    Notizen: Since 1990 the National Health Service (NHS) has undergone a sustained period of change. This change has been necessary to prepare the NHS for the task of meeting a demand for services that continues to rise more rapidly than the availability of resources. Anecdotal evidence suggests that one of the most popular ways for trusts to improve their ability to meet demand is through mergers with other trusts. However, little rigorous research has been conducted to assess the extent or effectiveness of this strategy. A research project was, therefore, initiated to better understand the extent and impact of merger activity within the NHS. A questionnaire was developed and distributed to the chief executive, finance director, medical director and human resources director in all the 460 trusts that are currently members of the NHS confederation. In total the survey generated 459 responses out of a possible total of 1,840; an encouraging response rate of 25 per cent. The results of this research provide significant new evidence that "merger mania" has taken hold within the NHS. While 46 per cent of all responding trusts indicated that they had already merged, are actively involved in a merger, proposing to merge or are talking to prospective partners, a further 18.7 per cent of all trusts are forming strategic alliances rather than opting for a full merger. The dominant justification for merging are the beliefs that it will facilitate the reconfiguration of services and ultimately improve patient care. The paper concludes with a discussion of the significance of these results, before making recommendations with regard to their implications for future merger activity within the NHS.

    Notizen: There has been a strong focus in the literature upon the factors that affect the adoption of e-commerce, and the demographics of Internet users, but few attempts to link these two bodies of knowledge. This empirical study investigates the extent to which the adoption of e-commerce amongst retailers is influenced by the socio-demographic characteristics of their target customers. The questionnaire was mailed to senior marketing executives in the UK's largest retail organisations, and ultimately resulted in the receipt of 164 useable replies, giving an overall response rate of 18 per cent. The results of a set of analyses demonstrate that organisations are most likely to adopt the Internet for information provision, marketing and direct sales purposes if their typical customer is male, young and a member of the professional/managerial classes. This is not surprising, as young, professional males are typically enthusiastic and competent users of information technologies.

    Notizen: There is a pressing need for research into the successful application of technology within organisations, given the high incidence of failure, with respect to information systems projects, in general, and e-commerce applications, in particular. A case study was conducted into system development approaches at Egg, one of the UK's leading online banks. Presents a qualitative study in this important area of research which should be of interest both to information systems researchers and to all IT professionals with responsibility for, or involvement in, e-business development projects. The key finding of the research is that, while the balance between IT and business input does change over the course of a project, its successful outcome is highly dependent on the evolution of a strong IT-business relationship that endures for the duration of the project. Shows that the maintenance of this strong relationship is undoubtedly aided by having shared and high priority activities, such as benefits realisation, that also last for the duration of the project.

    Notizen: To date, most of the commentary on the impact of the Internet on retail marketing has been anecdotal, offering exaggerated speculative forecasts of its future potential. One view contends that the Internet will become a major new retail format, replacing the traditional dominance of fixed location stores. However, little academic research exists to either disprove or support the claims of Internet penetration by retailers. Seeks to redress the balance by presenting a comprehensive and rigorous review of UK retailer Internet activities. A sampling frame of 1,099 UK retail multiples was used, and each Web site individually inspected to categorise the range of marketing functions and services offered. The findings indicated that, despite the hype, the majority of retail organisations surveyed have not yet registered a Web site address. Moreover, of those retail organisations that have developed a Web site, the vast majority are using it primarily as a communication tool to promote corporate or product information to Internet users, rather than to support direct sales. In conclusion, summarises the implications of these current levels of Internet activity for the future of retail marketing.

    Notizen: Despite its widely acknowledged importance, the information security policy has not, to date, been the subject of explicit, empirical scrutiny, in the academic literature. To help fill this gap an exploratory research project was initiated that sought to investigate the uptake, content, dissemination and impact of information security policies. To this end, a questionnaire was mailed to senior IS executives, in large UK-based organizations, and 208 valid responses were received. The results of this research have indicated that, while policies are now fairly common, at least amongst the sample, there is still a high degree of variety in terms of their content and dissemination.

A separation may be achieved if low-risk types can signal their identity—for example, by selecting from a menu of price-quantity contracts. In such models, signaling is costly and solutions are, at best, second best. These models characterize risk types by differences in the probability, rather than in severity, of the costs they impose. However, when severity differences also are considered, first best solutions become feasible. We identify the circumstances in which costly separating equilibria prevail and those in which full-information equilibria can be attained.

    Notizen: Abstract Models of the insurance markets and institutions are routinely based on expected utility. Since EU is being challenged by an increasing number of decision models, we examine whether EU-based models are robust in their predictions. To do so, we rework some basic models of optimal insurance contracts and equilibrium using the “dual” theory to EU of Yaari. When there is a single, insurable source of risk, dual theory permits only corner solutions if the contract itself is linear. This contrasts sharply with EU. Nonlinearity, and thereby the possibility of interior solutions, is introduced in two ways. First, the contract itself is nonlinear, i.e., a deductible insurance policy. Or second, the decision maker is subject to some background risk such as uninsurable risky assets or default of the insurer. When decision problems are subject to nonlinearity, the predictions on optimal insurance are more similar to, though not identical with, those generated with EU.

    Notizen: Abstract Insurance markets sometimes exhibit "crises" in which prices rise dramatically and coverage is unavailable or is rationed at the new prices. A recent explanation for such crises is the "capacity constraint" model of Gron and Winter. Crises usually follow sudden and large depletions in insurers' equity or surplus. The capacity constraint model argues that frictional costs in replacing surplus, and limited liability, give rise to a kinked insurance supply function and that crises arise from discontinuous short term adjustments around the kink. While this model explains much about liability insurance crises, it still leaves unexplained their most prominent feature; that insurance is rationed or unavailable. We follow their insight in looking to equity shocks and capital market frictions to explain crises and combine this with a model of optimal risk sharing contracts under the information conditions characteristic of this market. We use implicit long term contracts with truth telling constraints to address information asymmetries and this allows us to model crises that exhibit rationing. Our model is tested in the market most dramatically affected by such crises in the 1980‘s, the general liability insurance market.

    Notizen: Abstract Previous explanations of the contract choice and organizational form of insurance firms do not explain, by themselves, the recent proliferation of mutuals and new contract designs. We first present risk-bearing arguments to address these phenomena. We present two forms of insurance. The first is a conventional transfer of risk whereas the second decomposes risk between idiosyncratic and nonidiosyncratic. We show that the latter form leads to more active trade in insurance markets with correlated exposures. Moreover, the decomposed form dominates the simple transfer. These results qualify and extend the work of Borch (1962) and Marshall (1974). Market responses to the recent “liability insurance crisis” are compatible with these predictions.
