Conclusions 1. A solution was found of the problem of stress distribution in a specimen (plate with a nonuniform structure and properties) strained in bending which was conditionally regarded as consisting of many layers. It was shown that this solution can be used for analysing the stress state of a specimen with a decarburised surface layer and surface defects. 2. A decarburised layer is easier to deform plastically and has therefore ahigher capacity for stress relaxation; its presence produces changes in the stress state, reduces the load carried by specimen surface layers, and decreases the stress gradient in the specimen core. 3. A decarburised layer reduces the sharpness of stress raisers by decreasing the tendency to crack propagation under the influence of stresses acting when plastic deformation of the decarburised layer takes place.
