    Notes: Abstract In this paper, we estimate the value of energy technology research and development (R&D) as an insurance investment to reduce four risks to the United States. These four risks are (a) the costs of climate stabilization, (b) oil price shocks and cartel pricing, (c) urban air pollution, and (d) other energy disruptions. The total value is estimated conservatively to be 〉$12 billion/year. However, only about half of this total may be warranted because some R&D is applicable to more than one risk. Nevertheless, the total Department of Energy investment in energy technology R&D [~$1.5 billion/year in fiscal year 1999 (FY99)] seems easily justified by its insurance value alone. In fact, a larger investment might be justified, particularly in the areas related to climate change, oil price shock, and urban air pollution. This conclusion appears robust even if the private sector is assumed to be investing a comparable amount relevant to these risks. No additional benefit is credited for the value to the economy and to the competitiveness of the U.S. from better energy technologies that may result from the R&D; only the insurance value for reducing the potential cost of these four risks to society was estimated.

    Notes: Agriculture and industrial development have led to inadvertent changes in the natural carbon cycle. As a consequence, concentrations of carbon dioxide and other greenhouse gases have increased in the atmosphere and may lead to changes in climate. The current challenge facing society is to develop options for future management of the carbon cycle. A variety of approaches has been suggested: direct reduction of emissions, deliberate manipulation of the natural carbon cycle to enhance sequestration, and capture and isolation of carbon from fossil fuel use. Policy development to date has laid out some of the general principles to which carbon management should adhere. These are summarized as: how much carbon is stored, by what means, and for how long. To successfully manage carbon for climate purposes requires increased understanding of carbon cycle dynamics and improvement in the scientific capabilities available for measurement as well as for policy needs. The specific needs for scientific information to underpin carbon cycle management decisions are not yet broadly known. A stronger dialogue between decision makers and scientists must be developed to foster improved application of scientific knowledge to decisions. This review focuses on the current knowledge of the carbon cycle, carbon measurement capabilities (with an emphasis on the continental scale) and the relevance of carbon cycle science to carbon sequestration goals.

    Notes: Abstract ne of the major obstacles to reaching a comprehensive agreement on global warming is the setting of greenhouse gas emission reduction targets for individual countries. Long-standing tensions between industrialized and developing countries have raised the issue of equity in burden-sharing. Moreover, individual industrialized nations have pleaded special circumstances and have sought differentiation in their obligations. This paper analyzes alternative rules for distributing tradable carbon dioxide emissions permits. A non-linear programming model, which distinguishes between allocation-based and outcome-based rules, is used to analyze the relative welfare outcomes. The model is applied to the world body of nations and yields several important policy implications.

    Notes: Abstract We report results from the application of an integrated assessment model, MiniCAM 1.0. The model is employed to explore the full range of climate change implications of the successful development of cost effective, advanced, energy technologies. These technologies are shown to have a profound effect on the future magnitude and rate of anthropogenic climate change. We find that the introduction of assumptions developed by a group of ‘bottom-up’ modelers for the LEESS scenarios into a ‘top-down’ model, the Edmonds-Reilly-Barns Model, leads to ‘top down’ emissions trajectories similar to those of the LEESS. The cumulative effect of advanced energy technologies is to reduce annual emissions from fossil fuel use to levels which stabilize atmospheric concentrations below 550 ppmv. While all energy technologies play roles, the introduction of advanced biomass energy production technology is particularly important. The consideration of all greenhouse related anthropogenic emissions, and in particular sulfur dioxide, is found to be important. We find that the consideration of sulfur dioxide emissions coupled to rapid reductions in carbon dioxide emissions leads to higher global mean temperatures prior to 2050 than in the reference case. This result is due to the short-term cooling impact of sulfate aerosols, which dominates the long-term warming impact of CO2 and CH4 in the years prior to 2050. We also show that damage calculations which use only mean global temperature and income may be underestimating damages by up to a factor of five. Disaggregating income reduces this to a factor of two, still a major error. Finally, the role of the discount rate is shown to be extraordinarily important to technology preference.

    Notes: Abstract The mechanisms that regulate the concentration of carbon dioxide in the atmosphere, the carbon cycle, is an integral part of the analysis of the greenhouse issue. The present understanding of the carbon cycle is inadequate to the purpose of assessing the relationship between future anthropogenic emissions and concentrations of atmospheric CO2. The most important problem is that natural science cannot presently explain the relationship between present and past anthropogenetic emissions and concentrations. Sinks for CO2 are inadequate to explain present and past dispositions of emissions. This deficiency in scientific understanding leads to uncertainty in the analysis of potential future emissions and atmospheric CO2 accumulation, and to uncertainty in the specification of other policy analysis instruments such as global warming potential coefficients.
