    Notizen: It is shown how corruption in the management of environmental resources can give rise to a comparative advantage in environment-intensive industries. International trade, in this setting, is not necessarily welfare improving. When corruption responds endogenously to the over-exploitation of resources, it is possible for international trade to generate forces that improve resource management by reducing corruption. Therefore, in this case trade could provide gains in addition to the usual gains.

    Notizen: This paper examines representatives' voting on the HEALTH Act of 2003, which proposed a limit on noneconomic damages in medical malpractice lawsuits. The estimates show that the more campaign contributions a representative received from law firm PACs, the less likely he or she was to vote for the bill, while money from insurance and health care industry PACs increased the likelihood of an aye vote. These effects remain after controlling for the endogeneity of campaign contributions. Other factors affecting voting decisions include party affiliation, representative ideology, whether or not the representative was an attorney, the change in state malpractice premiums and payouts, and the change in the number of doctors in the state. There is no strong evidence that the AMA's strategy of naming certain states as being in "crisis" increased the probability that representatives from those states supported the bill.

    Notizen: Firms agglomerate in one region due to increasing returns, input-output linkages and transportation costs. In the de-industrialised region factor prices are lower and a new technology may be profitable to adopt in that region instead, inducing a change in the technological leadership. This paper shows that the risk of locking in to an old technology is monotonically increasing in the benefits of agglomeration. Greater incompatibility between technologies also increases the risk of rejecting potentially superior manufacturing processes.

    Notizen: ``Absorptive capacity" - a firm's ability to assimilate information acquired from other firms - can depend on the amount of basic research it conducts. The optimal expenditures on basic research depend on its costs, and these expenditures in turn affect the amount of applied research a firm conducts to lower production costs. This paper shows that firms' expenditures on basic research can differ from the socially optimal levels, and the difference depends on the magnitude of the basic research costs and the amount of research collaboration between the firms. Policy responses that could bring firm behavior in line with that which is socially desirable are discussed as well.

    Notizen: With fixed costs of developing technology, taxes can generate large efficiency costs by slowing the rate of diffusion and these costs are not accounted for in conventional analyses. This paper illustrates the potential importance of this idea in the context of taxes on broadband Internet access at an early stage of its existence by combining data on individual demand by area with data on supplier entry into those markets. Applying a tax to broadband in 1998 would have reduced the quantity and generated a large deadweight loss in the conventional model but when the analysis accounts for the fixed costs of entering new markets, taxes lead to delayed entry in several markets. In these places, the lost consumer surplus is additional deadweight loss and it more than doubles the true efficiency costs from taxation. The conventional model also dramatically understates the share of the tax burden borne by consumers.

    Notizen: Robert Cover's well known article Nomos and Narrative is a passionately argued defense of a new way of applying narrative to the philosophy and understanding of law. In my article, I argue that there are four major problems which lie at the heart of Cover's analysis. Each problem addresses a major area of his overall view of law. I try to demonstrate that in each case, if the problem is real, Cover's view of law should be rejected. The primary difficulty is analytical and argumentative sloppiness in Cover's arguments. My conclusion is simple: Cover's view of law is both underdeveloped and theoretically unsafe. It falls victim to each of the four problems I identify. As a result, his philosophy of law should be rejected tout court.

    Notizen: This paper suggests that Robert Cover`s project of distancing courts from state violence is doomed to failure. Disagreements between the nomoi postulated by Cover are matters of incommensurable value judgements, in relation to which legal rationality is inappropriate. Disagreement between nomoi is more plausibly regarded as a matter of feeling rather than rationality and expressed by the notions of the sublime and the beautiful as advanced by Edmund Burke. Furthermore, according to Cover`s premise, the nomos of a community can be externally evaluated only from the perspective of another nomos so that the notion of an objective standpoint apparently represented by Cover`s `imperial community` seems to be contradictory. The notion of a court with a `committed constitutionalism` of its own but having no privileged status also seems contradictory since it allows judges to wash their hands of responsibility for their decisions (in a manner reminiscent of Pontius Pilate). If this is so, then the court is not the most appropriate mechanism to make choices between competing value systems and violence may be avoided only by appealing to sentiment as the basis for a modus vivendi. This approach reflects Cover`s insistence that a community is held together by non-rational factors and may provide the basis for a more vibrant democratic political process.

    Notizen: This paper examines criteria the public use when evaluating a president's action in foreign policy. It attempts to discern who has the upper hand in shaping public opinion on foreign policy choices pursued by the president: policymaking elites in Congress or the media? Previous studies have shown that media cues are generally inconsequential in determining public support for presidential actions in a foreign policy crisis, particular when placed in a Cold War framework. Even without the Cold War framework, however, the media appears largely irrelevant in determining public interpretation of presidential actions during a crisis. This finding supports prior understandings of a rational public not susceptible to media slant, but also suggests that the president, with Congressional support, has considerable leeway to provide frames of evaluation, and control basic facts early in the crisis to win public support. The implications for democratic accountability are discussed.

It examines the claim that U.S. Middle East policy is at variance with U.S. national interest and tries to understand how that claim jibes with the principles of the Realist School of international relations theory to which the authors belong. It then examines the explanation offered for this misguided policy, the political strength of the Israel Lobby. It looks at their account of the structure and dynamics of the Israel Lobby. Then it evaluates how well that account fits the realities of modern interest group composition and behavior, and the degree to which that account provides an adequate explanation of U.S. Middle East policy.

    Notizen: International Relations (IR) "Realists" John J. Mearsheimer and Stephen Walt have entered the realm of identity politics. Their maiden voyage inside the "black box" of the state, a recent paper entitled "The Israel Lobby," is likely their most famous but least credible work. In apportioning blame for the US invasion of Iraq, they dismiss any influence of energy dependence or geopolitical interests, while attributing causal responsibility to an expansively defined "Israel Lobby," claims as specious as they are ethnically charged. Where their critique of US and Israeli policies is right, it suggests that key parts of their theories of international politics are wrong. In ivory tower IR, "The Israel Lobby" represents a theoretical transgression on the part of orthodox "Realists." In real-world politics, Mearsheimer and Walt's essay presents d/Democratic opponents of the US invasion of Iraq and the Israeli occupation of the West Bank with the opportunity to distinguish principled protest from scapegoating.

    Notizen: Drawing on several theories of congressional election change, this article presents a forecasting equation for seat change in U.S. House elections. The equation addresses the problem of the over time comparability of seat change when levels of competition at the congressional district level have declined dramatically, a decline that has substantially reduced the magnitude of net partisan seat change in recent decades. The equation is estimated using both on-year and midterm elections since 1944. It indicates that the 2006 midterm will likely be a good year for the Democrats. However, because of reduced levels of competition restricting the number of seats that are effectively "in play," Democratic Party gains are likely to be in the teens. Though Republicans may narrowly retain their control of the House, there is a very real possibility that Democrats will end the six election string of Republican House majorities.

    Notizen: Presidents have issued signing statements when signing bills into law since the first half of the Nineteenth Century but recently this practice has come under attack. In this short essay, we argue that presidential signing statements ought to be given legal weight for three reasons. First, they are part of a federal statute's legislative history because the president's concurrence is ordinarily necessary, along with the House and Senate's, for a bill to become law. Second, presidential signing statements are deserving of Chevron deference because of the President's constitutionally specified expertise as the chief executor of federal law. And, finally, presidential signing statements are a vital mechanism by which the President as the nation's unitary head of the executive branch can control exercises of the executive power by his millions of subordinates. For all three of these reasons, presidential signing statements are legally binding on subordinate executive branch personnel and they also ought to be given legal weight by federal and state courts.

