    Notes: Abstract Data Envelopment Analysis (DEA) assumes, in most cases, that all inputs and outputs are controlled by the Decision Making Unit (DMU). Inputs and/or outputs that do not conform to this assumption are denoted in DEA asnon-discretionary (ND) factors. Banker and Morey [1986] formulated several variants of DEA models which incorporated ND with ordinary factors. This article extends the Banker and Morey approach for treating nondiscretionary factors in two ways. First, the model is extended to allow for thesimultaneous presence of ND factors in both the input and the output sets. Second, a generalization is offered which, for the first time, enables a quantitative evaluation ofpartially controlled factors. A numerical example is given to illustrate the different models.

    Notes: Abstract This paper describes a new frontier estimation procedure which relies on results obtained from Data Envelopment Analysis (DEA). The paper reviews some of the earlier works in this area and points out potential difficulties with them. It further suggests ways to validate such developments. A procedure is constructed on the basis of a Goal Programming (GP)-Discriminant Function model developed in stages during the 1980s. A numerical example is used to illustrate the proposed procedure. Then, an extensive simulation in which the GP-based procedure is compared to three regression-based techniques is presented. The simulation results clearly indicate the superiority of the proposed technique over the regression alternatives.

    Notes: Abstract We discuss modifications in the concept of efficiency that occur in Data Envelopment Analysis when best practice selection is subjected to additional constraints reflecting institutional circumstances, externalities, equity considerations or other extraneous information. Such additional constraints restrict the feasible production possibility set on the envelopment side problem. We provide an overview of constraints that may be present on the envelopment side; some of them mimic the well-known cone-ratio and assurance region models on the multiplier side problem. The discussion is mainly in terms of policy-based constraints that are external to the physical input-output relationships and instead reflect the institutional setting of the efficiency rankings, including considerations of the economic and social policy. A numerical example which rates the socio-economic performance of both developed and developing nations is provided to illustrate our model developments.
