    Notizen: To know the size and development of the hidden or underground economy is important for policy making, mainly because the measures undertaken may be misdirected if they are based on biased official statistics. The hidden economy can be measured by considering indicators. The direct methods are based on voluntary surveys and on tax auditing and other compliance methods. The indirect estimation methods rely on the identification of residuals with respect to income and expenditures, as well as in the labor and money markets. The strengths and weaknesses of each of these measurement approaches are discussed and the resulting estimates of the size of the hidden economy are compared. A different approach to measurement is to look at the determinants leading to the existence and growth of the hidden economy. Finally, the method of “unobserved variables” allows the combination of the two approaches by simultaneously considering the determinants and indicators of the under- ground economy. The results show a considerable range of sizes for a given country and year. Though there is a broad range of size estimates, there is general agreement that the hidden economy's size has been growing for all countries over recent decades. Further progress in quantitative knowledge about the hidden economy requires the development of a theoretical model which analyses the interdependencies between the official private sector, the hidden economy, and the public sector.

    Notizen: Various analytic and simulation models designed to integrate the political and economic sectors are surveyed, stressing the interacting links going from the economy to the polity through the popularity function and in the reverse direction through the government's reaction function. Partial politico-economic models concentrate on a particular trade-off between goals, in particular between inflation and unemployment. The models of total politico-economic interdependence study the interrelationship of the economy as a whole with the polity. They are studied theoretically and by simulation techniques. Ongoing research by the authors indicates that such models can be applied empirically; as an example an already existing econometric model of the German economy is extended by an endogenous government sector.

    Notizen: World governance today is characterized by international organizations lacking democratic legitimacy and control by the citizens they claim to represent. They are also criticized for being inefficient. This leads to violent protests and to NGOs having great influence. To address these problems, we propose international governance based on the democratic idea of citizen participation: All citizens of the member countries of international organizations have the potential right to participate in the decision-making of international organizations via initiatives, referendums and recalls. In order to reduce transaction costs, a representative group of citizens is randomly selected who can actually exercise their participation rights.

    Notizen: A federal, i.e. decentralized, state is superior to a centralized one because it fulfills the preferences of the citizens more effectively. However, it is also faced with major problems. Therefore, a new kind of democratic federalism for Europe is proposed which maintains the great advantages of federalism but which overcomes its most important weaknesses. Functional, overlapping, and competing jurisdictions (FOCJ) emerge in response to the 'geography of problems'. This concept suggests that prospective new member countries of the European Union should have the possibility of partially entering the EU with respect to functions where they expect positive net benefits.

    Notizen: The Motivation Crowding Effect suggests that external intervention via monetary incentives or punishments may undermine, and under different identifiable conditions strengthen, intrinsic motivation. As of today, the theoretical possibility of motivation crowding has been the main subject of discussion among economists. This study demonstrates that the effect is also of empirical relevance. There exist a large number of studies, offering empirical evidence in support of the existence of crowding–out and crowding–in. The study is based on circumstantial evidence, laboratory studies by both psychologists and economists, as well as field research by econometric studies. The pieces of evidence presented refer to a wide variety of areas of the economy and society and have been collected for many different countries and periods of time. Crowding effects thus are an empirically relevant phenomenon, which can, in specific cases, even dominate the traditional relative price effect.