On the surface, the outcome seems ordinary: a setback for the president's party in his sixth year, and a return to divided government. Taking a longer view, these elections are historically important. Democratic victories interrupted the work of a sustained Republican "revolution" rolling back the bipartisan Progressive project of the 20th Century in regulation, public provision and civil rights.

    Notizen: Straight chain C10 to C13 di-olefins were selectively hydrogenated to increase the mono-olefins content in the feed to alkylation reactor in the process of production of Linear Alkyl Benzene (LAB). The reaction was carried out in a liquid phase up-flow fixed bed reactor at temperature of 448-503 °K and pressure of 1.08-1.96 MPa, which keeps hydrogen dissolved in the hydrocarbon feed. Under the above process conditions the reactor will be virtually two phase (solid-liquid) instead of three phase (solid-liquid-vapour). Kinetics of hydrogenation of straight chain C10 to C13 di-olefins on nickel - alumina (Ni/Al2O3) catalyst was studied in the temperature range of 458-488 °K. The reaction scheme considered includes two consecutive hydrogenation reactions. Various rate models based on the modified Power Law, Horiuti-Polanyi mechanism & proposed by Somers. A.; were derived for the two consecutive hydrogenation reactions and subjected to model discrimination. Parameter estimation was done utilizing the Levenberg-Marquardt Algorithm for global convergence using MATLAB software. Out of the various models tested, rate model based on power law with modification fitted the data well. The estimated rate constants of the best model are thermodynamically sound and statistically consistent.

    Notizen: Catalytic membrane reactors are multifunctional reactors, which provide improved performance over conventional reactors. These are used mainly for conducting hydrogenation/ dehydrogenation reactions, and synthesis of oxyorganic compounds by using inorganic membranes. In this paper, comprehensive model has been developed for a tubular membrane reactor, which is applicable to Pd or Pd alloys membrane, porous inorganic membranes. The model accounts for the reaction on either side, tube or shell, isothermal and adiabatic conditions, reactive and non reactive sweep gas, multicomponent diffusion through gas films on both sides of membrane, and pressure variations. Equations governing the diffusion of gaseous components through stagnant gas film, and membranes have been identified and described. The model has been validated with the experimental results available in literature. By using the developed model catalytic dehydrogenation of ethylbenzene to produce styrene in a tubular membrane reactor have been simulated. Four catalysts available for this reaction have been evaluated for their performance. It is our view that the model may be used to develop general purpose software for the analysis and design of tubular catalytic membrane reactors through numerical simulation.

    Notizen: This study reports a comprehensive multiphase gas-solid dynamic mathematical model that successfully describes the batch growth of silicon particles in a CVD submerged spouted bed reactor. This multiphase reactor model takes into account the hydrodynamics and interphase mass exchange between the different fluidized bed regions (spout or grid zone, bubbles and emulsion phase) and uses applicable kinetic rate models to describe both heterogeneous and homogeneous reactions. The model also incorporates a population balance equation representing particle growth and agglomeration.The CVD submerged spouted bed reactor operation is simulated by means of a sequential modular procedure, which involves the solution of the reactor model and the population balance equation. It is shown that the proposed CVD multiphase reactor model successfully simulates experimental data obtained from batch operation in a pilot scale reactor at REC Silicon Inc. The modeling of experiments obtained for different operating conditions allows correlating the scavenging factor as a function of the silane concentration for short- and long-term operations.

    Notizen: Nickel bioleaching from copper flotation concentrate assumes greater significance because of its value and not many studies are carried out in these lines. Hence, nickel leaching was attempted and several process parameters of bacterial oxidation for copper flotation concentrate were examined for optimization. The parameters considered for shake flask leaching experiments were temperature, pulp density, particle size, agitation, residence time and inoculum size. The effect of variable proportions of each parameter on nickel leachability was studied. Optimum values of pulp density (10%) and agitation (140 rpm) played an important role in controlling the mass transfer resistance during leaching process. Increase in temperature from 27oC to 30oC has accelerated the bacterial oxidation process while initial concentration of inoculum (1-10%) has not shown considerable variation in nickel leachability. A particle size of ±60#size was found to be essential for bacterial attack. Maintenance of optimum conditions of leaching has yielded considerable nickel recovery (55%) compared to low recovery under unoptimal conditions.

    Notizen: Hydrogen sulfide sorption activities of manganese oxide and Mn-Fe-Cu mixed oxide sorbents were examined in a fixed bed reactor. Sulfur retention capacity of Mn-O sorbent was found to be quite high at 600 °C both in the absence and presence of hydrogen gas (0.17 and 0.14 g S/g sorbent, respectively). This sorbent has a high porosity and a relatively high surface area. Best regeneration temperature of this sorbent was found as 700 °C, with a gas stream containing 6% oxygen in nitrogen. Mn-Fe-Cu mixed oxide sorbent had a lower sulfur retention capacity (0.07 g S/g sorbent). However, both of these sorbents gave quite high initial sorption rate constants, resulting very sharp breakthrough curves. Deactivation model was shown to give good agreement with the experimental H2S breakthrough curves.

    Notizen: The biosorption of eight different metals from aqueous solutions of combined industrial effluent by live or dead cells of Phanerochaete chrysosporium was investigated. Growth rate studies of P. chrysosporium were carried out in a selected medium as well as in the effluent. The specific growth rate of the fungus was in the range of 0.089-0.102 h-1 in the medium. The biosorption of metal ions increased as the initial concentration of metal ions increased in the medium. Biosorption equilibrium was established in about 1 h and the concentration of adsorbed metal ions did not change further with time. The equilibrium was well described by Langmuir, Freundlich and Reidlich - Peterson isotherms. The dead fungal biomass was more effective than living fungus for biosorption of metals. The optimum pH for the fungal growth was at 4.5 but enhanced Biosorption was at pH 6 for maximum reduction of hexavalent chromium to trivalent.

    Notizen: Driven by the global competition and market demand, the petroleum industry is under increasing pressure to produce clean, high-value products from low-cost feedstocks with minimum capital outlays. This has triggered an urgent need to develop robust process models capable of predicting the effects of feedstock composition, operating conditions, and catalyst properties on product quality. To develop such models, one generally splits the reaction mixture at the molecular level, examines microscopic interactions among individual reactions, and then works all the way up to the macroscopic level. Along the way one performs lumping to keep the size and complexity of the problem at bay. This is not only crucial for practical applications, but also important for fundamental understanding, since one does not want to lose sight of the forest for too many trees. This paper gives an overview of new and emerging theoretical tools for building kinetic models for hydrocarbon processing. While the emphasis is on reaction kinetics, the question of reducing hydrodynamic complexities is addressed as well.

    Notizen: Recombinant human interleukin-11(rhIL-11) is still the only therapy drug for thrombocytopenia. Although the biological properties and clinical behaviors of rhIL-11 have been studied extensively, bioprocess development work has rarely been reported. In this study, a three-compartment structured model was developed to simultaneously simulate batch cultivation of bacteria growth, substrate utilization and intracellular rhIL-11 production with recombinant E. coli. A genetic algorithm was formulated and successfully applied to the estimation of the model parameters, which simulated the experimental data obtained from flask cultivation experiments quite well. The results of this work indicate that combination of structured modeling and genetic algorithm could be a simple and effective way for simulating the fermentation of recombinant microorganisms with over-production of foreign proteins.

