Abstract We study a second-variation sufficient condition for proper system performance improvement by periodic control. The theory of optimal control developed by Hestenes is adapted to the present situation. Central to our development is the concept of normality which is overlooked by earlier investigators. Relationship with their results in this respect is discussed in terms of illustrative examples.
