    Notes: Abstract The cross sections for the photofission of plutonium isotopes 238Pu, 240Pu, and 242Pu in the energy range 5–10 MeV have been measured by using a beam of bremsstrahlung photons from the microtron installed at the Institute of Physics and Power Engineering (Obninsk). The energy regions below the fission barrier and above 6 MeV have been scanned with pitches of 0.05 and 0.1 MeV, respectively. In deriving the absolute cross section for 238Pu photofission, 238U photofission has been employed as a reference reaction. In measurements involving 240Pu and 242Pu nuclei, the neptunium isotope 237Np, which is characterized by a more regular dependence of the photofission cross section on excitation energy than 238U, has been chosen for the first time as a reference nucleus. The measured cross sections as functions of energy show resonance structures in the vicinity of the fission threshold that are consistent with those previously observed in the energy dependences of fissilities for corresponding direct reactions. The partial-wave cross sections for the J π K = 1−0, 1−1, and 2+0 photofission channels have been determined as functions of energy. At energies below some 5.5 MeV, the total cross section for photofission of each plutonium isotope being studied receives a significant contribution from quadrupole interaction. Within the one-dimensional model of a two-humped fission barrier, the parameters of the barriers for 238Pu, 240Pu, and 242Pu have been extracted from data and have then been compared with estimates based on previous measurements.

    Notes: Conclusions Results which are important for the practice of nuclear power generation have been obtained by purposeful coordinated basic research of a large number of specialists working in different institutes. During this work, a basis for research, methods of measuring nuclear data, and theoretical models of the interaction of neutrons with nuclei were created and data evaluation techniques were developed. The existing and predicted requirements to nuclear data have posed new problems related to an increase in the number of recommended evaluated data, as well as to an improvement of their quality. The work of teams of scientists, who coordinate their activities within the framework of the Commission on Nuclear Data of the State Committee of Atomic Energy of the USSR, must focus on the optimal solution to these problems and on a further increase in the efficiency of the research work.

    Notes: Conclusion It has thus been shown that on the basis of the Hauser-Feshbach theory, and taking into account the law of the conservation of moment, the isomer ratio for the reaction237Np (n, 2n) can be calculated. The indeterminateness of the modeling of the236Np level scheme, to all appearances, has little effect on the energy dependence of the isomeric ratio. The error in the calculated cross section for the (n, 2n) reaction is determined chiefly by the error in the experimental data on the isomeric ratio and on the cross section for the formation of the short-lived state. Obtaining a correct estimate of the error is made difficult by the scarcity of experimental data on the isomeric ratio. The results of this work can be useful in practical activity when combined with an estimate of the cross sections and the creation of a complete system of neutron cross sections for237Np. Theoretical estimates of the cross sections can to a significant extent compensate for the scarcity and indeterminateness of the experimental data.

    Notes: Conclusions We have reevaluated the neutron capture cross sections of the most important fission products in the neutron energy range from 1 to 1000 keV, taking account of the most recent experimental data. We also used all the available earlier measurements, part of which we renormalized to contemporary standards. The consideration of all the data which agree within 5–10% ensures estimates of high reliability. The analysis of the experimental data and the theoretical description of the cross sections using the method of maximum probability show that the current accuracy of the estimates of the neutron capture cross sections of fission products of the first group in the energy range from 1 to 1000 keV is 10–15%. Since this accuracy satisfies the requirements for the estimated of fission products [40], we recommend the inclusion of our results in the file of cross section values of the respective nuclei. A correct comparison with integral data requires taking account of the effects of resonance self-shielding of the cross sections. A preliminary comparison with integral data shows that it is necessary to reconcile the differential and integral measurements of the99Tc and109Ag cross sections. It is difficult to determine the errors of the recommended cross sections of fission products of the second and third groups, for which there is no direct experimental information on the average fast neutron capture cross sections. The possibility of an experimental test of the cross section estimates should be investigated. This question is particularly urgent for107Pd,131Xe, and135Cs, which belong to the first half of the list of the most important fission products.

    Notes: Conclusions In this paper we have described briefly the third version of the ADL-3 library of activation data. The library contains more than 18,000 excitation functions of reactions caused by neutrons with energies of up to 20 MeV. The cross sections were estimated using calculations performed according to strict theoretical models. It was shown that the simplified computational methods are unacceptable for constructing modern versions of libraries of cross sections. The cross sections obtained were not compared to the estimated data from other libraries or to the experimental data. This will be done in a future article.