    Notizen: A two-stage, micro trickle-bed reactor (for studies of the effects of hydrogen sulfide on hydrodesulfurization (HDS) and hydrodenitrogenation (HDN) of Athabasca bitumen-derived heavy gas oil over commercial NiMo/Al2O3 catalyst) has been simulated. One dimensional homogeneous mass transfer and a two dimensional heat transfer models were developed. The essence of the simulation was to enhance the understanding of the effects of hydrogen sulfide in the hydrotreating catalyst bed in a two-stage mode and also to predict the catalyst requirements for deep HDS and HDN processes. The kinetic model used in the simulation was based on the Langmuir-Hingshelwood method of rate determination. Adsorption constants were estimated by non-linear least squares method. The kinetic models were tested on independent set of data and found to predict the experimental data satisfactorily. The mass transfer simulation considered the effects of variables such as temperature and catalyst loading or liquid hourly space velocity (LHSV) on the trends of hydrogen sulfide generation and, sulfur and nitrogen conversions along the catalyst bed. The model was numerically solved using a fourth-order Runge-Kutta technique. The 1:3 wt/wt catalyst loading with inter-stage hydrogen sulfide removal was found to give the best HDN and HDS activities. Simulated results showed that doubling the present catalyst mass and operating at 653 °C with inter-stage hydrogen sulfide removal would give 6 and 179 ppm product sulfur and nitrogen, respectively. On the other hand, without hydrogen sulfide removal, only 49 and 302 ppm product sulfur and nitrogen could be attained, respectively. The heat transfer simulation compared temperature profiles in the two-stage process to a single stage process for the 1:3 wt/wt catalyst loading at 653 K. The temperature regime in Stage II was found to be more uniform unlike Stage I and the single stage. Crank Nicholson algorithm was used to solve the 2-D partial differential equations.

    Notizen: A mathematical model is proposed for the partial oxidation on n-butane to maleic anhydride (MAN) in a gas-solid fluidized bed reactor. The reactor consists of two regions, i.e., a lower dense region and an upper dilute region. The dynamic two-phase structure was used for modeling the lower dense bed hydrodynamics. The upper region hydrodynamics was modeled by a cluster based approach. This allows the porosity distribution to be calculated for plug flow reactor model assumed for the gas phase in this region. The basic assumption in the cluster based approach is that the solid particles move only as clusters and the amount of single particles in the upper region is negligible. The mathematical model was obtained from coupling the kinetic sub-model, obtained from the literature, with this hydrodynamics sub-model. Comparing the results of the model with the experimental data available in the literature showed close agreement. Two other methods (i.e., particle based approach and short-cut) were also tested in this work. However, it was found that the cluster based approach modeling is quite suitable for the fluidized bed reactor used in this study. The short-cut method seems reasonably applicable for the prediction of the overall conversion but does not provide any local information (such as concentration profiles, yield, etc.) within the fluidized bed reactor.

    Notizen: To further the understanding of fine particle spouting phenomenon that has not been fully experimentally investigated until now, this article discusses some fundamental aspects of the computational fluid dynamics (CFD) simulation of fine particle spouting. Using the two-fluid method (TFM) embedded in the commercial CFD simulation package Fluent (Version 6.1), the spouting hydrodynamics of fine particles in a cylindrical-conical spouted bed is simulated and compared with the experimental data of Chen ["Spouting of fine particles at elevated pressure", (M. A. Thesis), Beijing, University of Petroleum, (1999)]. The results show that for the CFD simulation of fine particle spouting, the Gidaspow ["Multiphase flow and fluidization", Academic Press, San Diego, (1994)] model gives the best predictions of the flow pattern and the minimum spouting velocity; the influence of frictional stress is much more significant than for the CFD simulation of coarse particle spouting; the influences of the coefficient of restitution of particles on the fine particle spouting cannot be neglected, identical with the case of coarse particle spouting. Then, some typical hydrodynamic properties of fine particle spouting are simulated using the related models with suitable parameters. The results reveal that the flow regime transition of fine particle spouting is very similar to that of coarse particle spouting, but fine particle spouting is less stable and is limited to a more restricted region; the McNab ["Prediction of spout diameter", Brit. Chem. Eng. Proc. Tech., 17, 532-541, (1972)] spout diameter correlation derived from experiments of coarse particle spouting is also suitable for fine particle spouting; the denser zone surrounding the spout axis in the spouted bed of fine particles is more obvious than that in the spouted bed of coarse particles; the particles in the spouted bed of fine particles are much quickly accelerated to their maximum velocities than those in a spouted bed of coarse particles. These differences are mainly caused by the aggregating tendency of fine particles.

    Notizen: A new wet FGD process in which sulfur dioxide was absorbed in the bubble reactor using granular limestone simultaneously adding acetic acid had been proposed. The main difference compared to conventional wet FGD process was the ability of the new process to utilize granular limestone directly as a desulphurization reagent simultaneously adding acetic acid. Thus, the pulverizing of limestone, which causes power consumption, can be saved. Only using granular limestone directly as absorbent without acetic acid, SO2 removal efficiency and limestone utilization were too low. Adding some concentration of acetic acid, the performance of the new wet FGD process was confirmed to be equal to or higher than that of a conventional process in various tests. Various parameters of the new FGD process which would affect the sulfur dioxide removal efficiency and limestone utilization were studied.

    Notizen: A detailed investigation of local hydrodynamics in a pilot plant bubble column has been performed using various techniques, exploring both axial and radial variations of the gas hold-up, bubble average diameter and frequency, surface area. A wide range of operating conditions has been explored up to large gas and liquid flow rates, with two sparger types.Two main complementary techniques were used: a quasi local measurement of gas hold-up via series of differential pressure sensors to get the axial variation and a double optic probe giving radial variations of gad hold-up, bubble average size and frequency and surface area.According to axial evolutions, three zones, where radial evolutions have been detailed, have been separated: at the bottom the gas injection zone, the large central region or column bulk and the disengagement zone at the column top. It was found that significant axial and radial variations of the two phase flow characteristics do exist even in the so called homogeneous regime. The normalized profiles of bubble frequency appear sparger and gas velocity independent contrary to bubble diameter, gas hold-up and interfacial area normalized profiles. In any case bubbles are larger in the sparger zone than elsewhere.The main result of this work is the very strong effect of liquid flow on bubble column hydrodynamics at low gas flow rate. First the flow regime map observed in batch mode is dramatically modified with a drastic reduction of the homogeneous regime region, up to a complete heterogeneous regime in the working conditions (uG〉 0.02 m/s). On the contrary, liquid flow has limited effects at very high gas flow rates.A large data bank is provided to be used for example in detailed comparison with CFD calculations.

    Notizen: Transient and steady state reactor data for the partial oxidation of butane to maleic anhydride were collected in a fluid bed over DuPont commercial vanadium pyrophosphate catalyst (VPO) principally under butane rich, oxygen deficient operating conditions. Under moderate reducing conditions, oxygen becomes the determining factor for maleic anhydride productivity and selectivity. As the oxygen becomes depleted, minor changes in butane conversion impacts the selectivity substantially. However, when VPO catalyst is pre-exposed to oxygen for a substantial period of time (as practiced in Circulating Fluidized Bed technology), selectivity may be improved and maleic anhydride yields four times the steady state operation values are achieved. As the butane-to-oxygen ratio rises above 1, carbon deposits onto the surface of the catalyst, resulting in lower activity and selectivity. Based on a detailed reaction engineering model, the re-oxidation rate of the adsorbed carbon is 1st order with respect to the carbon adsorption sites and ½ order in oxygen. The re-oxidation rate of the reduced catalyst appears to be 1st order in sites and oxygen.

