    Notes: Abstract The stability, storage, and distribution of certified reference materials which consist of liquid or frozen fruit juices is rather problematic. As a better alternative a stable orange juice powder has been obtained by freeze-drying to a moisture content below 0.4%. However, freeze-drying lemon juices resulted in unstable materials which collapsed into lumps after standing some weeks in brown bottles under argon. An additive was sought which can be used to obtain stable lemon juice powders without influence on important analytical parameters as amino acids, sugars, organic acids, minerals and flavanone glycosides. The additives pectin, hydroxy ethylcellulose, and hydroxypropyl methylcellulose were examined. Powders containing pectin quickly showed a loss of structure (collapse) and resulted in non-acceptable changes in amino acids, sugars or minerals compared to the original lemon juice. The addition of up to 3% hydroxypropyl methylcellulose seemed more promising, although some minor changes in the sugar and sodium concentration occurred.

    Notes: Abstract Uncertainties of four enzyme-CRMs that have recently been certified in a co-operation between the IRMM and the International Federation for Clinical Chemistry were estimated. Estimation was based on the sum of the uncertainties of characterization, homogeneity and stability. Data from the certification collaborative study were used to estimate laboratory uncertainties, which form the basis for the uncertainty of characterization. Estimations for the uncertainty of homogeneity were derived from classical homogeneity studies. The estimations of uncertainty of stability caused the most difficulties. Realistic uncertainties fitting the needs of customers while being derived from measurement data based on theoretical considerations were obtained.

    Notes: Abstract Stability testing and -monitoring are of the highest importance for the certification of reference materials. However, in general the results of these measurements are only assessed in a qualitative way, and no effort is made to quantify the period of certification or the shelf-life of the CRM. However, the revised ISO Guide 31 “Contents of Certificates, Certification Reports and Labels of Reference Materials” will most probably contain the explicite obligation to mention an expiry date “for all CRMs where instability has been demonstrated or is considered possible”. Therefore a method is proposed for quantifying the expected shelf-life on the basis of linear regression and determination of the intersection of the lower confidence limit of the certified value with the 95% lower confidence bound of the mean degradation curve.

    Notes: Abstract An alternative method for stability testing of candidate certified reference materials (CRMs) utilizing “isochronous” measurements based on a storage design (storing samples at different temperatures for different time periods), which allows all measurements to be done at the same time, i.e. at the end of the study, is compared to “classical” designs of stability studies using reference time or reference temperature. The execution of stability studies using “isochronous” measurements only requires repeatability conditions, whereas classical designs require both repeatability and long term reproducibility conditions. Consequently, the new design allows the quality of results to be improved.

    Notes: Abstract  Certification of reference materials is far more than just characterisation of a selected homogeneous batch of material. From the perspective of the ISO Guide on the Expression of Uncertainty in Measurement (GUM) all uncertainty sources relevant to the user of an individual certified reference material (CRM) sample at a moment in time should be part of the CRM uncertainty. This not only includes the full uncertainty of the batch characterisation (rather than the statistical variation), but also all uncertainties related to possible between-bottle variation, instability upon long-term storage and instability during transport to the customer.

    Notes: Summary In order to find out the state of the art of dioxin analyses in cow's milk the BCR has organised an intercomparison in native and fortified milk-powders. The preparation of the milk-powder batches is described. Laboratories (n=11) have used their own in-house methods and standards. The use of a high resolution MS (R=10 000) was requested. An outline is given of how the results obtained were interpreted in discussions with the participants. A major problem in the quantification is the lack of certified standard solutions of all seventeen 2,3,7,8 congeners, this was shown during the analysis of the BCR standard solution. Recovery of the fortified dioxins from the milk-powders were in general between 80–90% of the added values. A further problem was the analysis of hepta and octa chlorinated congeners; for the calculation of international toxicological equivalent quantities (I-TEQ), larger variations in these did not significantly affect the total I-TEQ in milk-powder. Most of the participants were able to deliver satisfactory results for judging the acceptability of the milk for human consumption.
