    Notes: Two general welfare criteria, mean-relative Lorenz and mean-absolute Lorenz dominance, induce partial orders on income distributions. We propose asymptotically distribution-free inference procedures, based on the union-intersection principle, for these two welfare criteria. Unlike classical tests, our procedures allow one to distinguish among dominance, equality, and noncomparability. We show that union-intersection tests must be used to test for partial orders, and that the statistical ordering is acyclic. The tests are applied to compare the UK distribution of real family income to five other countries.

    Notes: The paper develops simple statistical test procedures for generalized decomposable poverty measures. It is shown that the estimates of the decomposable poverty indices, including the overall and various subgroup poverty indices, have (asymptotic) jointly normal distributions. The full variance-covariance structure is derived and can be estimated consistently without prior specification of the population density underlying the sample data. The (overall/decomposed) poverty indices can thus be used as tools for statistical inference instead of simply as descriptive statistics. We illustrate the test procedure by examining the contributions of whites and non-whites to total US poverty in 1975 and 1985.

    Notes: Abstract This paper extends the median voter model to include risk aversion. An expected utility maximizing median voter with an aversion to risk may behave differently than a median voter who is certain. A referendum on income redistribution from the top of the distribution to the bottom which fails when the median voter is certain may pass in the extended median voter model. Economic inefficiencies and the net losses accompanying redistribution are shown to play a pivotal role in determining the behavior of the risk averse median voter. The model is illustrated using a one percent Demogrant redistribution.     Notes: Abstract Recent increases in earnings inequality have been described as “enormous.” Is it that we are experiencing a unique shift toward greater inequality or are we returning to a more normal state of affairs for the American economy? The recent availability of six decades of data together with important new developments in the theory and measurement of inequality invite a renewed look at the changes in earnings inequality over the past half century. Our findings for male earnings suggest a dramatic contraction in inequality after 1939 followed by a steady rise in earnings inequality through 1989. Focusing on per capita incomes as opposed to earnings eliminates much of the trend toward rising inequality.

    Notes: Abstract Micro data from audited tax returns are used to evaluatechanges in the actual progressitivity of U.S. federal incometaxes in 1979 and 1988, which is distinct from apparent progressivity.Statistical inference methods are applied to global measuresof both actual and apparent residual and liability progression.The analysis reveals an absence of change in the overall levelof actual residual progressivity, but statistically significantdeclines in actual liability progression. The results indicatethat in assessing overall tax progression it is important totake sampling errors into account and that measures of actualtax progressivity can deviate significantly from apparent progressivity.

    Notes: Abstract This paper assesses the economic well being of the U.S. elderly population by applying asymptotically distribution-free statistical tests of stochastic dominance relations characterizing income distribution functions. The procedure is new and overcomes serious difficulties encountered in naive comparisons of summary statistics which are widely used in assessing economic well being. An important advantage of this approach is that it exploits all the information contained in the income distribution function. Application of the method to compare the elderly population to the entire U.S. population in the 1980's reveals evidence of a higher per capita level of economic well being among older Americans. The method can be applied to other socioeconomic groups and in other countries provided that appropriate micro data are available.