    Notizen: In a recent article in PLoS Genetics, Bock et al., (2006) undertake an extensive computational epigenetics analysis of the ability of DNA sequence-derived features, capturing attributes such as tetramer frequencies, repeats and predicted structure, to predict the methylation status of CpG islands. Their suite of analyses appears highly rigorous with regard to accompanying validation procedures, employing stringent Bonferroni corrections, stratified cross-validation, and follow-up experimental verification. Here, however, we showcase concerns with the validation steps, in part ascribable to the genome scale of the investigation, that serve as a cautionary note and indicate the heightened need for careful selection of analytic and companion validation methods. A series of new analyses of the same CpG island methylation data helps illustrate these issues, not just for this particular study, but also analogous investigations involving high-dimensional predictors with complex between-feature dependencies.

    Notizen: In the field of molecular evolution genome substitution models with neighbour dependent substitution rates have recently received much attention. It is well-known that substitution of nucleotides does not occur independently of neighbouring nucleotides, but there has been less focus on the phenomenon that this substitution process is also not time-reversible. In this paper I construct a pseudo-likelihood type method for inference in non-reversible substitution models with neighbour dependent substitution rates. I also construct an EM-algorithm for maximising the pseudo-likelihood. For human-mouse aligned sequence data a number of different models are investigated, where I show that strand-symmetric models are appropriate, and that overlapping di-nucleotide models do not fit the data well.

The analysis is based on aggregated quarterly magazine-specific data on circulation, a broad variety of magazine characteristics, consumer characteristics and information on a magazine's website presence.The data spans the period I/1996 to IV/2004. Nested logit-type models of demand for differentiated products are used in the empirical analysis. A main result of this paper is that magazines that run an online companion on average lose 4.2 percent of their potential consumers.     Notizen: Since 1975, the heads of State and government of the richest countries have held regular meetings. Their partnership derives from the sharing of common values, both political and economic. The main advantage of having such discussions, for those who take part in them, consists in knowing in advance the movement of the other players, and in coordinating their action consequentially. On the other hand, the main issues of discussion, such as trade, relations with developing countries, energy, and terrorism, have a concrete relevance not only for those who take part in the group. In most cases, the G8 has played a central role in complex international decision-making processes, which affected mainly third States. Good examples of this effect are the G8 action in conflict prevention, its contribution to the HIPC Initiative, and its leading role in the resolution of the conflict in Kosovo. The G8 holds a central position in the current developments of global governance. Following on the output of the annual meetings, the group coordinates and addresses a broader range of issues than that assumed to be entrusted with it (the G8 process); similarly, the action of the group affects a wider range of actors (the G8 system) than that comprising its actual membership. The analysis will move from the study of the G8 decision-making process, focusing, first, on the relationships among the members, secondly, on the connections with other existing international organizations, and, finally, on the dialogue with "third parties". The aim of the paper is to investigate if and how the intervention of the G8 in international policy making may affect actors other than the ones involved in decision making.

    Notizen: International standards and rules increasingly apply to public procurement. Overlapping sets of norms, however, may generate complex relationships between existing disciplines and, even, conflicts of law. On the one hand, international organizations apply several common procurement standards. The WTO Government Procurement Agreement (GPA), the World Bank Procurement Guidelines and several conventions and bilateral free trade agreements set forth a number of basic principles, such as transparency, fairness and participation. On the other hand, however, each organization and procurement standard-setting body elaborates its own, peculiar procedural norms. The main example consists in non-discrimination mechanisms, in rules regarding access to competitions, qualification conditions and award criteria. The existence of a number of procurement standard-setting bodies raises the following main issues: what are the implications of the differences among relevant substantive and procedural models? How to address and solve potential conflicts between incompatible international public procurement standards and the underlying one between the different organizations and financial institutions? The Author finds that sometimes the rules deriving from different internationalizing sources are congruent and compatible (or even identical). For the most part, conflicts or incongruities between international procurement rules are caused by an absence of mechanisms for adapting or reconciling the specific methods used by different supranational bodies' to protect their interests. The conflict is caused in applying identical principles and is not, therefore, irresolvable. As a result, in the cases considered, a reconciliation of those conflicts of rule cannot disregard an all-inclusive consideration of the significant principles, common to the various regimes.

The focus of this portrayal of the group of the Common Core Project takes place around some questions the author tries to answer: How may the unity and identity of the group be constructed? How do the group members define their adversaries of and the dangers to their project? And which goals do they proclaim to fight for? The author then takes a brief look at the tools the group uses to gather and order the data and tries to unearth what may be bones of contention.

    Notizen: For a long time it was assumed that the search for profits was inseparable from the carrying on of economic activity. Where the profit motive was absent, economic activity could not be imagined, or could at most be conceived of only as occasional and marginal. Current studies have shown, on the other hand, that nonprofit organizations, although neglecting profit-maximizing goals, also face inter and infra-sector competitive challenges, in some cases undertaking anticompetitive practices. Therefore, these organizations should no longer be a priori exempted from competition laws. This study discusses limits and challenges of the application of European competition law to nonprofit market actors. The analysis focuses in particular on the enforcement of Articles 81, 82 and 86 of the EC Treaty, discussing current criteria of interpretation and possible implementations.

    Notizen: This article investigates one of the neglected topics of slavery, namely the role of slaves, owners, overseers and certain officials in creating customary slave norms. The article focuses upon three to four interrelated customs concerning the slave's use of his free time, his right to work for himself on the Sabbath, his right to cultivate provision grounds and gardens for his own use and sustenance, and his right to keep the fruits of his own industry. These customs are traced from origins in the Caribbean under the Code Noir to further development in Louisiana and other slave societies.Four general points emerge about the customs of slavery. The first is that a dialectical relationship existed between the customs and the governing statutes and laws. The second is that the customs are an essential corrective to the impressions gained by reading those statutes in isolation. The third is that these customs, from a comparative point of view, played a similar role in the American South and in the British and French colonies in the Caribbean. The final point is to advance a theory of the origins of the customs. Building upon the comparative evidence and the theories of Lon Fuller and Bruce Benson concerning the origins of moral duties, I suggest that the customs are a form of compromise and negotiated behavior in a "war without arms." They arose from the need to introduce incentives into a system of involuntary labor. In this war of collective wills, slave resistance and legal consciousness were important creative elements in the development of the customs.

    Notizen: This article aims at mapping out the existing relationships across three levels of decision making, framing an hypothesis on the functioning of the system. Inter-institutional relationships across different levels of decision making in the area of food safety regulation can be compared to a sandglass the two poles of which are constituted by, respectively, the international and the national legal orders, with the European one standing in the middle. At each turning of the sandglass, the sand flow is "filtered" through European law. This suggests that European institutions are actively engaged in both the bottom-up and the top-down processes of implementation. The paper suggests a model for approaching the trends driving European policies in the area of food safety regulation in both international and national arenas.

