    Notes: Abstract In order to control the quality of trace element determinations in polymer, the Standards, Measurements and Testing Programme (formerly BCR) of the European Commission has started a project of which the final aim is to certify polymer reference materials for their contents of a range of trace elements. The first part of this project consisted in an interlaboratory study which aimed at testing the feasibility of preparation of candidate polymer reference materials and to detect and remove most of the pitfalls observed in trace element determinations. This paper presents the results of this interlaboratory study carried out prior to the certification campaign.

    Notes: Abstract This paper describes the preparation, homogeneity studies and certification of a series of two paint reference materials (mild steel coated with alkyd resin paint, CRM620, and comminuted paint from alkyd resin paint, CRM623) which have been produced in support of the EU Toy Safety Directive (88/378/EEC). The reference materials have been certified for levels of toxic element migration using the method specified in European Standard EN71-3:1994 published by the European Committee for Standardization. As such, the certified values, indicative values and range data quoted for the reference materials in this paper are method specific and relate only to European Standard EN71-3:1994. The paper summarizes the analytical work carried out and gives a description of the analytical methods used to measure As, Ba, Cd, Cr, Hg, Pb, Sb and Se, the 8 toxic elements specified in European Standard EN71-3:1994, in the sample extracts. Descriptions of the reference materials, certified values, indicative values together with their associated uncertainties or range of laboratory means as appropriate are given. The preparation of a (not certified) reference material (beechwood coated with nitrocellulose paint, RM621) is also described and assigned values for As, Ba, Cd and Se are given. The Hg content could not be certified in any of the reference materials, owing to a high dispersion of results.

    Notes: Summary The stability of organotin compounds in water and sediment samples during storage and pre-treatment is of paramount importance. This study presents experiments with butyltin compounds showing that the storage of filtered natural seawater in the dark at pH 2 in pyrex glass bottles is suitable to preserve the stability of tributyltin (TBT) over 4 months both at 20–25°C and 4°C. The other butyltin compounds (mono- and dibutyltin) are stable at 4°C but display some losses at 25°C. A poor recovery of butyltins in turbid water hampered the assessment of the stability on a quantitative basis: however, it could be demonstrated on a qualitative basis that the butyltin stability is uneasily achieved in water samples with high suspended matter. Finally, wet storage and freezing are found to be suitable to preserve the tributyltin stability in sediments, as well as ovendrying (at 50°C), freeze-drying and air-drying. Mono- and dibutyltin are generally subject to changes during the storage of sediments using the different methods.

    Notes: Abstract The development of analytical techniques for the determination of chemical species has been one of the fastest growing features of the 90's in analytical chemistry. The need for good quality control of these determinations has led the Measurements and Testing Programme (BCR) to organize several series of interlaboratory studies in the field of speciation analysis over the last five years. The state of the art of speciation analysis was discussed at a first workshop in 1990 (Arcachon, F) and, at this stage, it was deemed necessary to discuss the progress achieved and the trends which should be developed in the near future. A workshop on Trends in Speciation Analysis was therefore held in Rome in February 1994, which allowed recommendations to be made based on round-table discussions. This paper gives a summary of these recommendations in the field of inorganic speciation. Projects currently undertaken in the field of inorganic speciation within the Measurements and Testing Programme are also described. An outline of the programme along with the panel of experts participating in this workshop is given in the appendix.

    Notes: Summary The release of organometallic compounds and other chemical forms of elements in the environment has caused great concern because of their possible high toxicity. To validate the analytical techniques, the Community Bureau of Reference (BCR) has undertaken a series of projects for the improvement of the quality of determinations of chemical species in environmental matrices. The implementation of these projects follows a stepwise approach involving intercomparisons to detect and remove sources of errors in different phases of the analytical methods and the certification of the compounds in various matrices. The current projects deal with the determination of the extractable content of trace metals in soils (single extraction) and sediment (sequential extraction), forms of aluminium in water, elements with different oxidation states (e.g. As, Cr and Se) and organic forms (e.g. methylated forms of As in solution, methyl-mercury in fish, arseno-betaine and -choline in solutions, triethyl- and trimethyl-Pb compounds in solution, and butyltin compounds in sediment).

    Notes: Abstract Analyses of estuarine water samples are routinely carried out by a number of laboratories to monitor the level of environmental contamination by toxic substances, e.g. heavy metals. A series of interlaboratory studies has been organised by the Community Bureau of Reference, BCR (now renamed Standards, Measurements and Testing Programme) to improve the quality of the determinations of selected trace metals in estuarine water samples. The improvement achieved allowed to produce a reference material (CRM 505) which was certified for its content of Cd, Cu, Ni and Zn. Further improvements were considered to be necessary for the certification of other trace elements, e.g. Pb. This material was collected in the Tagus Estuary, carefully prepared (filtered and acidified) and its homogeneity and long term stability were verified. This paper presents the work performed for the certification of Cd, Cu, Ni and Zn. Indicative values are reported for As, Co, Fe, Mn, Pb and V.

    Notes: An interlaboratory programme has been started within the Measurements and Testing Programme (formerly BCR) of the European Commission to evaluate the performance of analytical techniques used for the determination of trimethyl-lead in simulated rainwater and urban dust. A first interlaboratory study on solutions was successfully concluded in 1993 and a second exercise was organized, focusing on simulated rainwater and urban dust analysis. This paper reports the results of this second interlaboratory study, which is a preparatory step for a certification campaign of simulated rainwater (with representative contamination levels) and urban dust.
