    Notes: Terrorism casualties in the U.S. have been caused primarily by attacks on facilities. In earthquake, hurricane, infectious disease outbreaks, hazmat releases, and other disasters, peoples' safety often depends on the facilities they occupy. Yet strategic homeland security documents issued by the White House and the US Department of Homeland Security focus on the protection of "infrastructures," understood to consist mainly of utility systems, and rarely on facilities per se. For other than federal office buildings and infrastructure nodes, federal plans barely acknowledge the urgent task of protecting civilian facilities. This article gives evidence for the importance of facilities to homeland security. Are facilities so varied and numerous that it would be cost-prohibitive to implement a national protection strategy? The article argues that it would not be. Economies of scope in multi-hazard protection, existing legal and accreditation frameworks, new possibilities for integrating information systems, and the nation's many facility-safety professionals are all valuable resources on which to build. The U.S. should identify facility protection as a distinctive field of homeland security policy and proceed by supporting decentralized initiatives.

    Notes: Solution of plane elastic problems by piecewise linear approximation is outlined. This method is based upon Galerkin error distribution technique, which leads to simultaneous algebraic equations identical to those associated with the Finite Element Method. In addition, this method permits definition of the discretization error, which can be computed once the displacement components are known. Properties of the interpolation functions are discussed, and a sequence of internally compatible plane elastic elements is defined.

    Notes: Non-linear responses of dam-reservoir systems are not well understood, because of the lack of an exact time-domain solution for the far field (extending to infinity) of the fluid. This paper presents a procedure for efficient time-domain analyses. It is based on a semi-analytical solution and is suitable for the determination of the interactive behaviour of dam-reservoir systems.In this formulation, the fluid domain is divided into a near (to the dam) field, which is finite, and a far field extending to infinity. Arbitrary shapes of the upstream face of the dam, and of the bottom of the reservoir floor in the near field, are presumed. Furthermore, the far field is assumed to have a constant depth. The irregular near field is modelled by using the finite element method. A time-domain semi-analytical solution is obtained for the far field. For a vertical dam subjected to earthquake and ramp loadings, numerical solutions obtained compared well with the piecewise exact form of the analytical solution.

    Notes: In this study, finite element solution procedures are developed for an elastica problem of inextensible beams. The element stiffness matrices are obtained by using Galerkin's method. Results of a numerical example compare reasonably well with those obtained by using the elliptical integral.Extensions of this research are currently being made to include membrane effects of beams and to develop plate element stiffness matrices for elastica problems of plate structures.

    Notes: Arch dams can be conveniently analysed by the finite element method. For dam-fluid interaction problems, the fluid domain may be more conveniently handled by the boundary element method as a substructure first before connecting to the dam substructure. The added-mass matrix calculated from the fluid domain is symmetrized and lumped first so that the banded and symmetrical characteristics of the finite element method are retained. In the boundary element formulation, a mirror image method and quadratic elements are used for computational efficiency and accuracy. The strong singular terms are handled by using a solution which satisfies the governing equation and the free surface boundary condition. Infinite boundary conditions at the upstream of the reservoir can be reasonably approximated from the fundamental solution with accurate results, if the interior pressure distribution in the fluid domain is neglected. Numerical solutions on hydrodynamic pressure distribution and the natural frequencies of the dam-reservoir system with various water levels are obtained and compared with available analytical and experiment results.