    Notizen: Over the last decades, the number of international standards for financial regulation has increased remarkably. Transgovernmental networks for banking, securities and insurance regulation, such as the Basel Committee, IOSCO and IAIS, all constitute standards setting bodies. Similarly, also international organizations like the IMF and the World Bank produce international financial standards. Furthermore, the Financial Stability Forum - FSF brings together not only the transgovernmental regulatory networks mentioned above, but also intergovernmental international organizations (the IMF and World Bank, in particular) and private bodies with regulatory functions, such as the International Accounting Standards Board (IASB) and the International Auditing and Assurance Standards Board (IAASB), one of the International Federation of Accountants' (IFAC) technical committees. This article aims to analyse the mutual interaction between global financial standards established by organisms corresponding to different models of global administration. What kind of connection links rules which have been developed by different types of global regulators? Is there competition between global financial standards originating from different bodies or are these standards mutually reinforcing? How are conflicts between global rules solved? The analysis will seek to answer such questions by examining three possible ways of interaction between global financial standards. In the first place, I will look at the trend towards a codification of global financial standards, the most obvious product of which is the development of the FSF's "Compendium of Standards". Secondly, the incorporation of standards established by private bodies within regulatory regimes referring to public bodies will be taken into account. Thirdly, I will examine if, and to what extent, the emergence of new mechanisms for the assessment on countries' compliance with global financial standards may result in the prevalence of some global rules over others.

    Notizen: Legal positivism is the Jurisprudential debate, which is primarily located with the writings of Austin, which gained ground after his death. This theory is all about keeping law separate from morals, with certain explanation to sovereign, laws, society, normativity et al. But long before Austin it was Thomas Hobbes who gave his explanations to the theory of sovereign, nature of law, morality and power. But he has been kept at bay; termed as a ``political Scientist", in the manufactured tradition of legal positivism. I have tried, in this paper, to locate the proper place of Hobbes in the lineage of positivist philosophy. Secondly, I have tried to capture the debate on "Judge Made Law" as "inherently paradoxical" by supplying examples two examples--one borrowed and one mine in the second half of the paper.

    Notizen: La pluralidad legal en el Perú es un tema muy mal tratado debido a dos grandes factores. Primero, el marcado positivismo jurídico imperante en las facultades de derecho y en los operadores legales. La ecuación derecho = estado satura el panorama de los hombres de derecho y equivocadamente atribuye el monopolio normativo y jurisdiccional al estado peruano. Segundo, el desinterés de los antropólogos profesionales --el establishment nacional-- en la materia. El pluralismo jurídico no ha concitado su atención etnográfica o teórica porque las ciencias sociales peruanas también son tributarias de ese mito que asigna un carácter exclusivamente estatal a las normatividad socialmente vigente. En este trabajo damos un paso atrás, preguntándonos por las causas eficientes que producen la pluralidad legal en el Perú. Consideramos que la cuestión es pertinente porque la configuración y articulación de la pluralidad no responde a un esquema predeterminado sino a las causas específicas que la originan. Es indudable que la identificación y el análisis de éstas exigen la realización de trabajos de campo puntuales y minuciosos. Además, se requerirá elaborar una teoría de alcance general que articule las explicaciones parciales o de rango medio que se irán formulando para comprender la dinámica socio-legal propia de contextos plurales. Ambas tareas están pendientes debido al limitado desarrollo de la antropología legal peruana (ver Guevara Gil 1998), pero es necesario intentar esa exploración aunque sea en forma panorámica y limitada. Por eso, a manera de avance, proponemos esta aproximación inicial a las causas estructurales que generan nuestra diversidad legal.

    Notizen: Incentive compensation has been used through history by those in charge as a means of achieving performance goals and positive financial objectives. Since the early 1990s, the United States Securities and Exchange Commission has approached executive compensation as a matter of disclosure. In 1992, the Commission adopted its new executive compensation proxy disclosure rules; the regulatory changes were adopted in response to complaints that the compensation paid to corporate executives had become excessive, and in the hope that the new regulation could produce an increased shareholder awareness that would make executives more accountable to the shareholders. Data on executive pay shows that SEC-mandated, detailed disclosure of information of executive compensation has not reduced the United States level of compensation of officers. While, arguably, disclosure generates a greater understanding of corporate executive pay for the shareholders, the availability of these numbers constitutes also an enormous advantage for CEOs and CFOs. Indeed, unless paid at a level equal to, or above the market average, a CEO/CFO may well decide to move to a different corporation. This problem makes retention a crucial issue in all public corporations and contributes to further driving executive pay to excessive levels. In addition, the Sarbanes-Oxley has not directly assessed, nor really improved, the mechanisms for compensation. Instead of decreasing excessive executive pay, public knowledge of salaries has created in the United States a sort of "race to the bottom" in which companies have to be willing to pay unjustifiable amounts of money to retain good management. While this history should have shown the Commission that disclosure will not suffice in the area of executive compensation, its staff, once again, has decided to enhance disclosure of executive pay in order to curb the problem of excessive pay packages. This paper argues that there is no reason to believe that enhanced disclosure will produce the desired effect.

    Notizen: En España, a diferencia de lo que sucede en la mayor parte de los ordenamientos del Civil Law y del Common Law, el derecho de la responsabilidad civil o extracontractual está fragmentado: casos sustancialmente idénticos están sujetos a cuatro regulaciones materiales distintas, son litigados ante cuatro jurisdicciones diferentes, de acuerdo con sendos códigos de procedimiento también distintos. Así, por ejemplo, un accidente escolar estará sujeto a un estándar de negligencia o de responsabilidad objetiva y será juzgado por un tribunal civil u otro administrativo, según que la escuela donde el accidente ocurrió fuera privada o pública. Lo mismo sucede si un viajero muere en un accidente aéreo o de ferrocarril o si un paciente sufre una lesión iatrogénica en una clínica privada o en un hospital público. A esta notable originalidad del derecho español se suman otras características singulares: a) No hay una línea clara que delimita la causalidad del mismo modo en todas las jurisdicciones; b) Las distintas Salas del Tribunal Supremo aplican criterios encontrados en materia de Collateral Source Rule; c) El daño moral es apreciado con laxitud y, con frecuencia, funge de instrumento sancionador del dolo o de aligeración de la prueba de los daños; d) Los daños morales y el lucro cesante por daños personales sufridos en accidentes de circulación están sujetos por ley a baremos, pero la jurisprudencia discute sobre la aplicabilidad general de los criterios legales a otros tipos de accidentes sin haber llegado a una solución uniforme en la fecha de cierre de esta edición, de julio de 2005.

    Notizen: This study evaluated the effectiveness of expedient sheltering in place in commercial buildings for protection against airborne hazards, as described in U.S. Government guidance to the public. Expedient sheltering measures (plastic sheeting and duct tape) were applied to four different rooms inside commercial buildings. In two rooms, additional tests were performed with ceilings covered, and one room was tested with persons entering and exiting the shelter. Measured air exchange rates for the shelter rooms and literature values for air exchange rates for large buildings were used to determine protection factors for various scenarios. Protection factors were compared for leaky, typical, and tight buildings and shelters under various occupancy times and plume pass-over times for hazardous airborne contaminants. Protection factors ranged from 1.0 to 3960, depending on the conditions. Results reinforced the importance of timing for effective sheltering in place. Sheltering in place can be most beneficial if people enter shelters before the arrival of a hazardous plume and people exit shelters as soon as the plume passes over. However, sheltering in place can be detrimental if people enter or exit shelters too late. CO2 and O2 concentrations were calculated for a tight shelter with maximum recommended occupancy.

