Notes: There are several important justifications for autonomous units of local government, derived from the writings of J. S. Mill and later theories concerning the value of pluralism. These arguments fail to show that local government is a morally necessary, as opposed to expedient, adjunct to liberal-democratic government. The paper develops from J. S. Mill's ideas on liberty a more substantive justification for local government based on the principle that local government can be a means for ensuring that the determination of collective decisions are made solely by those people affected by the decision.

Notes: Summary An ultrastructural study of immature and mature rhesus monkey prostate is described and a comparison is made with human tissue. The immature gland consists of largely undifferentiated epithelium showing little or no secretory activity. The mature gland exhibits the general characteristics of prostates of the other species studied. Columnar epithelial cells and undifferentiated basal cells are observed. The two lobes of the gland show several differences, the caudal lobe being rich in secretory granules, with the cranial lobe consisting of taller vacuolated cells. The description provides a basis for comparison with ultrastructural changes produced during in vivo and in vitro experimentation and with characteristics of normal and diseased human prostate.

Notes: Summary The ultrastructure of the epididymal duct and ductuli efferentes in the dog has been studied by electron microscopy. The epididymidis can be separated into the classical divisions of caput, corpus and cauda epididymidis on the basis of general morphology and ultrastructure. The ductuli efferentes have a low epithelium with pronounced cilia at the apices of cells and appear to provide primarily a transport role for spermatozoa. In the epididymis proper the caput region is characterized by an extremely large Golgi apparatus with large numbers of lysosomes and nuclear inclusions. Secretory activity appears to be most common in the corpus region. Absorption and secretion are most active in the first two segments while in the cauda epideidymidis the long-term storage of spermatozoa in the lumen is associated with many dense crystalline bodies formed in the epithelial cells within the Golgi apparatus and possibly deriving from absorbed macromolecular material from the lumen. The theory of whole sperm cell resorption by the epididymal duct is not supported by this study.

Notes: Summary The effects of cadmium and nickel chloride, administered in drinking water at 5 and 50 ppm, on the rat prostate are described. Zinc concentrations in the two lobes of the gland were unaffected by the metals and no consistent changes were observed at the subcellular level by X-ray microanalysis. The ultrastructural appearance of the prostate gland in rats of varying ages was unaltered following cadmium administration at those levels, while plasma testosterone concentrations did not differ significantly in cadmium treated animals. Low levels of cadmium (5 ppm) were accumulated by the ventral lobe of the prostate, although the metal was not detectable subcellularly. The results are discussed in relation to human prostatic carcinoma.

Notes: Summary Electronmicroscope microanalyser (EMMA-4) analysis of Poria monticola colonising pine wood treated with a copper-chrome-arsenate preservative has shown that the fungus removes copper chromium and arsenic from the wood and stores these elements within the hyphae to the extent of 3–4% on a mycelial dry weight basis. The total uptake of each element varies from spot to spot examined (each 0.2 μm dia.) but is on an average correlated with the concentration of the element in the impregnated wood. It appears that the rate of copper uptake is higher than of arsenic uptake.

Notes: Summary The distribution of Cu, Cr and As in the walls of tracheids of Scots pine impregnated with Tanalith C at a retention of 2.5 lb/ft3 has been examined at the submicroscopic level in the electron microscope microanalyser, EMMA-4, using the absolute method, as well as in the conventional electron microscope. All three elements are present in all regions examined (probe area 0.2 μm diameter). The concentration of Cu ranges from 0.4–0.9% (w/w), that of Cr is about 0.8%, while As ranges from 2%–2.6%. The morphology of this fine deposit is clearly dictated by the run of the cellulose microfibrils. There is in the wall an occasional coarse deposit, almost entirely copper, and the inner face of the tracheid wall is covered by a thin layer 20–30 μm thick which contains all these elements at high concentration.
