development; the methods used to test the theory; and the problem of how far the internal colonial approach is able to explain the apparently high degree of regional homogeneity in terms of electoral support in the 1950s and early 1960s.

    Notes: Global climate change has important implications for the way in which benefits and burdens will be distributed amongst present and future generations. As a result it raises important questions of intergenerational justice. It is shown that there is at least one serious problem for those who wish to approach these questions by utilizing familiar principles of justice. This is that such theories often pre-suppose harm-based accounts of injustice which are incompatible with the fact that the very social policies which climatologists and scientists claim will reduce the risks of climate change will also predictably, if indirectly, determine which individuals will live in the future. One proposed solution to this problem is outlined grounded in terms of the notion of collective interests.

    Notes: The work of Otto Hintze offers a rare combination of long-term historical perspective, detailed description of institutional arrangements, exploration of broad developmental trends as well as understanding of the factors producing divergent patterns of political development. One of the dominant themes of his comparative writing is hisconception of Europe as comprising a heartland, which developed military-bureaucratic government institutions, and a set of peripheral states in which institutions of self-government were more likely to develop. While Hintze's analysis largely only goes as far as the nineteenth century, it offers a number of insights into understanding the development of the modern state in Europe.

    Notes: Is competency management a passing fad; is it a catch-all term to cover diverse national patterns of development or a symptom of wider changes within bureaucracies? As the papers published here suggest, it is more likely to be a passing fad in Europe than the USA. Competency management addresses rather different agendas in different countries and while it does not embrace as diverse a collection of activities as ‘new public management’, there is substantial range in the issues it does address. European experience suggests competency is more likely to be ephemeral and concerned with repackaging rather than bringing something substantially new to personnel management in the upper reaches of civil services. Without taking too rosy a view of US experience, there may be a stronger case for arguing that contemporary competency management approaches there have brought something new to a longer standing debate in public and private management.

    Notes: The internationalization of political science makes it especially difficult to identify a distinctive British approach to comparative politics. While there is certainly evidence of a distaste for cross-national comparison in Britain, this is no more marked than in other countries. In fact, on the evidence of a survey of major journals, Britons make relatively heavy use of the comparative method. British comparative research is less likely to use statistical indicators and methods than that found in other countries. Apart from this, the distinctions between comparative politics here and elsewhere are more matters of style and less matters of substance.