    Notizen: Emergency managers, urban planners and building designers have embraced antiterrorism measures to create a human environment that is difficult to attack, resilient to the consequences of terrorist attack, and protective of its populations and assets. However, quick to adopt a "guns, guards and gates" posture following 911, it has become apparent that many antiterrorism measures may actually intensify and reinforce public perceptions of vulnerability and fear. Two studies conducted by the University of Florida in 2004-05 evaluated public perceptions of security measures within the contexts of traditional crime and terrorism. When presented with images of interior and exterior building spaces, respondents felt 3-6 times less vulnerable to theft, battery and sexual assault in areas having a visible security presence. Only a minority of respondents considered areas with a highly visible security presence to be unfriendly (6%), uninviting (12%) or uncomfortable (13%). In the context of terrorism however, respondents viewed many of the same visible security measures with suspiciousness, tenseness and fear. Such responses may be caused by a comparative lack of understanding of the nature and predictability of terrorism and a reluctance to accept measures that serve to reinforce feelings of vulnerability or danger.

    Notizen: This paper describes a six-step model to improve the capacity of public health agencies responding to any hazardous event. Developed through a partnership with an academic center and a local public health agency, the model incorporates lessons learned in the National Association of City and County Health Officials (NACCHO) Public Health Ready (PHR) pilot study conducted in 2003. The proposed model integrates aspects of two existing approaches with concepts from the field of emergency management, and emphasizes the importance of timely evaluation. The evaluation of the model includes both individuals workers and larger work groups. It addresses both general goals and the agency's local plan. The model also stresses the need to work with all levels of the agency to develop the local plan. In the model, evaluation is accomplished using self-assessment, measures of objective knowledge, ratings of individual performance, and ratings of team performance. Though based on a pilot study, the model may have application for other agencies working to increase their capacity to respond to hazardous events.

    Notizen: The Defense Support to Civil Authorities (DSCA) (formerly titled Military Assistance to Civil Authorities or MACA) process is intended to provide local and State civil authorities with access to Federal military assets in response to major terrorist attacks or natural disasters. Effective coordination between the military and local civilian emergency managers (EMs) is one essential requirement for successful DSCA engagements. This paper reports the results of an exploratory study of local EMs' understanding of the DSCA process, their ability to trigger support under DSCA and their views of how well they expect to collaborate with the military. The survey research results indicate that a majority of EMs believe that they do have the authority to initiate the DSCA process and have the ability to tell military authorities the type of assistance they require. However, our research suggests that a majority of the EMs do not have a strong understanding of the various aspects of the DSCA process, do not believe that DSCA will be implemented effectively in the future, and have a number of concerns about how the military support would be provided. We conclude with implications for future research directions on DSCA.

    Notizen: Increased global terrorism has given rise to unique medical requirements that may be described as terror medicine. Using Israeli experience as a reference base, this paper notes four broad areas of terror medicine: preparedness, incident management, mechanisms of injuries and responses, and psychological consequences. Whether terror medicine is treated as a stand-alone discipline or part of disaster medicine, or of a larger enterprise like public health, its parameters should be understood and taught. Efforts to discourage and prevent terrorist attacks should be among a society's highest priorities. No less important are the requirements to prepare for, respond to, and recover from these events. The more that individuals and institutions become familiar with the essentials of terror medicine, the greater the protection they can provide to the public.

    Notizen: This paper aims to draw a series of generalizable conclusions regarding the incident command system (ICS) as a management tool for structuring the activity of disaster response agencies at the site of disasters in the United States. It identifies the basic elements of the system and makes some observations regarding its range of applicability. The analysis is drawn from several sources of information regarding the use of ICS in nine different disasters in which Federal Emergency Management Agency's (FEMA) Urban Search and Rescue (US&R) Taskforces participated. Results suggest the applicability of ICS in a range of emergency response activities, but point to the importance of context as a largely un-examined precondition to effective ICS. Our findings indicate that ICS is a partial solution to the question of how to organize the societal response in the aftermath of disasters; the system is more or less effective depending on specific characteristics of the incident and the organizations in which it is used. It works best when those utilizing it are part of a community, when the demands being responded to are routine to them, and when social and cultural emergence is at a minimum. ICS does not create a universally applicable bureaucratic organization among responders but rather is a mechanism for inter-organizational coordination designed to impose order on certain dimensions of the chaotic organizational environments of disasters. We conclude by extending our observations from the USAR context to the reconstruction, recovery, and mitigation phases of disasters in order to illuminate the general limitations of the approach as an all-encompassing model for disaster-related organizational and inter-organizational functioning and coordination. Our final conclusions suggest that the present-day efforts in the National Incident Management System (NIMS) to use ICS as a comprehensive principle of disaster management probably will not succeed as intended.

    Notizen: The U.S. Department of State and experts on terrorism have suggested that the poor are a potential source of recruits for political and Islamic fundamentalist terrorist organizations. This observation is particularly applicable to the poor in Latin American nations (that is, the Caribbean and Central and South American regions). Focusing on al-Qaida, this paper uses Bayat's (2000) classification of the passive, surviving, political and resisting poor to argue that al-Qaida's recruitment efforts would target the surviving poor residing in Latin American nations because, relative to the other categories of the poor, the surviving poor demonstrate more activities in common with al-Qaida: for example, theft, kidnapping for ransom, narco-trafficking, and illegal immigrant smuggling. Such activities relate both to efforts by the surviving poor to escape poverty and to the planning and execution of terrorist acts by al-Qaida.

    Notizen: This article examines homeland security administration and finance in Texas county governments in the United States. A survey was conducted in the spring of 2006 to determine the extent of funding sources for homeland security and the perception by county officials on the effectiveness of financing homeland security. First, the results of this study indicate that as the size of the county government increases this impacts various aspects of homeland security finances. Second, county officials have indicated that increased funding for homeland security will come from existing revenue sources; raising property taxes is not a feasible option. Finally, there is a belief by county officials that there has not been a radical change in the existing county budget as a result of homeland security initiatives. Counties feel that they are well prepared in their financial management systems to deal with a possible terrorist attack.

    Notizen: Optimal power flow (OPF) is one of the nonlinear problems of power system. The various algorithms for solving optimal power flow problem are found in the literature. The genetic algorithm (GA) based solution techniques are found to be most suitable because of their ability of simultaneous multidimensional search for optimal solution. This paper presents a novel GA-Fuzzy based approach for solving OPF. The GA parameters e.g. crossover and mutation probabilities are governed by fuzzy rule base. Algorithms for GA-OPF and GA-Fuzzy (GAF) OPF are developed and compared. The results obtained for these systems demonstrate that the GAF-OPF has faster convergence and lesser generation costs as compared to various methods tested for above systems.

    Notizen: This article investigates the various damping controls of the unified power flow controller (UPFC). A detailed dynamic model of the UPFC including the possible damping control parameters has been derived. A method of determining the stable operating states of the nonlinear system model has been presented. Fixed parameter robust controllers for the identified controls have been designed satisfying the robustness conditions on performance and stability. The robust controller design has been carried out with the aid of a simple graphical 'loop-shaping' construction procedure. Simulation studies show that both robust series converter voltage magnitude and shunt converter phase angle provide extremely good damping. Combined application of the above two controls, however, gives the best damping profile over a wide range of operation. PI controllers having optimized gain settings were employed to evaluate the robustness of the proposed controllers.

