Conclusions 1. A change in the strain rate in the range from 6.3×10−3 to 1.9×103 sec−1 does not have a noticeable effect on the mechanical properties of steel. A further increase of $$\dot \varepsilon$$ up to 1.9×104 sec−1 leads to an intensive increase in both the strength and plasticity properties. 2. With increase in the strain rate the effect of oxide NI on the failure process decreases, which should be considered during development of technological processes for obtaining steel. 3. The experimental results underscore the necessity to study the dynamic properties of construction materials in order to evaluate their serviceability under high rates of loading.
