Local conditions for the existence of a pair of dual extremum principles are given. Results are then applied to the control problem involving linear neutral differential-difference equations.

    Notes: Abstract We study a second-variation sufficient condition for proper system performance improvement by periodic control. The theory of optimal control developed by Hestenes is adapted to the present situation. Central to our development is the concept of normality which is overlooked by earlier investigators. Relationship with their results in this respect is discussed in terms of illustrative examples.