    Notizen: This paper presents particle swarm optimization based interactive fuzzy satisfying method for bi-objective generation scheduling of fixed head hydro plants and thermal plants with nonsmooth fuel cost and emission level functions. The bi-objective problem is formulated considering two objectives (i) economy and (ii) emission. These two objectives are mutually conflicting and equally important. Assuming that the decision maker has imprecise or fuzzy goals for each of the objective functions, the bi-objective problem is transformed into a minimax problem, which is then handled by the particle swarm optimization technique. The solution methodology can offer a global or near-global noninferior solution for the decision maker. Numerical results for a sample test system have been presented to demonstrate the performance and applicability of the proposed method. The results obtained from the proposed method are compared to those found by interactive fuzzy satisfying method based on evolutionary programming technique.

    Notizen: It is well known to electricity authority worldwide of difficulty in meeting an ever increasing demand of a rural load center tens to hundred kilometers away from the interconnected grid. In many cases, upgrading sub-transmission system seemed appropriate in technical, economic and environmental aspects. Nevertheless, there are cases where addition of local generation is the only means to meet the increasing demand. For more than ten years, Thailand's Provincial Electricity Authority has been tackling complications of adding more and more local generations until exceeding the local off peak demand. These generations consist of four small hydro, one geothermal and one fuel oil power plants. Unfortunately, the unplanned attempts made to resolve problem concerning provision of electricity supply to meet the demand without conducting any pre-engineering study had proved ineffective and sustainable solution could not be attained. This paper described, analyzed and discussed in details the development of PEA's distribution system planning to supply quality and reliable electricity to a small rural and remote community in the country Northern province. Extensive field surveys and technical analyses were carried out to investigate impacts of distributed generation on the performance of the network. Finally, recommendations were given as guideline for further study in search of feasible and sustainable solutions.

    Notizen: There is no unique definition of non-active power for nonsinusoidal systems. A new definition of non-active power is proposed in this paper. This definition is based on energy transfer and provides a unique solution for non-active power of single-phase systems under both sinusoidal and non-sinusoidal conditions. An example is used to illustrate the use of this new definition. Energy transfer calculated using the new definition provides the same energy transfer determined from the non-sinusoidal non-active instantaneous power. This is consistent with the existing definition of active power that is also based on energy transfer.

    Notizen: Dynamic behaviour analysis of electric power system has always played a vital role in operation and planning of power systems. This analysis relies on computer simulation which are usually based on simplifying assumptions which aim at rendering system modelling more amenable to numerical solution. However, it is well known that uncertainties and unmodelled dynamics could in some cases lead to unexpected results. In the paper a simplified dynamic model of transmission network is employed to evaluate the influence of network transients on dynamic behaviour of power systems. Although simplified, this model can easily capture usually neglected dynamics. Applications of this modelling is proposed with respect to two test systems, highlighting the effects of usually unmodelled dynamics.

    Notizen: HVDC and FACTS devices have been widely applied in power system for their excellent and flexible control ability. Their contributions to the damping of system oscillations are of great importance for achieving satisfactory system performance. However, previous experience has shown that there may be negative interactions among FACTS devices whose supplementary controllers are designed separately. This may deteriorate system performance and even make system unstable. The interactions of HVDC and SVC during system oscillation were analyzed in this paper. The coordinate supplementary damping controller for HVDC and SVC were then designed based on projective control principle. The criterion of synthetic residue is adopted in choosing the proper input wide area signals. Eigenvalue analysis and time domain simulations were performed on a two-area system and the results demonstrated the effectiveness of the proposed controller.

    Notizen: This paper describes how the phase sequence and voltage level (132 kV, 275 kV or 400 kV) of single-circuit overhead conductors can be calculated from measurements made by passive, non-contact sensors situated on a moving platform at ground level. The investigation relies on sensing the electric field along the profile of the conductors through the use of passive sensors. The fabrication of the passive sensor is described together with an analysis of its performance. The variation of the vertical component of electric field strength along the lateral profile beneath single-circuit conductors has been studied using finite element modeling software, ANSYS. The results of this simulation have led to a proposed method of determining the magnitude and phase sequence information from overhead conductors via analysis of the induced voltages on the sensors. The paper concludes with an investigation made in a 400 kV substation in the UK. Analysis of the experimental results shows that the proposed technique can successfully evaluate the phase sequence, voltage level, the spacing between phases and the orientation of high-voltage overhead conductors.

    Notizen: There are IEC 60060-1 requirements on three impulse current waveforms. For the damped-oscillating waves, margins of the front time T1 and the time to half the peak T2 are 10 per cent whilst any value after the polarity reversal has to be less than 20 per cent of the peak value. Authors have tried to construct impulse current calibrator for reference measuring system, which would generate a waveform having the time parameters quite close to ideals. After numerous simulations in selecting values for circuit composing components, authors came to an impression that a damped-oscillating current generator whose output waveform has parameter values close to standard, cannot be realised. In the paper, authors' "impression" is theoretically proved and mathematically possible margins for the parameters are to be presented in detail.

    Notizen: A dc-ripple reinjection concept, described in the literature with reference to the line-commutated current source converter, is applied in this paper to the self-commutated current source converter. This is achieved by means of a reinjection converter fed, via a single-phase transformer, from the triple frequency ripple signal. It is shown that the three-phase bridge can be made to operate effectively at any multiple of the six-pulse number and, thus, presents an effective alternative to the use of ac and dc side filters.

    Notizen: This paper presents the design, analysis and development of a novel tapped star connected autotransformer based twenty-four-pulse ac-dc converter for improving power quality at the point of common coupling (PCC) in vector controlled induction motor drives (VCIMD's). A star connected autotransformer with four windings per phase at different phase angles is used to realize the proposed twenty-four-pulse ac-dc converter. The basic design equations are derived to calculate the number of turns in different windings for achieving the harmonic reduction in the proposed autotransformer. The design of autotransformer is further modified for making it suitable for retrofit applications to replace presently used 6-pulse diode bridge rectifier. The proposed 24-pulse ac-dc converter is able to eliminate up to 21st harmonics in the supply current along with the power factor improvement close to unity in the wide operating range of the drive. The effect of load variation on VCIMD is also studied to demonstrate the effectiveness of the proposed ac-dc converter. Different power quality indices on input ac mains and on dc bus for a VCIMD fed from a 12-pulse and a 24-pulse ac-dc converters are also given to compare their performance. Various tests are conducted on the developed prototype of proposed autotransformer based 24-pulse ac-dc converter. Different power quality indices are measured on developed 24-pulse ac-dc converter to validate the design and simulation model.

    Notizen: One of the most important tasks of System Operator (SO) is to manage congestion as it threatens system security and may cause rise in electricity price resulting in market inefficiency. In corrective action congestion management schemes, it is crucial for SO to select the most sensitive generators to re-schedule their real and reactive powers and the loads to curtail in extreme congestion management. This paper proposed the selection of most sensitive generators and loads to re-schedule their generation and load curtailment based on the improved line flow sensitivity indices to manage congestion. The impact of slack bus on power flow sensitivity factors has been determined to encourage fair competition in the electricity markets. Effect of bilateral and multilateral transactions, and impact of multi-line congestion on congestion cost has also been studied. The generators' reactive power bid has been modeled by a continuous differentiable tangent hyperbolic function. The proposed concept of congestion management has been tested on a practical 75-bus Indian system and IEEE-118-bus test system.

    Notizen: Rheological behavior of gelatinized rice flour dispersions (10%) of three varieties (Sona masoori, Hansa and Parboiled) has been investigated using flow tests. Effect of addition of Whey Protein Isolate (WPI) to the three varieties of rice flours has also been studied. All rice flours exhibited pseudo plastic behaviour. There was a decrease in flow behavior index and consistency index values with the increase in whey protein isolate concentration but exhibited synergistic behaviour at 1:1 concentration of WPI with all the rice flours. The time dependent rheological characteristics of all rice flours with and without protein combinations were studied and shown to follow antithixotropic behavior. All the data was correlated with the power law model. These studies carry commercial significance as mixed suspensions can be used as fat replacers in food industry and also economic viability.

