    Barriers to organizational learning in the chartered surveying profession (2000)

    Notes: Organizational learning is seen as a source of competitive advantage in modern business, but in many organizations it is difficult to nurture and encourage. This paper discusses barriers to organizational learning, with a focus on professionals and professionalism. It derives from a research project which investigated organizational learning across the chartered surveying profession in the UK. Barriers identified include: an emphasis on individual learning; "learning-equals-training"; "learning-equals-lack-of-knowledge"; a not precisely defined but all-pervading notion of "professionalism"; competition; the complex - or even contradictory - nature of the professional bodies; "unwritten rules" within the profession; the traditional hierarchical structure within the profession and in surveying firms; learning as a cost factor rather than an investment; and individuals' prior experiences of learning. The paper argues that these barriers have their reasons for existing, however, and cannot simply be ignored or condemned: rather, they need to be made explicit and "worked through" by each organization to find its own way forward.

    Notes: Acquiring office buildings that provide the required level of utility, and maintaining the buildings in that state, should be a priority for any organisation. Failure to do so may give rise to increased churn, reduced productivity, higher employee turnover, increased staff absenteeism and rising health care costs related to heightened stress. There is, however, no single measure of office building utility. Discusses the development of a valid and reliable scale for measuring the utility of public sector office buildings. Data collection involved the use of focus groups and an online survey of 1,800 building occupants. The findings suggest that the utility of public sector office buildings can be measured using a 22-item scale comprising four dimensions. The potential applications of the scale and its use in current research are examined.

    Notes: Deployment and effectiveness of a series of property and facilities management (FM) policies and standards is examined from a knowledge management perspective. Does that give a better basis for effective deployment than a view of policy as driven by experts interpreting business need? A survey of the perceptions of users concerning the need for, and the deployment in practice of, standards reveals four factors which appear to correlate with the steps of the knowledge creation process suggested by Nonaka and Takeuchi. The authors believe this to be the first demonstration of FM conceptualised in such a manner. Adopting a more socially orientated approach which maximises the individual's input to the knowledge creation process, should lead to improved quality of codified knowledge, and improvement in both customer satisfaction levels and deployment in practice of standards.

    The impact of facilities on student choice of university (2003)

    Notes: Despite rhetoric of added value, facilities management suffers a dearth of objectively researched, publicly available information concerning the impact of facilities on businesses at the level of market sectors or individual organisations. This paper aims to correct that situation for UK higher education institutions. A survey of undergraduates starting university in 2001 has confirmed, to high levels of significance, earlier research with the 2000 intake. For many institutions, facilities factors, where provided to a high standard, are perceived as having an important influence on students' choice of institution. Year-on-year comparisons show strong agreement at the global level and, where data could be gathered, at the institutional level. Individual institutions show marked differences, significant at levels of confidence of over 95 per cent. A comparison of "reputational pull" and "facilities pull" is suggested as a means of differentiating the "brand" of different institutions.

    Notes: Despite well-publicised successes and failures, the evidence base for the impact of a workplace on an organisation's business performance remains small and confused. Theoretical perspectives are, with few exceptions, limited to matching physical environment to task. The concept from complexity theory of "edge of chaos" - a critical density of connectivity (Kauffman's K) between the agents in a network in which adaptability is maximised - may explain how workplaces enable, or retard innovation. Formal rectilinear open plan offices are conceived as freezing occupants in a state of connectivity as low as traditional cellular designs. Offices without minimal acoustic or visual privacy (high K) may create chaotic stress and reversion as individuals seek to recreate safety. In between are offices known to have enhanced informal conversation between their occupants and resultant innovation.

    Notes: Purpose - To present practical examples of a new approach to facilities benchmarking that uses data envelopment analysis to compare multiple output per m2 ratios. Design/methodology/approach - Demonstrates the first known use in facilities management of a new analytical technique. Findings - A practical comparison of office buildings demonstrates that a combination of high user satisfaction and better than average accommodation efficiency can be obtained. Suggests a threshold density above which user satisfaction will decrease. Research limitations/implications - The full potential for this new approach remains an active research project. Practical implications - The new approach has already been applied in practice. Originality/value - Original research using a technique that is new to facilities management and a challenge to prevailing conventions for facilities benchmarking metrics.
