    Notes: An unusual questionnaire was used to explore what risks concern laypeople. It asked respondents to list, in their own words, as many risks of personal concern as they could. They then selected the five risks of greatest concern and answered a set of specific questions about each. A coding scheme was developed for categorizing these responses and was shown to have good reliability. The questionnaire was administered to a heterogeneous convenience sample of subjects. They reported a very broad range of risks of concern, which differed in plausible ways as a function of their gender and age. Females and student-age subjects were generally more concerned about the environment, whereas males and older subjects were more likely to mention health and safety risks. Both the extent of the risk-reduction actions that they reported and their expressed willingness to pay for future risk reductions were greater for risk that presented a direct personal threat (e.g., health risks) than for risks that posed a diffuse threat to the environment or to people in general (e.g., pollution). Respondents perceived themselves as bearing primary responsibility for managing threats to their own health, but generally saw government as bearing a heavier responsibility for managing environmental risks (especially for pollutants) and war. The questionnaire instrument and coding structure developed for this work are well-suited to a variety of future research applications. They provide a way to identify the risks that concern lay groups, as well as to track the evolution of those concerns over time.

    Notes: The use of appropriately designed computer aids for policy could improve the standards of risk analysis and other quantitative policy analysis in several important ways. They could make it easier to treat uncertainties more thoroughly and systematically than is now typical. To do this, they should provide a broad variety of techniques for representing uncertain quantities as ranges of alternative values or as probability distributions, for propagating uncertainties through a model, for analyzing and comparing the impacts of different sources of uncertainty, and for displaying results in various numerical and graphic formats. A nonprocedural modeling language allowing interactive editing of input values and model structure could encourage exploration and progressive refinement of models, and comparison of alternative formulations. The integration of model documentation and explanatory text within the computer representation could encourage maintenance of consistency between different versions of the mathematical structure and their descriptions. It could also allow interactive scrutiny of the model assumptions and sensitivities by outside reviewers. We describe a particular system, Demos, designed to provide these facilities and test their usefulness. The use of Demos is illustrated by an analysis of the risks and optimal control level for a hypothetical air pollutant, with uncertainty about the population exposure, health effects, and control costs. This example demonstrates progressive refinement of a model, and various kinds of parametric and probabilistic uncertainty analysis. Demos is now being used by a growing number of risk analysts, students, and policy researchers in a wide variety of tasks.

    Notes: The perception of the potential risk arising from human exposure to 50/60 Hz electric and magnetic fields was studied with a quasi-random sample of 116 well-educated, opinion leaders using the risk perception framework previously developed by Slovic, Fischhoff, and Lichtenstein. These individuals rated exposure to fields from transmission lines and electric blankets on a variety of scales that have been found useful in characterizing people's risk attitudes and perceptions. These judgments allowed us to conjecture about the likely desire for regulation of these potential hazards and the likely response to a publicized problem (e.g., an accident or ominous research finding) involving these two sources of exposure. Various forms of detailed information about 50/60 Hz fields were supplied to respondents. The provision of information produced modest, but statistically significant, changes in perceptions in the direction of greater concern about the risks. In response to questions of public policy, participants desired modest regulatory control of field exposure from transmission lines and little or no control of field exposure from appliances like electric blankets.

    Notes: A method to determine how much reduction in public exposure to power frequency magnetic fields can be obtained for different levels of investment is presented. Which if any “effects function” best describes the relationship between field exposure and biological effect is uncertain at this time. Also, in a particular context such as construction of new transmission lines there are a variety of different technologies which might be used to reduce exposure. We describe and demonstrate a method by which exposure reduction supply curves (i.e., the cost of purchasing different amounts of exposure reduction given various mitigation options) can be estimated parametrically for different exposure conditions and effects functions, and we display illustrative results.

    Notes: The risks of unfamiliar technologies are often evaluated by comparing them with the risks of more familiar ones. Such risk comparisons have been criticized for neglecting critical dimensions of risky decisions. In a guide written for the Chemical Manufacturers Association, Covello et al.(1) have summarized these critiques and developed a taxonomy that characterizes possible risk comparisons in terms of their acceptability (or objectionableness). We asked four diverse groups of subjects to judge the acceptability of 14 statements produced by Covello et al. as examples of their categories. We found no correlation between the judgments of acceptability produced by our subjects and those predicted by Covello et al..

    Notes: Three groups of lay opinion leaders were used in a group role-playing decision exercise designed to explore problems in public risk management decision-making. The application domain was possible risks from the 60 Hz electric and magnetic fields associated with high-voltage power transmission lines. While there were differences in the make-up and dynamics of the three groups, the structure and substantive content of the tasks undertaken dominated intergroup variation in terms of the factors that were most important to group members' decisions. The groups displayed sophistication in their identification of decision attributes and in many of the arguments they advanced, but experienced difficulties in structuring and making trade-offs and decisions. The groups were not good at normalizing or otherwise manipulating quantitative information, and used it largely in the form it was received. Upper-bound risk estimates were treated operationally in most group discussions as expected values. Several kinds of strong framing effects were observed in the use of cost and risk information. Specific quantitative results obtained must be treated with care but may provide a starting place for further work on the acceptable level of transmission line risk.

    Notes: Nine pictorial displays for communicating quantitative information about the value of an uncertain quantity, x, were evaluated for their ability to communicate x̄, p(x 〉 a) and p(b 〉 x 〉 a) to well-educated semi-and nontechnical subjects. Different displays performed best in different applications. Cumulative distribution functions alone can severely mislead some subjects in estimating the mean. A “rusty” knowledge of statistics did not improve performance, and even people with a good basic knowledge of statistics did not perform as well as one would like. Until further experiments are performed, the authors recommend the use of a cumulative distribution function plotted directly above a probability density function with the same horizontal scale, and with the location of the mean clearly marked on both curves.