    Notizen: This study sought to evaluate the effect of PEF parameters such as electric field intensity and number of pulses on the inactivation of Escherichia coli O157:H7 and Salmonella Enteritidis suspended in liquid whole egg. The medium was inoculated with 108 CFU ml-1 of E. coli O157:H7 or S. Enteritidis and was treated continuously at 10, 20 or 30°C using electric field intensity of either 20 or 30 kV cm-1. A biphasic instant reversal PEF waveform with up to 105 pulses of 2 µs in width was applied. Bacterial inactivation increased with increasing applied electric field intensity, number of pulses and processing temperature. Maximum reductions of 3.9 and 3.6 log cycles were obtained for E. coli O157:H7 and S. Enteritidis, respectively. The maximum input energies required to inactivate E. coli O157:H7 and S. Enteritidis were 538 and 914 J, respectively. The higher kinetic value was obtained for S. Enteritidis (0.043 µs-1) representing the more heat-PEF sensitive bacteria compared to E. coli O157:H7.

    Notizen: Spontaneous lactic acid fermentation is an important process in cereal processing. It is applied to develop and enhance taste and flavour, modify texture and improve the microbial safety of foods. When applied with nixtamalization to maize, it is expected to further improve the functionality, improve nutritional quality and provide an alternative maize-based ingredient. This study was carried out to determine the extent to which fermentation could influence the physico-chemical, functional and textural properties of nixtamalized maize. A 2 x 3 x 3 factorial experimental design with fermentation medium (water, coconut water), fermentation time (0, 24, 48 hours) and blends composition (0:100, 50:50, 100:0 steeped:nixtamalized maize) was performed. The blends were fermented for the specific times and analysed for pH, titratable acidity, water absorption, colour and texture. Traditional maize dough facilitated the fermentation process by acting as a starter culture to produce lower pH and higher acidity in the steeped:nixtamalized maize blends. The fermentation time significantly (p〈0.05) influenced the pH, titratable acidity, water absorption capacity, colour and texture of the samples. The pH of all the blends decreased from 6.24 to 4.22 with a corresponding increase in titratable acidity from 0.009 to 0.036 g Lactic/100g sample during fermentation. There was however no significant (p〈0.05) difference in the effect of fermentation medium on these indices. The samples with a higher percentage of nixtamalized maize had a deeper yellow colour, that is lower L - value (lightness) and higher b-values (yellowness) than the non- nixtamalized maize and this increased further with fermentation. The texture of the blends of steeped - nixtamalized maize generally decreased with increasing fermentation time for all samples fermented in water as well as in coconut water, however, the texture of the blends of steeped: nixtamalized maize for samples fermented in coconut water had relatively higher but comparable textural values. Maize can therefore be nixtamalized and fermented using both water and coconut water to effectively produce adequate souring or acids resulting in improved physico-chemical, functional and textural quality characteristics required for the processing of traditional fermented maize products.

The results have shown that lower temperature with higher relative humidity can reduce the cap opening percentage of postharvest Agaricus bisporus, weakening its respiration intensity and inhibiting PPO activity and degree of browning; temperature fluctuation during storage may increase the physiology activities of Agaricus bisporus, which speeds up the after-ripening and senescence.

    Notizen: The interest towards cold pasteurisation of sensitive materials with high pressure carbon dioxide is growing more and more, especially for the applications to food products (1). The aim of this work is to study the kinetic inactivation of microorganisms naturally present in fresh apple juice, carried out in multi-batch equipment. Three operating parameters have been considered and discussed: temperature, pressure and volume treated. The results obtained confirm that high pressure Carbon Dioxide is effective for microbial inactivation even on particularly complex materials such as fruit juice. Temperature plays a fundamental role on treatment efficiency, with inactivation being significantly enhanced increasing its value from 20 to 36°C. The same trend was not observed for different pressures (60-100-200 bar). As far as the mass transfer between the fluid and the liquid phase is concerned, a high ratio between the surface and the sample volume (a low sample volume) exerts an important effect on the inactivation efficiency of the species considered. The results seem promising for a future development of industrial applications of high pressure Carbon Dioxide treatment on apple juice.

    Notizen: This study demonstrated feasibility of producing soluble protein powders from pink (PSP) and red (RSP) salmon heads. Differences were observed between physicochemical properties of the two protein powders, including nitrogen solubility, emulsion stability, and fat adsorption capacity. The flow and viscoelastic properties of the emulsions prepared with PSP and RSP were investigated using a parallel plate rheometer. The power law model and the Casson model were used to determine the flow behavior index (n), and consistency index (K) and yield stress. The emulsion containing PSP (PSPE) had a higher K value (8 Pa.s) than that (4.2 Pa.s) of the emulsion containing RSP (RSPE). Both PSPE and RSPE emulsions exhibited pseudoplastic behavior and viscoelastic characteristics. The G' (an elastic or storage modulus) and G" (a viscous or loss modulus) values for PSPE were higher than RSPE.

    Notizen: In this study, microemulsion cross-linking treatment was used on food grade potato and maize starches for preparing micro starch particles. Laser diffraction technique was introduced to measure the particle size characteristics, including the median particle diameter (d 50), surface area mean diameter D [3, 2], volume mean diameter D [4, 3] and specific surface area of micro potato and maize starch particles. The volume distributions and number distributions were also analyzed using Mastersizer 2000 Software. The d 50, D [3, 2], D [4, 3] of the potato starch granules were reduced significantly (p 〈 0.05) after the microemulsion cross-linking reaction and ball-milling treatment. However, the microemulsion cross-linking treatment did not produce significant changes in the particle size characteristics of the maize starch samples.

    Notizen: The aim of this work is to determine the feasibility of applying SFE technique by supercritical CO2, to the gravimetric measurement of lipids in olives by verifying the feasibility of extractions, studying the analytes solubility in SC-CO2, optimizing the preparation of sample, appraising the repeatability of the data obtainable with the adopted method. The olive cultivar "Moraiolo" and two different supercritical fluid laboratory instruments were used. Initial trials were performed to verify the extractability of the oil from matrix. The degree of solubility was determined by the quantitative amount of extracted and collected solute, reported for the quantity of solvent used (CO2). Once the feasibility was established and the solubility was studied, it was necessary carry out specific trials to find a better formula for the sample preparation. This involved type of matrix (humidity, structure, oil content, density, etc.) and equipment commonly available in laboratories deals in food product analysis.

    Notizen: A static heat exchanger was used to study the extent of heat induced fouling in the device due to passage of cow, buffalo, double toned and reconstituted milk for a period of one hour. The static heat exchanger was developed to simulate the flow condition of an actual indirect type heat exchanger employed in the processing plant. Flow rate of 2x10-7 m3 s-1 was selected as this gave the same 1.052x10-3 m3 m-2 flow rate/surface area ratio as applicable to indirect double tube heat exchangers used in the industry. Both milk with fat and with fat removed by centrifugal separation were used. Fresh and recycled milk were the other two factors used in the study of fouling. It was found that there was no significant difference in fouling deposit formation between fresh and recycled milk, but significant difference existed between milk with fat and milk with fat removed. Reconstituted milk was found to have significantly lower deposit compared to cow, buffalo and double toned milk.
