    Notes: This paper presents a simulation analysis of stress and strain of an underground railelastic bar using the commercial finite-element simulator ANSYS-10. Under constant compressiondisplacement of 10.4 mm or the fixed-plug-in displacement of 84 mm, the stress distributions areexamined by varying the boundary condition of the corresponding fixed-plug-in displacement or thecompression displacement. Results show that the maximum stress which is 1,490 Mpa occurs as thecompression displacement is 10.4 mm while the fixed-plug-in displacement is 84 mm. In addition,in both group of scenarios the maximum stress is at the end of the arc of the elastic bar and exceedsthe strength limit of 60Si2Mn. While both the compression displacement and the fixed-plug-indisplacement affect the stress distribution and the maximum stress, it appears that the effect due tocompression displacement is much more significant

    Notes: For the short glass fiber reinforced high density polyethylene (HDPE), a highshearing stress-induced HDPE and MAH functional reaction method was introduced which wasachieved by increasing the twin screw extruder rotation speed during melting extrusion process. Theresults show that the graft degree of consequent HDPE-g(b)-MAH product has been increasedfrom 0.14% of the thermal-induced one to 0.77% by the high shearing stress-induced one when therotation speed of the screw increases from 100r/min to 800r/min. Therefore, the mechanicalproperties of the GF/HDPE composites are greatly improved, namely, its tensile-strength,bending-strength and the notch impact absorbed work are increased from 21.43MPa, 15.49MPa and12.82kJ/m2 to 30.18MPa, 29.72MPa and 19.12kJ/m2 respectively. The corresponding simulationsthrough the commercial Moldflow soft show a good agreement with these experimental data

    Notes: Purpose - To examine how an incomplete and biased legal/regulatory framework governing the allocation of property rights within a residential community in Hong Kong blocks the natural choice of a market contractual arrangement for the governance of the community as well as the management services. Design/methodology/approach - This paper applies an institutional economic framework to examine the rationale of adopting different governance structures for different types of assets. A detailed case study is examined based on this framework and the governance structure of this community is analysed and the rationale behind the chosen structure is examined accordingly. Findings - It is found that a unified governance structure has been adopted in this community, not by the residents in the community, but by the developer who has a controlling share of property rights and vested interests on the undeveloped part of the community. Research limitations/implications - The case study, though detailed, limits to one community, which itself is very unique in the physical environment. In the future, different communities should be compared under different management models to examine the effect of developers' vested interests in the community and the governance structure, and how would a fair delineation mechanism of property rights will provide a more efficient management model for the community. Practical implications - It is suggested that an overall examination of the way property rights are delineated in Hong Kong is needed to protect the rights of individual property owners, so that a fairer and more efficient system can be in place. Originality/value - This paper argues that the choice of governance structure in a residential community under some special socio-political environments is also facilitated by the legal/regulatory framework delineating property rights.

    Notes: Privatisation of services from the public sector is topical currently mainly because of the potential savings and efficiency to be gained. In the aspect of property management, the Hong Kong Housing Authority owns more than 600,000 units of public housing flats and the requirement for good and efficient property management services is enormous. The current policy of privatising these services to the private management agents has proved to be a correct direction in terms of retaining the growth of the public sector, and also improving the level of services to the tenants. While the privatisation scheme might bring in more opportunities for growth of the property management companies in the private sector, it is more important for the government to forge a proper transitional arrangement to switch to full private management in order not to endanger the already low morale in the public sector.

    Notes: The development of the real estate market in China has been well-documented, but one of the most interesting, yet chaotic issues in this market has not been fully covered. It is the problems and opportunities arising from the needs for the management of existing properties. Supply of prime office buildings in the major cities in China has been unprecedented owing to the strong demand from local and overseas companies. To preserve the investment value of the building, there is a great need for good management. However, those who have worked in a socialist country will understand that service industry is always the weakest point of the economy. It is, nevertheless, exactly for this reason that there is a great opportunity for established property management companies to expand their service not only in property management but also in the training of the new generation of local property managers in this potential market.

    Notes: An exploratory model of competence and performance is presented and tested in the study. Competence in marketing, product innovation, manufacturing, and human resource development across a list of 42 items have been analyzed. Marketing competence was ranked high by Chinese managers. Elements contributed to manufacturing competence regarding process reengineering have not been emphasized as much by Chinese managers. Human resource competence, on the other hand, has been found to be significantly correlated with performance. The results clearly show a trend moving from the state-planned economy to the market economy.

    Notes: The stimulus for this research is that as US hospitals and health care organizations become more competitive, wise investments in technology and quality improvement are keys to financial success and survival. A structural equation model is hypothesized using the following five constructs: clinical technology; information technology; clinical quality; process quality; and hospital financial performance. No research to date has examined the relationships between the type of technology, the type of quality, and hospital financial performance. The general research hypothesis tested is that hospital technology directly drives (affects) quality and hospital financial performance. The results indicate that the type of hospital technology (clinical or information) drives different types of quality-related performance (clinical or process), and directly and indirectly affects hospital financial performance. The simple recursive model documented here is an important first step to defining more complete models that accurately predict hospital financial performance as a function of technology and quality investments and initiatives. The article concludes by summarizing results, discussing their implications, and proposing future research ideas.

    Notes: Purpose - With the fast growth of the internet, the development of industry portals for SMEs is becoming an increasingly important issue of economic growth. However, designing and developing efficient portals is not easy, and how to evaluate industry portals' performance has not yet been convincingly demonstrated. To address this gap, this paper aims to propose a framework. Design/methodology/approach - The framework uses the analytic hierarchical process and incorporates both experts' and users' judgments into the performance evaluation process. It also employs three different objectives for performance evaluation including data quality, technology acceptance, and knowledge distribution. An exemplary case is given to demonstrate the proposed framework by empirically assessing an industry portal project, developed by Small and Medium Enterprise Administration, Ministry of Economic Affairs, Taiwan. Findings - The proposed framework can enable industry associations to become more familiar with the nature and scope of portal performance evaluation. Originality/value - Develops a framework which addresses the practical aspect of portal evaluation in terms of multiple objectives and involvement.
